The framer who built and installed e�isting awnirig felt that having the awning attached to the under side of the aver-harig would not be sturdy enough. Applicant is requesting appraval of the existing awning as is. He suggested that both ends of the awrLing be continued from one end of the building front to the other. Comnissioner Holden felt that all awriings an arie building should be constructed to wr�rk as one element. Commissioner Dnzzy felt that the green of the old trellis vaould not match that of the new awnings. She feels that the colors and fabric of the awning and the trellis sh�ould match. She does not have a problem with the triangular drop as opposed to the box drop. Camtissioner Holden preferred the box drop. Also, asked if the parapet sign was aaning �i. Mr. Drell indicated that this is the awnuig with the 30 inch letters that the aannissi� did r�t apprave. The awriing design is similar to th�e previous propos� awni.rig. The applicant indicated that the existing awni.ng was installed incorrectly because of a miscanrnu�icatian between them and the sign company. The current request is for 12 inch lettering for the signage. The existing awning is cavered per c�tmissiaris directian. A representative for the buildirig awner addressed the caimissi� to request, per cx�mers wishes, that the e,xisting awning be res�ved as soon as possible, since it needs to be renioved anyway. The awner approved the prior proposed awning, but riot the one on the building no�w. The applicant stated that the current awning cloes allaw them sane kind of identification and a lanc�trnark for people to locate the business. Ms. Sass indicated that the request is for an 18 inch, viriyl sign on an alwninum frame, 12 inch lettering in white. The proposed signage is 19 feet long, extending across t,he front of the building, which is 25 feet long and facing Highway 111. The applicant noted that the neighboririg business projects out appraximately 5-7 feet and people travelirig Highway 111 canr�ot see PaLn Desert Realty because of this. Caimissioner I�olden felt that signs should not be designed and installed to gain the attenti� of drivers traveling � Highway 111. Mr. Drell stated that the center identification mQnwn�nt sign is being proposed as reading "Columbia Center and underneath that Ebans' Interiors". This sign is located at the corner of Highway 111 and Highway 74. Nothing is proposed for the E1 Paseo sign. Commissioner Holden stated that the camtission has denied this request before or� the grounds that a m�nument sign should only list the complex name or teriant name. Also, fran an aesthetic point of view a horizontal sign vs. a vertical is preferred. It was moved by Catmissioner Divey, seconded by Ccamissioner Sullivan to cantinue this case until the standard guidelines have been established for awnings, signs and signage. C��rried 5-0. 6. The current request is for the addition of the word "Boutique" in 2 inch letters between the logos, in bold script lettering. The w�ord "Boutique" and th�e logo are proposed one time at each end of the awning and 8 times across the front of the awning for a total of 10 times. He felt that out of the twn can signs and the awning he preferred the awning. Chairnian Gregory felt that the awning with signage should be adequate for this bui.lding and that the ttiao can signs could be deleted. It was moved by Commissioner McCrea, seconded by Catmissioner Sullivan to apprave the awnuzg, only, and signage with a maxim�un letter size of 18 in,ches and illuminated material. Mr. Jay gave the salient points of the project. Mr. Martin addressed the concerns express by oannission duririg the study session. The berm on the southerly portion of the project; screening of roof equipnent; west building elevation of the building facirig Fred Waring Drive; and the proposed building colors. Mr. Martin r�oted that the benn�d area facing San Luis Drive has a setback of 20 feet, and that the building sets back 90-100 feet from Fred Waring Drive. The southerly beYm can rap around the corner and trail off; a swale at the bottom of the berm will allow drainage to San Luis Drive. Mr. Jc7y noted that Chazen would lose 5 parkirig spaces, which would have to be picked-up by the adjacent p�operty cxaner. Also, why isn't the block wall qoiryg to be remav�ed. The block wall beloaigs to at�other property awner. Catmissioner Drury asked if all three bu.ildings would be built at the same time. Mr. Martin responded that all three buildings w�uld be built at the same time. Mr. Reynolds suhni.tted elevation plans for the screening of the roof equipment and stucco coated styrnfoam material proposed to screen the roof equip�t�ent with sane typ� of design. The architect suggested that the elevations facing Manterey, Royal Palms and San Anselmo Intersections and both of those entire court yard buildings be screened with the submitted material. He suggested that the air conditiorLirig units an the first floor elevations be painted. 8 � � � ARCf�Z�7CIURAL QM�SSI�T ��RX 28, 1989 Comnissit�er Holden felt that tY�e proposed material would be adequate for the sec�d-story areas, but not for the ane-story areas. He was concerned that the catmissioa� does not have the authority to approve the painting of the units and should not apprave it. Mr. Drell indicated that he would check into having the city council go out and inspect the painted air conditi� units. If they did not apprave the painted units on the lo�wer elevations, then thase units w�uld also have to be screened. Mr. Drell asked if the height of the builduzg was confirn�ed per requirement. N�. Reyn�olds stated that the lx.�ilding height does conform to height requir�ts. Ca�missianer Holden asked if elevatioa�s facing streets or backyards are to be revietived. Elevatiar�s facing adjacent properties are to be reviewed. Also, the parapets are not cantinuous and look as thpugh they are anly located at the end.s. Mr. Reyrx�lds indicated that the parapets were only added to the two court yards. Calmissioner Holden tYwught that at the adjourned meeting ccnm.ission had discussed the rx�t having the lawer side elevations screened because the line of site would be screened when vi� fran the higher side of the project, which is the south side elevation. Ca�missioner Dnazy asked if the stucco material can be appraved as being used an all the elevations. Mr. Reynolds n�ted that he can screen the sauth, east and west elevations. It was moved by Commissioner Holden, seconded by Comnissioner Sullivan to apprave the stucco coated, styrofoam material parapets around all second-story elevations; city council to apprave the painted air conditioning units on the one-story elevations. If council does not approve painted units, they will also have to be screened. Carried 4-0-1 (C�airn�z Gregory abstained). Mr. Reynolds also requested approval for the r�val of the existing vaood fence and the construction of a block wall in its place. Block wall to be painted the same color as the block wall on Monterey. Charter Cannunities will be responsible for the maintenance of the wall. Comnission stated that this could be approved by staff. V. ORAL �IIVICATIQZS: Ms. Sass updated the catmissian an the median landscaping an Hovley Lane at the Marriott golf course. Mr. Drell infonned the camtissian that because city council is having scme probl�ns with scme of the awnings, signs and signage that has bee,n approved, one of the councilme�nbers suggested that the architectural comni.ssi� rx�t apprave any of the aforementioazed until a standard guide line has been established and approved by city council. The cami,ission felt that in sane cases they could rx�t put off approval until a standard guideline has been established, but aontraversial cases will be postponed until the guidelines have been approved.
