The meeting was called to order at 12:00 pm. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an additional elevation (3d) for the MDnterra Development. LOCATION: Mesa View Drive at Alamo. Commissioner Holden asked how the neon was proposed as being implemented. Commissioner Sullivan suggested that the connections be placed on the inside of the wall out of view. The applicant indicated that the wall is a parapet wall and that all the controls would be put through the wall to the backside. The commission discussed the color of the neon. They did not care for the red. They were more in favor of the turquoise neon tubing. Discussion pursued on whether or not the turquoise would keep its color or look more like a milky blue. It was moved by Commissioner Sullivan, seconded by Commissioner Gregory to approve this case with the condition that the neon be turquoise tubing and that transformers be concealed behind the wall. Carried 4-1 (Commissioner Holden opposed). 2. CASE NO' 1482 SA APPLICANT (AND ADDRESS): DESTINO'S, 73-703 Highway ill, Palm Desert, CA 92260. NATURE OF PfiOJEMAPPRCNAL SOUGHT: Approval of an awning. LOCATION: 73-703 Highway 111. ZONE• C-1 The applicant indicated that the Destino's awning on the inside of the building is too dark for the interior and is proposed as replacing the Baci sign on the Highway 111 elevation, and the existing outside awnings with the Baci signage will be replaced with DestinoIs. The proposed colors are red, white and green. The applicant stated that the new owners are proposing to repaint the outside of the building. Commissioner Sullivan was concerned about has the proposed signage would fit on the awning, the proposed color combinations and that no colored drawings were submitted. Commissioner Drury indicated that she would like to see a drawing showing the proposed script and size of the sign. 3 ` wjp ' ARCHITECTURAL OCWISSIONT SEPTEMWR 13, 1988 The commission felt that a colored drawing showing the proposed colors, print and size of the signage on the awnings. It was moved by Commissioner Drury, seconded by Commissioner McCrea to continue this case for submittal of colored, script style drawing showing the proposed Destino's signage on both awnings and the proposed color of the building. Carried 5-0. 3. CASE NO: 1480 SA APPLICANT (AND ADDRESS): D & A SHADE FOR AMERICAN SPEEDY PRINTING, P.O. Box 417, Palm Springs, CA 92263. NATURE OF PROJECT/APPROVAL SOUCU: Approval of awning with signage. LOCATIONi: The Columbia Center. ZONE: PC (3), S.P. Commissioner Sullivan asked what the building fascia color was. The applicant indicated that the building fascia is beige. The proposed sign will read "American Speedy Printing" with a logo that reads "Printing Graphics" . The proposed colors are red with white lettering. Commissioner McCrea felt that the proposed signage and logo was redundant with one another. Commissioner Drury felt the sign should be redone. A colored rendering of the sign with proposed signage should be submitted to the commission for review. It was moved by Cxnnissioner Sullivan, seconded by Commissioner Drury to continue this case for specific restudy of the wording and colors of the proposed sign, and the removal of the signage from the end of the awning. Carried 5-0. 4. CASE NO: 343 C APPLICANT (AND ADDRESS): HCME SAVINGS OF AMERICA, 1001 Cc mierce Drive, Irwindale, CA 91016. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a gold tile band on building. 4 MINUTES TI'E.S ARCHITECTURAL COMMISSION SEPTEMBER 13, 1988 LOCATION• 111 Town Center. ZONE: PC (3), S.P. The applicant indicated that the gold tiled band will be placed on the top area of the building elevation and extend the length of both sides of the building and the front. The tile band will be 10 inches high. It was moved by Ccamissioner Holden, seconded by Commissioner McCrea to approve this case as submitted. Carried 5-0. 5. CASE NO: 344 C APPLICANT (AND ADDRESS): HOME SAVINGS OF AMERICA, 1001 Cannerce Drive, Irwindale, CA 91016. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a 6' x 8' mosaic on the southeast corner of the building. LOCATION: 111 Town Center. ZONE: PC (3), S.P. Mr. Smith indicated that this is not a review for sign purposes. The city's ordinance does not control art work. The commission will be giving suggestions on the proposed mosaic the and its integration with the building architecture. Commissioner Drury asked where the proposed tile would be placed on the building elevation. The tiled art piece will be located on the southeast corner elevation, which will enable it to be seen while going west on Highway 111 and while sitting on El Paseo. Commission thought the Home Savings had a standard art form for the murals. Ms. Polson the Art Official for Hone Savings stated that a different mural is done for each Home Savings Branch (sane of the smaller branches do not have murals). They are created to resemble the oc munity. The mural proposed for Palm Desert will be a tiled mural with a mosaic boarder. Also, the grouting in the boarder of the mural will be black instead of the white that is in the sample. Camtissioner Sullivan felt that black used in the boarder was not appropriate for the desert and asked why it was being proposed. Mr. Marlow Bartell the artist of the mural indicated that the black was a 5 *ftw *wale NILNWES ARQIITECIURAL CCMTISSIM SEPTEMER 13, 1988 matter of personal choice and that he likes to use it as a framing device to set off the other colors. Mr. Drell suggested that the issue be continued until he speaks with the city attorney about whether or not the city or architectural calmission should review this type of work. It was moved by Commissioner McCrea, seconded by Commissioner Holden to continue this case for two weeks pending direction fran the city attorney's office. Carried 5-0. 6. CASE NO: PP 87-29 APPLICANT (AND ADDRESS): DOVELAND DEVELOPMENT', C/O RONALD GREGORY ASSOCIATES, 73-960 Highway 111, Suite 2, Palm Desert, CA 92260. NATURE OF PFOJELT/APPROVAL SOUGHT: Revision of first landscape plan for ccmmercial building. LOCATIGN: South side of El Paseo, 180' east of San Luis Rey. ZONE: C-1 Mr. Drell explained that the building official required that a handicap ramp must be placed in the front of the building. Due to the installation of the ramp 80 percent of the proposed landscaping will be deleted. A revised landscape site plan has been submitted showing the installation of ramp. Ccnynissicners Sullivan and Holden felt that drawings outlining the changes to the front elevation, full details figuring out all the changes that will occur with the installation of the ramp should be submitted prior to approving the landscape site plan. They felt that the materials used for the ramp would make a difference in the design. They were not opposed to the landscape site plan. Commissioner Sullivan felt that there might be ways to soften the hardscape architecture. Mr. Drell indicated that the retaining walls have been installed and will be stuccoed, but the paving has not been done. Commissioner Drury felt that since the building and wall already exist, and the landscape plans have been revised to acccmmodate the changes and designed to enhance the limited landscape area that remains; the landscape site plan should be approved. 6 MINUTES ARCHITflCPURAL COMMISSIC N SEPTIIMBER 13, 1988 It was moved by Commissioner Sullivan, seconded by Commissioner Holden to continue this case until more detailed plan of the hardscape architecture changes is submitted. Carried 4-0-1 (Commissioner Gregory abstained). B. Preliminary Plans: 1. CASE NO: PP 85-34 (REFILE) APPLICANT (AND ADDRESS): GONZALO MENDOZA, 74-841 Velie Way, Palm Desert, CA 92260; JIM FETRIDGE, 73-965 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECP/APPROVAL SOUGHT: Preliminary nary Approval of a 6500 square foot pool supply warehouse. LOCATICK: Northwest of Beacon Hill and Mediterranean. ZONE: S.I. Commissioner Sullivan felt that the covered loading dock did not blend with the rest of the building. He would like to see it integrated better with the building. The building design and materials are good. It was moved by Commissioner McCrea, seconded by Commissioner Sullivan to give preliminary approval with the condition that the covered loading dock fascia be redone to blend with the building. Final landscape plans need to be presented to the commission. Carried 4-0. NDTE: Commissioner Drury left the meeting prior to this vote. 2. CASE NO: PP 87-37 APPLICANT (AND ADDRESS): COOK HOVLEY STREET ASSOCIATES, 41-555 Cook Street, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary Approval of architectural and landscape plans. LOCATION: South side of Howley Lane approximately 1300 feet east of Portola Avenue. ZONE: PR-17.5 7 VMS*' MBq T ES ARCHITECIURAL C a4OfESSICN SEPTIIMBER 13, 1988 Ms. Sass informed the commission that council gave conceptual approval on this project and it will be going back to council for preliminary approval. There will be a 100 foot landscaped setback on Hovley Lane, which will tie in with the park. The majority of the parking will be covered. Commissioner Holden wanted to know if a section was submitted for the street perspective. The applicant explained that the 100 foot landscaped setback will start at street grade from a rough grading stand point and be mounded as it goes back 100 feet. Final grading and landscape plans will be submitted to the commission. It was moved by Commissioner McCrea, seconded by Commissioner Holden to give preliminary approval on the architecture and landscape plans. Carried 3-0-1 (Commissioner Gregory abstained). IV. MISCELLANEOUS: V. ORAL (XD141NIC ATIC NS: Mr. Smith informed commission that Louise's Pantry located at the Ahmanson Center wishes to make changes to their outside patio wall, which faces Town Center Way. What they would like to do is flatten parts of it and hollow it out at the top and put in fiberglass liner so that plants can be put inside. Mr. Smith asked the width of the wall. The width of the wall is 8 inches on the interior. Chairman Gregory was concerned about not being able to control the heat with dirt in the wall, which sometimes kills the roots of the plants. He suggested that the wall be wide enough to hold 5 gallon plastic containers. Commissioner Holden suggested that a box be put on the top of the wall and have the plants placed in that. VI. .
