The meeting was called to order at 12:00 pm. Carried 4-0-1 (Commissioner McCrea abstained). II. ORAL iIC'ATIONS: Ccmmissioner Drury indicated that Our Place Restaurant has changed names and should automatically have to remove the drapes. She also asked what the status was on the other concerns that were listed by commission. Mr. Smith indicated that Mr. Bedrosian sent out letters to the business and gave them until July 17, 1989, to make the required corrections. The owner of Tae Kwon-Do Center is on vacation and Mr. Bedrosian gave him until 3 days after his return to make the required corrections. Commissioner Holden indicated that another business has now painted their parapet. Commissioner Drury asked if a letter could be sent out to the business indicating that the city is opposed to this type of thing. err+MINUTES ARCHITECTURAL OONMLSSION JULY 11, 1989 III. CASE NO: PP 87-24 APPLICANT (AND ADDRESS): OLIPHANT/LIZZA, 77-900 Avenue of the States, Palm Desert, CA 92260; IMPERIAL SIGN, 46-120 Calhoun, Indio, CA 92201. NATURE OF PROJECT/APPFOM SOUGRT: Sign program for DARR Eye Clinic building. LOCATION: Southwest corner Fred Waring/Monterey Avenue ZONE: C-1 The application was withdrawn. 2. CASE NO: PP 89-13 APPLICANT (AND ADDRESS): 0. MICHAEL HONME, P.O. Box 258, Palm Desert, CA 92260. NATURE OF PROJECT/APPRC M SOUGHT: Preliminary approval of building and landscape plans for a 2650 square foot single story office building. LOCATIONT: East side Monterey Avenue ZONE: O.P. Camnissioner Holden abstained. IV. CASES: A. Final Drawings: 1. CASE ND: PP 87-32 APPLICANT (AND ADDRESS): MIRALESTE INVESTMENTS, P.O. Box 3234, Palm Desert, CA 92261. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised final drawings for office building. 2 ARCRITECIURAL COMMISSION JULY 11, 1989 LOCATION: Highway 111 at Cabrillo ZONE: C-1, S.P. Commissioner McCrea was informed that the commission had a 2-2 vote at the last meeting and decided to continue the case to this meeting, at which time Commissioner McCrea would give his vote. It was moved by Commissioner McCrea, seconded by Commissioner Drury to approve the revised building plans as submitted and the landscape plans subject to the tuttle natal palm be used in lieu of the boxwood beauties and that bottle trees be 24 inch box instead of 15 gallon. Carried 3-2 (Commissioners Holden and Sullivan were apposed). 2. CASE NO: 1592 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS, Pinyon Pines, P.O. Box 64, Mountain Center, CA 92301. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of canopy awning extending to sidewalk with signage on sides and logo on end for street. LOCATION: 73-170 El Paseo ZCNE• C-1 Mr. Smith indicated that the request was for a grey colored awning with a turquoise stripe and white 10" letters, which exceeds the 8" maximum, and signage will read "Southwest Collectables". This awning will require an encroachment permit from the public works department. Chairman Gregory felt that the colors and shape of the awning are not in character with the building; but the locations of the awnings were fine. He felt that the awning shape should be more of an angular shaped awning to be in character with the building. Mr. Brooks stated that the colored drawing does not accurately reflect the shape of the awning, but that the scaled drawing reflects more accurately the shape of the awning. It was moved by Commissioner Drury, seconded by Commissioner McCrea to approve the awning as shown in the scaled drawing, but that the colors, signage and letter size will need to be resubmitted for approval. Carried 4-1 (Commissioner Sullivan opposed). 3 MIlqUTFS ARC111TECIURAL CUT1ISSION JULY 11, 1989 3. CASE NO: PP 88-22 APPLICANT (AMID ADDRESS): OLIPHANT, LIZZA & ASSOCIATES, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGM Final approval of working drawings for two service industrial buildings architecture and landscape plans. LOCATION: Saint Charles Place ZONE: S.I., S.P. Commission was concerned that the board & batten building material was durable enough. Mr. Fletcher indicated that the board and batten material was proposed because it is a more durable material than the T-111, which commission had asked to be replaced. Commission asked if the roof mounted equipment was correctly screened. Mr. Fletcher indicated that the roof mounted equipment has been addressed for proper screening. It was moved by Commissioner Drury, seconded by Commissioner Sullivan to approve this case subject to vertical raked stucco being used in lieu of the board and batten material and that final landscape plan be submitted. Carried 5-0. B. Preliminary Plans: 1. CASE NO: CUP 83-20 A ENDMHNr 2 APPLICANT (AND ADDRESS): BB O'BRIENS, 72185 Painters Path, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOLKW: Preliminary approval of a 1020 square foot expansion to existing restaurant. LOCATION: Painters Path ZONE: C-1 Mr. Joy indicated that the south parking lot will be moved over 5 feet to accommodate the building expansion and that the over-hang area for the cars is at code which is 2 feet. Further discussion was pursued by the commission on the parking lot situation. 4 MINUTES ARCHITECTURAL COMMISSION JULY 11, 1989 Commissioner Sullivan was concerned about the different building materials being proposed. The architect outlined the building materials and changes. He stated that they are trying to obtain the feeling of an old baseball stadium and that this will be the theme for all BB O'Briens. Chairman Gregory asked if the stucco or plaster could be used instead of the used brick. The architect indicated that he had no problem with the stucco instead of the used brick. Chairman Gregory felt that the heavy use of large plant material for the landscaping would be needed for this building. Commission felt that the building over-hang should be deleted because it was not in character with the rest of the building architecture. The architect was in agreement with this; but indicated that the neighboring dentist does not wish to eliminate the over-hang. The architect stated that he would speak with the dentist again on this matter. Commissioner Drury asked what the purpose was for the bleachers. The architect indicated that the bleachers were just an architectural element. It was moved by Commission Holden, seconded by Commissioner McCrea to continue this case for restudy of the design and that discussion with the dentist an the elimination of the over-hang should be held and that preliminary landscape plans should be submitted. Carried 5-0. 2. CASE NO: PP 89-21 APPLICANT (AND ADDRESS): BIRTCHM DUNHAM, (For Toys 'R' Us), 72-010 Varner Road, Thousand Palms, CA 92276. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of architecture and landscape plans for a commercial building. LOCATION: Southeast parcel at Fred Waring and Hwy 111 ZONE: PC (4) Ms. Sass outlined the proposal and the changes in the plan. 5 1%W. YEENUTES ARCHITECIVRAL CTWIISSION JULY 11, 1989 It was moved by Commissioner Drury, seconded by Commissioner McCrea to approve this case. Carried 4-0-1 (Comissioner Holden abstained). 3. CASE NO: TT 24539 APPLICANT (AND ADDRESS): TRIAD PACIFIC VILLAS, 2800 W. March Lane #210, Stockton, CA 95207. NATURE OF PROJECT/APPROM SOUGHT: Approval of architecture and landscape plans for three typical floor plans, three elevations each. LOCATION: Northeast corner of Hovley Lane and Cook Street ZONE: PR-9 Commissioner Drury asked what the density was for this project. Ms. Sass indicated that it was 3.2 units per acre and that the lots were 8,000 square feet. Commissioner Sullivan was concerned about build out per site exceeds the allowed building site coverage per lot. It was moved by Commissioner Drury, seconded by Commissioner Sullivan to continue this case subject to more variation in the elevations, variation in roof line and height, and more architectural style from plan to plan, work out plot plan so that like elevation and like plans do not end up in a row and that buildings meet maximum lot coverage.
