Mr. Drell indicated that there are two existing monwnerit signs; one at the rear parkirig entrance (facing El Paseo) and one at the oorner facing Highway 74 and Highway 111. The corner sign will be an identificatian sign for the complex with three business names added to it; while the other parking lot sign will be a directory sign with all businesses in the complex listed. C�a..irman GY�egozy was not in favor of the directory sign. Since traffic cannot slaw dc�ni to read the directory signs they are of no assistance. Catmissioner Holden felt that businesses within 30 feet of the sign sh�zld rx�t be listed; also businesses with street signage. It was recomnenc�ed that the sign be placed further into the parking lot area. Chairman Gregory suggested that the Colwnbia Center identification sign should not have businesses listed on it. It should just read "Columbia Center". Cam�issioner Drury felt that people caning c7awn El Paseo wr�uld not be able to see the lower signage on the directozy sign because of landscaping alang the street. These signs will use less square footage than the existing sign. I�(X',ATI�i: 73-740 El Paseo Z�: C-1 Mr. Drell indicated that th�e applicant is proposing to replace the existing awning with a permanent aver-hang structure. The over-hang ends at the wing wall, which is a brick tiled veneer aver-hang. The bay windaws will be brought out to within 3 feet of the property line. Also nQted was that the rear elevatian has changed from that which was ir�luded in the packets. Carmissioner Holden asked what the pravisions were for an over-hang to e.xtend aver the property line. Mr. Weller indicated that provisions allaw that for every inch that the aver-hang extends over the property line then there must be added 1 inch higher than 8 feet. The signs needs to be cut back 2 feet. Ca�r�issioner Holden asked if signage on the building has been considered. He felt that consideration for the location of the signage should be made in the construction stage. This would also elirr►inat@ the need to return at a later date requesting consideration of signage. 3 �` � � ARC�IIT�CZ[JRAL 0.'M��SSI�i JANtTARY 10, 1989 Catmissianer Drury did not have a concern with the front and rear elevations an a c�ceptual basis, but was concerned about the reflectian fran the large mirrored sectian on the south side of the building. She indicated that E1 Paseo being heavy with txaffic and the reflection off the mirror c�uld cause sane accidents. She has no proble�n with the snaller sections of mirror on the building. Gatmissioner Holden indicated that the handicapped access would need to be pravided in the back of build�uzg. Mr. Weller explained that with existing building being reconstructed and cost approximately $75,000 h�ndicapped access has to be installed, but there is an appeal process pravided for existirig buildirx�s. It was moved by Commissioner Holden, seconded by Commissioner Sullivan to grant canceptual appraval, subject to conditions listed above. Applicant is required to submit working drawings with changes. Carried 4-0. 4. IACATI0�1: 73-340 Highway 111 7�O1�• C-1 Commissioner Sullivan indicated that he was concerned about the valiance extending t1�e lezx�th of the building and haw the kelly green blexids in with the other colors of the }�uilding. He felt that the light fixtlu�es oould be changed to enhance the building, and that a color sam��le should be submitted. He felt that having the ay.n�zg with kelly green colori.ng over the entry would be fine, and that the proposed signage was fine. Commissioner McCrea was riot concerned about the awning, but was concerned about the canvas material being proposed. He suggest that more of a plastic material be used. Catmissioner Druzy asked if signage was being proposed on the sides on front of the building, and haw much signage area was allowed. Camtissioner Holden ;n�;cated that the awning does not allaw signage on the sides. The applicant asked if Kelly Green lettering with Ivory background was acceptable to the aannission. Ms. Sass ou.tlined the project and noted sorne of the suggested changes made during study session which were: Change from the Orchid trees and substitute with Jacarandas, more variety in trees, and additional color along the wall, and a different ground cover that can take the sun and heat. Comnissioner Drury asked if there was not a public w�rks condition an this project. Ms. Sass indicated that the Marriott has suhnitted these plans before with the Portola and Cook Street plans and at that t�me they were getting pressure to clo Portola and Cook Street so requested and received approval of those streets and are riow ret�u�n.ing with t1� Havley plans. Discussion with public caorks was regarding the actual width of the street and ease,ment. Public inTorks has reviewed the plans and found th�n to be fine, but would like approval conditioned that they return with the median landscape plans. Comnissioner Sullivan felt that some kind of time frame sYx�uld be placed on the median plans. He also su�ested that rnore color be added to the along the wa11. Mr. Drell stated that in this case the applicant only agreed to pay for ane-half of the median. Canrnissioner Holden was concerned with the parking lot. Ms. Sass indicated that there are six extra parking spaces for the project. The walkway is to be six feet wide. Mr. Weller indicated that the handicapped access va�uld have to be maved because the walkway is not c�tinuous. The applicant iridicated that the color of the building is gray, and the awnuzgs and accent stripes are blue. The material is split faced block. Commissioner Holden felt that the textured material should be replaced with sanething else that will last longer. It was moved by Ca�missioner McCrea, seconded by Comnissioner Holden to grant prel�m�naw approval to this case with an amenchnerit. 7 � � � ARCfIITF7CZURAL �T�SSI�i JArAJARS� 10, 1989 Carried 4-0. Commissioner Sullivan did not care for the architecture of the project. Comn.issioner Holden did not feel that the landscaping was adequate. It was moved by Caimissioner McCYea, seconded by Cannissioner Holden . to grant prel�minary appraval of the site plan and elevation plans, but did not apprave the land.scaping plans. Catmissioner Drury will be the deciding vote. It was moved by Catmissioner Druzy, seconded by Ca�missioner McCYea to apprave the awning with signage, subject to the condition that the window sign and wooden sign be removed. Carried 3-2 (Comnissioners Sullivan and Holden opposed). V. ORAL C�NM7NICATI�S: Ca�missian questioned Ordinance No. 562, acldirig section 2.56.030 to the code of the City of Palm Desert with respect to prohibitirig activities of public officers. Calmissioner Holden indicated that the or�dinance st�ould be more specific in deternLn�ng when public officers are allawed to perform work that might r.ane before the ca�mission for consideratian. CamLissioner Drury indicated that Andrei.no's has put up green �,v<<5 drapes, which the cammissiari had denied, and are exceeding the seating capacity as well as the parking capacity. She al noted that Our Place has also put up �.�drapes. Mama Gina's has c���`�9rapes. She noted that Mama Gina's has no exit fran the patio area and feels that an e�it should be provided. Mr. Weller indicated that the Fire Depar�tment should be notified of the plastic drapes because of the potential fire hazard they represent. Catmissioa�er Holden questioned the right of restaurants to place valet parkirig signs in the middle of public right-of-ways, which he has observed on several occasions. Mr. Drell indicated that in sane cases this is acceptable, but conditions can be placed on the valet parking by the public wr�rks departrnent. VI.
