I. The meeting was called to order at 12:15 p.m.

The minutes of December 12, 1989 were continued to January 9, 1990.
II. ORAL CC MJNICATIONS:
Steve Smith reported that the Director of Planning/Community
Development, Ray Diaz, will be attending the January 9, 1990, meeting
to discuss the procedure on sign approval. At present, all signs are
taken to the Architectural Commission for approval, with the exception
of previously approved sign programs. There will be a member of the
sign industry at this next meeting urging commission to recommend to
Mr. Diaz that staff would have the authority to approve signs pursuant
to the ordinance.
Mr. Smith also informed commission that City Council had adopted a new
recreational vehicle ordinance which will go into effect January 15,
1990. This ordinance change now makes the Architectural Commission a
part of the approval process on whether a resident can park a
recreational vehicle in their front yard. This subject will also be
discussed at the January 9th meeting. Commissioner Drury asked that a
copy of the ordinance be provided at that time.
III. Moved by Commissioner Urrutia, seconded by Commissioner Drury, to
approve the following cases by minute motion. Carried 5-0.

Commissioner Holden opposed. He informed catmissioners that when
the Architectural Review Committee sat with the City Council to
create the new sign ordinance, council did not want any neon
signs; however, he felt neon could be done tastefully if done
correctly.

Staff was concerned with the number of signs proposed. They had
no problem with one sign on each side of the building, but felt
that applicant needed to justify the need for the third sign.
Applicant felt the sign was needed on the west side of the
building because of the architecture structure of the building.
He felt there were many projections and canopies that would block
the view of the other two signs; therefore, the third sign would
be needed. It was moved by Commissioner Drury, seconded by
Commissioner Conner, to approve two of the signs presented. They
were the signs on the north face (furthest west) and on the east
face of the building only. Carried 5-0.

Applicant has added verbiage to an existing awning. It was moved
by C mmissioner McCrea, seconded by Commissioner Drury to direct
staff to inform applicant to remove the wording "Marble Granite"
from awning.
