CASE NO: PP 87-24 APPLICANT (AND ADDRESS): OLIPHANT/LIZZA, 77-900 Avenue of the States, Palm Desert, CA 92260; IMPERIAL SIGN, 46-120 Calhoun, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans as submitted at the June 27, 1989, meeting. LOCATION: Southwest corner Fred Waring/Monterey Avenue ZONE: C-1 2. CASE NO: 1488 SA AMENDMENT APPLICANT (AND ADDRESS): SERENDIPITY OF EL PASEO, 73-061 El Paseo #4, Palm Desert, CA 92260. CASE NO: 1592 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS, Pinyon Pines, P.O. Box 64, Mountain Center, CA 92301. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of canopy awning extending to sidewalk with signage on sides and logo on end for street. LOCATION: 73-170 E1 Paseo ZC NE: C-1 Subject to the deletion of the green stripe. 4. CASE NO: TT 24254 APPLICANT (AND ADDRESS): BARCON DEVELOPMENT, 41-625 Eclectic Street, Suite H-1, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of two-story plans and locations of hares within a 94 lot single family subdivision. LOCATION: North side of Havley Lane, 1300 feet west of Portola ZONE: PR-5 Subject to lot 7 of phase 3 being limited to one-story. III. ORAL CO M7NICATIMS: Cannissioner Drury asked what the status was on the issues oommission had discussed at the last few meetings. CASES: A. Final Drawings: 1. CASE ND: 1596 SA APPLICANT (AND ADDRESS): JOHN OUTCAULT, 74-133 El Paseo, Suite 11, Palm Desert, CA 92260. NATURE OF PROJBC,r/APPROVAL SOUGHT: Approval of facade remodel and new awning. LOCATION: 73-900 E1 Paseo ZONE: C-1 Commmissioner Drury asked how the awning was attached to the wall. Mr. Outcault indicated that the awning would be attached by a 1" x 1" steel frame and steel braces at each wood column. The over-all awning will be 4' in height and drops about 1' below the fascia. Ccamtissioner Drury asked if the awning would be used for one business identification or two. Mr. Outcault was not sure. It was moved by Commissioner McCrea, seconded by Commissioner Holden to approve this case as submitted. Carried 4-0. 2. CASE NO: 1545 SA APPLICANT (AND ADDRESS): TGI FRIDAY'S, 72-620 E1 Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of lights inside the awnings. LOCATION: 72-620 El Paseo ZCNE: PC-3, (S.P. ) It was noted that the cca►missioners went to TGI Friday's and that the lights inside the awning were not on therefore, they could not inspect the lighted awning as requested. Commissioner McCrea felt that the sides of the awnings should be closed so that the inside of the awnings would not be visible. 3 MINUTES ARCfIITECIURAL CO MLSSICN JULY 25, 1989 Mr. Smith suggested that this case be continued so that he may call the awning company and see when the awnings will be completed and ready for the commission to inspect. It was moved by Comm-issioner Drury, seconded by Commissioner McCrea to continue this case. Carried 4-0. B. Preliminary Plans: 1. CASE ND: CUP 83-20 A ENDM NT 2 APPLICANT (AND ADDRESS): BB O'BRIENS, 72185 Painters Path, Palm Desert, CA 92260. NATURE OF PROJBC,T/APPROVAL SOUGHT: Preliminary approval of a 1020 square foot expansion to existing restaurant. LOCATION• Painters Path ZCNE: C-1 Chairman Gregory asked if it was necessary to have the chain link fence extend from the ground up to the top of the building. The architect indicated that the chain link fence was being used to create the appearance of a backstop. Commissioner Holden indicated that the appearance of the backstop will only occur when inside the building looking out. Commission felt that the fence gives the building the appearance of being split down the middle and being two buildings. Commission asked if the fence could be cut down some to relieve this appearance. The architect felt that reducing the fence would not eliminate the split building look. Chairman Gregory stated that the photinias would not survive if planted on the south elevation and suggested that they be replaced with something else. It was moved by Commissioner McCrea, seconded by Chairman Gregory to approve this case as submitted. Carried 3-1 (Commissioner Drury opposed). 4 1400, MINUTES ARCHITECTURAL OCMKLSSION JULY 25, 1989 2. CASE NO: TT 24773 & TT 24603 APPLICANT (AND ADDRESS): USA PROPERTIES, 3179 Temple Avenue, Suite 170, Parana, CA 91768-3241. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plans for a 72 lot, single family subdivision (no landscaping). LOCATION: South side of Hovley Lane between Monterey Avenue and Portola Avenue. ZONE: PR-5 Commissioner Drury felt that some type of solar or over-hang protection should be provided on the side elevations. The architect stated that the side elevations would be the north and south exposures, and that solar protection has been provided in the plot plan design. After some discussion on the plot plan layout, it was apparent that some of the north and south elevations would not receive sufficient solar protection. It was moved by Commissioner Drury, seconded by Commissioner McCrea to grant preliminary approval, with the ccmnent on providing solar protection on the side elevations, and where plotting can be utilized to resolve this problem it may be used. Carried 4-0. 3. CASE NO: PP 89-20 APPLICANT (AND ADDRESS): RICCIARDI, (For G & L Enterprises), 45-275 Prickly Pear Lane, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for architectural plans for two service industrial buildings. LOCATION: North side St. Charles Place ZONE: S.I. Commissioner Drury asked what material and color was being proposed on the top parapet wall. Mr. Manusos indicated that the material would be concrete block and grey in color. 5 '% DOMYrES ARaIETEC AIRAL OOMMEESSIC7N JULY 25, 1989 Commissioner Drury asked if the over-hang doors would be the standard grey roll-up doors. Mr. Manusos indicated that they would be the standard type doors. Commissioner Drury felt that the plans reflect a variety of materials that look good, but in actuality the building will not look as good and will have a cold feeling. Chairman Gregory suggested that the top parapet wall be plastered or precision block. Mr. Smith informed commission that this project had some parking problems that would be resolved by the planning commission. The parking lot needs two additional parking spaces, and either 35' radius turnaround lanes or a reciprocal access agreement with the neighboring properties. Commission noted that the parapet wall should be high enough to adequately screen roof mounted equipment. It was moved by Commissioner Holden, seconded by Commissioner Drury to approve this project subject to the change of materials to match those reflected on the elevations, the parapet wall should be plastered or a smooth surfaced material, parapet height should adequately screen roof mounted equipment, implementation of staff conditions on the parking lot, and submittal of landscape plans.
