ZONE: C-1 It was moved by Commissioner Drury, seconded by Commissioner Holden to approve the proposed sign subject to it being recessed into the wall with the face of the sign flush with the surrounding wall. It was moved by Commissioner Drury, seconded by Commissioner McCrea to continue this case to allow the applicant to revise the awning, by lowering it under the roof overhang and providing returns on the ends, and reducing sign size to comply with code limits. Carried 5-0. B. Preliminary Plans: 1. CASE NO: PP 87-22 APPLICANT (AND ADDRESS): ALIBABA FARZANEH, 40-345 Sagewood Drive, Palm Desert, CA 92260; DAVID FLETCHER, 73-061 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Conceptual Approval for architectural changes to the building in connection with the new restaurant parking lot design and landscaping. LOCATION: Southeast corner of Highway 74 and El Paseo. ZONE: C-1, PC-4 It was moved by Commissioner McCrea, seconded by Commissioner Sullivan to continue this case to allow the applicant to submit additional information in the parking lot area. Carried 5-0. 2. CASE NO: PP 87-17 APPLICANT (AND ADDRESS): CHAZAN CONSTRUCTION, 72-757 Fred Waring Drive, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Revision of preliminary landscape plans. 4 MDqUTES ARCHIITEU URAL OCM4ESSION SEP rE BER 27, 1988 LOCATION: South side of El Paseo between Ocotillo and Sage. 7.ON1E• C-1 After considerable discussion, it was moved by Commissioner Drury, seconded by Commissioner Holden to grant preliminary approval of the revised landscape plan subject to the following conditions: 1. Provision of wall details along the south property line to provide triangular cutouts to avoid the problem of the "key footing" on the retaining wall. 2. Approval by the public works department for the trees in the public right-of-way (middle of sidewalk). Carried 4-0-1 (Ccnmissiozer Gregory abstained). 3. CASE NO: PP 88-14 APPLICANT (AND ADDRESS): LIFE CARE SERVICES, C/O THOMAS L. FINDLEY, LED A DALY, 8600 Indian Hills Drive, Omaha, NE 68114-4039. NATURE OF PROJECT/APPROVAL SOUGHT: Conceptual Approval of a Retirement Camimty Project. U ATICN: North side of Fred Waring and immediately west of the Palm Desert High School. ZONE: O.S. proposed to PR-7 Messrs. Jim Bloomquiste, Mike Simonson and Ton Findley were present on behalf of Life Care Services. Mr. Bloommquiste gave commission a brief overview of the Life Care Service's concept of retirement projects. Mr. Findley highlighted the salient points of the site planning and architecture. Commission offered comments on the following issues: i) Traffic problems in the area of Fred Waring Drive and Phyllis Jackson Lane, particularly at 7:45 a.m. and the difficulty accessing this site from the west. 5 NLD4UTFS ARCHITEC[URAL CXMTISSIC N SEPTE BER 27, 1988 ii) The tower located west of the restaurant might be better used if created as a gazebo. iii) The bay windows and restaurant windows facing west and east need to be re-worked to provide adequate solar protection. iv) Additional details are needed on the front walls and landscape treatment. Following considerable discussion it was moved by Conmissioner Drury, seconded by Commissioner McCrea to grant conceptual approval of the architectural plans for the proposed retirement comminity.
