Mr. Drell indicated that the signs have been reduced in size to 6'
6" from 10' . The Highway 111 and Highway 74 sign will be the
complex identification sign and will have three of the interior
businesses list on it. The parking lot sign will be more of a
generalized directory sign with generic names.
CamLissioner Druzy felt that the Highway 111 and 74 sign is better,
but the parking lot directory sign, which still needs to be improved.
C�airman Gregory would rather have the Colwnbia Center sign.
Comnissio�er Holden indicated that if the sign is 3 feet thick and
placed on the inside of the island it might be to big.
Mr. Drell in�di.cated that the sign ordinance allaws that the signage
can be used for center sign or for a sign the advertises all
businesses in the center. The proposed signs do conform to the
ordinance.
It was maved by Comnissioner Druzy, seconded by CocmLissioner Holden
to deny the signs because they were more menu signs than monument
signs. Carried 5-0.

Mr. Smith distributed aopies of an application for a minor change to
the landscape plans. A drawing showing the change was also
distribute to catmission. 'I'he applicant is requesting approval to
delete three curbed planters on the south side of the building,
for several reasons ane being the view obstruction of traffic.

was fine.
It was moved by Catmissioner Holden, seconded by Cannissioner McCrea
to approve this case as submitted. Carried 4-1 (Commissioner
Sullivan opposed).

Commission informed applicant that adequate landscaping sYmuld be
pravide at pad 1 around the loading dock area. This can be
accanplished by adding more trees in that area.
Mr. Gregoxy asked if this section could be appraved by a field type
inspection by staff, if staff feels that adequate landscaping has
been pravided. Mr. Newscme was agreeable to the suggested changes.
Changes will be added to the workirig drawings.
Mr. Diaz stated that the architectural camtission needs to be firm
about their conditions of approval and what they approve in this
area, because city council has been and is concerned about the
developmeizt in this area.
Catmissioner Holden felt that the colonnades sY�ould be added to the
elevations. He rioted that during the day there would be rio view into
the stores because of the sun's reflection.
1�. Smith asked the camiissianers if they approved the red and blue
colors for the signage. Comnission decided on changing the red plus
symbol to a rust color, deleting the words video and music and
appro�ved the blue color.

Mr. Cummings, Representative for Music Plus, informed c�nission
that he did rlot have the authority to accept the commission's
decision on the signage.
It was moved by Commissioner Sullivan, seconded by Ca�rmissioner
Druzy to continue the architecture section of the proposed plans.
Carried 4-0-1 (Chairman Gregory abstained).
It was maved by Catmi.ssioner Drury, sec:onded by Cam►.issioner Sullivan
to grant prel�m�nary appraval of the landscape plans, subject to the
conditian that additi� landscaping be added to the loading dock
area, ar�d after staff has conduct a field inspection and signed off
plans. Changes will be reflected on the working drawings. Carried
4-0-1 (C7ia.irniari Gregory abstained).
It was moved by CamLissioner Holden, seconded by Catmissioner Dnary
to apprave the signage, subject to the red, plus symbol beirig changed

Ms. Sass info� camussioaz that the Cook Street entzyway has not
bee.n approved as of yet, but could be approved as part of the
approval process. The ent�yway is enhanced with a water element and
landscapirig. The water element will also provide signage that
d.irects traffic to the developnent. All required parking is cavered.
Chairman Gregory asked if the recreational area provided restroans.
The representative stated that restroans vx�uld be pravided in this
area. He also asked what the setback was fran the city streets to
the units. The units setback a couple of 100 feet fn�xn city streets.
Gradux� has already bee.n done and the golf course side of the

project is higher tx�n the street side. This is the case on the
south side of the project.
Commissioner Holden felt that the backside of the project needed
more landscaping, c;anpared to the Cook Street entry also needs
additianal landscaping. C�airman GY�egory felt that since there was a
couple of 100 feet between the units and the street this should riot
be a real problem. Also, rx�ted that the Wir�aw Palms should be
chariged to Pic�ney Date Palms.
The cam�issioaz reviewed. the submitted material board sample.
Comnissioner Holden expressed concern aver potential parking proble.�ns
when the Marriott has special events. He noted that there has been
times in the past when cars have had to park along the street
because of these events. The Marriott representative stated that he
was not aware of any parking problems, but that he w�ould look into
this matter.
It was moved by Commissioner Holden, seconded by Cam�issioner
Sullivan to grant prel�tt►i nary approval of the architectural plans as
sutrnitted, and � the landscape plans, subject to the change fran
date palm to pic�ney date palm and additional landscaping added to
the backside of the project. Carried 4-0-1 (Ccnmissioner Drury
abstained).
Cannissioner McCrea amerided the approval to include the condition
that full detailed irigress and egress plans be su�cnitted for the
Cook Street entxyway. Plans to be submitted for final approval.

Commissioner Sullivan asked if signage had been considered. Mr.
Gratiam stated that signage for the building has not been considered
as of yet.
Mr. Diaz suggested that signs with neon not be proposed. He also
noted that the crnmission has found that buildings approved without
signage being considered in the construction process, will be brought
back for signage approval by the tenants. The probl�n with this is
that it changes the architecture of the building; if signage was
cor�sidered while in the constxuctian stage this wr�uld rwt be such
a probl�n.
Calmissioner Druzy asked what materials were being used. A material
board sample was submitted to catmi.ssion for review.
Commissioner Sullivan asked about the parking access between the
businesses. Mr. Jay noted that reciprocal access with the property
awner to the east (San Luis Rey Village) is cuzrently bei.ng pursued.
This projects parkirig lot will pravide continuous parking and a
driveway anto E1 Paseo.
Catmissioner Dnary asked how many units this building was proposed
for at its maxinnun. Mr. GYaham stated that 15 units was the proposed
maximwn. There will be 7 units on the corner and 8 units extending
c'lawrl El Paseo.
Commissianer Holden felt that the architecture was fine, �t had
sarie questions ari the landscaping and site plans. Also, stated that
ca�missioaz should apprave potted plants when proposed. Mr. Jay rx�ted
that there would be a 6 foot blockwall at the rear and south property
line.
Cam�issian felt that the potted plants on the west elevation should
be deleted an�d t1� north elevation, E1 Paseo Frontage, is lacking in
landscaping, but an enhanced paverne,nt design could be done instead of
increasii�g the landscaping if the applicant wished to take this
course of action.
Chairman Gregozy stated that the Ficuss Trees should be chariged to
Mexican Fan Palms.
Cam�issioner Druzy asked haw many parking spaces are being pravided.
There are 57 parking spaces currently shawing, but if reciprocal
access with property awner to the east additional parking will be
available.

Cam�issioner Sullivan stated that there was a 5 foot grade difference
from the south to the north end of the project and a 12 inch grade
difference fran the west to the east end of the project. N�. Grah2m
;n�;cated that the grading would be leveled off or stepped to
accam�odate the grade difference.
It was moved by Commissioner Sullivan, sec�nded by Camussioner
Druzy to grant prel�m�na� approval of the architecture, subject to
the grade change being addressed adequately, screening for the
mechanical equipnent on the roof on the architecture plans, deletion
of the potted plants an the west elevatian, ar�d the rx�rth elevation
either need.s an increase in landscaping or in lieu an enhanced
pavement design. Carried 5-0. GY�ading plan changes sY�uld be
brought back to the camussion for review prior to doirx� working
drawings.

Mr. Jay outlined the proposed project. He rx�ted that the application
is requesting two-story single family l�mes in the center of this
project, which is basically a single story suzgle family hane
complex. Elevatian plans for the two-story Yxxnes was submitted to
conmissian as well as a tentative tract map.
Catm.issioner Sullivan asked the size of the lots. Mr. Joy rioted
that the size of the lots were 8,000 square feet minitrn.�n, 74 feet in
width and 110 feet in depth, and a minimum of 5 foot sideyard
setbacks is required. The PR zone allows a mininnun of 10 feet
between houses.
Commissioner Holden stated that attention should be given to
providu-ig adequate solar protecti� to windaw elevations faci.ng the
sun. Mr. Freeni�n stated that attention would be given to providing
adequate solar protectian to the Y�anes. Also, the two-stozy l�anes
will be narraaer than the single story homes, which will pravide
increased sideyard setbacks and larger backyards. There is only one

floor plan for the tw�-story hanes, t�ut if they are appraved a
second plan will designed. The water and sewer systems will have to
be p� througYx�ut the project. The project will also consist of
public streets, which will be constructed as part of the project.
It was maved by Cami.issioner Drury, secanded by Commissioner Holden
to grant prelimi.r�azy approval, subject to appropriate consideration
beirig given to solar protection. Carried 5-0.

Mr. Diaz asked the architectural camtission haw many of them would be
attending the city council meeting on Thursday, January 26, 1989, at
6:00 p.m. to discuss the above issue.
Catmissioner Druxy indicated that she we�uld not be able to attend,
but gave her �hought on this issue. She felt that neon signs sh�uld
rx�t be deleted fran the ordi_nance entirely, because sane neon signs
can be clone very well. Also, indicated that the plastic drapes
attached to awnirigs should be chariged to glass, because of potential
fire hazards and unflattering appearance.
