Preliminary Plans: 1. CASE ND:_ PP 89-12 APPLICANT (AND ADDRESS): GEORGE METSOVAS, P.O. Box 5132, Orange, CA 92667. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plans for a commercial building. LOCATION: 73-918 Highway 111 ZONE: C-1 Commissioner Sullivan asked what the material was on the vertical element. Mr. Drell indicated that it was an unglazed, terra cota clay tile. Commissioner Sullivan was concerned because the color of tile was not listed. Chairman Gregory was not satisfied with the site plan layout, the building architecture, or the use of the long, continuous look of the roof line. Commissioner Sullivan was concerned about the scale of the building. He felt that the support for the towers should appear to extend to the ground, as would the case if the building was masonry. He also felt that the towers were too symmetrical on the building elevation, and that the side elevation did not correspond with the front elevation. Commissioner Drury had a problem with the end building being pushed forward because it interrupts the flow of the parking lot. She also noted that the north parking lot would require vehicles to either back up towards the buildings or out on to Alessandro to exit the parking. Commissioner Holden noted that the parking lot design shows all dead-end lanes. He suggested that the plans be redrawn. It was moved by Commissioner Sullivan, seconded by Commissioner Drury to deny this case. Applicant was informed that he could appeal to the city council and go through the regular planning commission process for precise plan approval. Carried 5-0. 2. CASE NO: PP 89-15 APPLICANT (AND ADDRESS): HARVEY MILLER, 74-818 Joni Drive, Palm Desert, CA 92260. 3 NDTItTTFS ARCHITECTURAL CCWESSICN JUKE 13, 1989 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural and landscape plans for a car care center (no landscaping). LOCATICN: Southeast of Cook Street and Sheryl Avenue ZCNE: S.I. Commissioner Sullivan asked if the parking was for actual customer parking or for private parking/storage purposes. Mr. Miller noted that the car care center will provide 3 services. First - car wash (conveyor car wash). Cars will go through a tunnel where they are cleaned and customers will have approximately a 10 - 15 minute wait. Second - oil/lube job, which is another 10 - 15 minute wait and service will be conducted inside bay areas. Third - car detailing, which is a customer pick-up and delivery service. Detailing will be done simultaneous with the parking of the car. Cammissioner Sullivan indicated that he preferred that the 6' continuous, solid block wall be a combination opened and solid block wall with landscaping in front. He felt that the architecture of the building was very good and that the wall on Sheryl Ave. was not needed. He also felt that the 6' block wall create a tunnel effect along streets. Mr. Miller stated that the developer was adamant about the solid block wall being provided. Chairman Gregory noted that the mock strawberry proposed for landscaping should be change to something more compatible with the desert. Also, noted that the xylosma senticosa will not get 8' wide for some years. It was moved by Commissioner Holden, seconded by Commissioner Sullivan to approve this case subject to the mock strawberry being replaced or limited to small areas and the conmission's recommends that a combination open and solid wall be built. Carried 5-0. 3. CASE NO: TT 24773 & TT 24603 APPLICANT (AND ADDRESS): USA PROPERTIES, 3179 Temple Avenue, Suite 170, Pomona, CA 91768-3241. 4 MIINLYrES ARCHITBCTURAL COM IISSIC N JUNE 13, 1989 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plan for a 72 lot, single family subdivision (no landscaping). LOCATION: South side of Hovley between Monterey Avenue and Portola Avenue ZONE: PR-5 Commission asked for clarification on the front elevation. They were concerned about the over-hang not providing sufficient solar protection. The representatives indicated that the front windows are setback 2' and recessed. The entryways are also designed to provide additional sun protection. Commission felt that enough solar protection was provided. Commissioner Holden indicated that 2' of over-hang could provide sun protection for 6' - 8' windows, but not for larger windows or sliding glass doors. Commissioner Drury asked what the setbacks were between each house. There is approximately 14' - 15' between the houses. Also, asked what the square footage of each apartment was. Between 1,800 - 2,500 square feet and all one-story apartments. It was moved by Commissioner McCrea, seconded by Ccmmissioner Sullivan to grant conceptual approval on this case. Carried 5-0. 4. CASE NO: PP 89-17 APPLICANT (AND ADDRESS): J.P. CONSTRUCTION, INC., P.O. Box 598, Thousand Palms, CA 92276. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural and landscape plans for two industrial type warehouse-office buildings. LOCATION: Cook Street (Industrial Park) ZONE: S.I. Commission was concerned about the narrowness of the driveway that is in the middle of the two buildings. The applicant noted that the roadway is 30' wide and can acccmTx)date a 40' truck. 5 NIIT�ATTES ARCHITECTURAL C044ISSION JUNE 13, 1989 Chairman Gregory asked how the trucks would back into the drive to make deliveries. The applicant noted that only trucks that might back into this road are the 16' trucks. The roadway is 30' wide which allows trucks to pull up and park and still leave enough space for other vehicles to pass by. Products are unloaded by hand and placed on loading docks. Commissioner Sullivan asked what the dash line was indicating. A covered canopy that extends 20' from the building to protect the windows and cars, and is made of waffle creek. Chairman Gregory indicated that the property line landscaping should have trees added to the landscaping. It was moved by Cannissioner McCrea, seconded by Commissioner Drury to grant preliminary approval of the architectural plans, but did not approve the landscape plans. Carried 5-0. 5. CASE NO: PP 89-8 APPLICANT (AND ADDRESS): CULTURAL CE1rM OFFICE BUILDING, (Mike Fedderly), 43-835 Tennessee, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural and landscape plans for office building. LOCATION: Fred Waring Drive, east of Monterey Avenue ZONE: R-2 (7), S.P. Commissioner Sullivan asked if carports were going to have support posts in between the spaces or the angle support posts at each end. It was noted that with the angle support posts the back-doors of cars would bump the posts. Ccm issioner Drury indicated that the angled support posts at the ends could be shaped like a U to eliminate the problem with the back-doors. The applicant asked if the second story entry door could be glass. Mr. Drell indicated that the door must be translucent. It was noted that the door could be etched or sand blasted. Chairman Gregory felt that additional landscaping should be added to the corner of the building by the parking lot area. 6 .r MINUTES ARCHITECTURAL OCRUSSION JUNE 13, 1989 Commissioner Sullivan noted that the walkway might need to be extended to wrap around the corner of the building to the entrance. It was moved by Commissioner Drury, seconded by Commissioner Sullivan to grant preliminary approval subject to the second story door being translucent, carports supports posts being studied and additional landscaping being provided at the corner of the building by the parking lot. Carried 4-0-1 (Chairman Gregory abstained). 6. CASE NO: PP/CUP 88-12 and TT 23904 APPLICANT (AND ADDRESS): MARRIOTT'S OWNERSHIP RESORTS, INC., P.O. Box 890, Lakeland, FL 33802. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural and landscape plans of the "common facility" building at Marriott's timeshare development. LOCATION: Off Cook Street in Marriott's Desert Springs Resort ZONE: PR-4 Chairman Gregory indicated that the windmill palms and albelia shrubs should be changed to something more compatible to the desert. It was moved by Commissioner Sullivan, seconded by Ctmmissioner McCrea to approve this case subject to the above mentioned landscaping changes. Carried 5-0. 7. CASE NO: PP 89-16 APPLICANT (AND ADDRESS): KAM CONSTRUCTION COMPANY, INC., 45-801 Club Drive, Indian Wells, CA 92210. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of elevation and landscape plans for a 8,513 square feet industrial building. LOCATION: 42-502 Melanie Place ZONE: S.I. Mr. Drell noted that the applicant called and informed him that the building materials for the project are going to be changed. 7 w.r N "01 KINUTES ARCfIITECIURAL OCK4ESSICN JUNE 13, 1989 It was moved by Commissioner Sullivan, seconded by Ccmmissioner Drury to continue this case until the proposed materials for the building are submitted. Carried 5-0. 8. CASE NO: PP 89-18 APPLICANT (AMID ADDRESS): CABLE & RYLEE, INC., 44-300 San Pascual, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of elevation and landscape plans for a 60 unit, low income senior apartment project. IACATICN: 73-600 Catalina Way ZCNE: R-2, S.O. Cammissioner Sullivan noted that additional solar protection for the windows are needed. He did not care for the straight shot view into the project and suggested that landscaping could be added to cut down on the straight shot views. Mr. Drell noted that the roof line is very low. It was moved by Ctnudssioner Drury, seconded by Ccmmissioner McCrea to grant preliminary approval on the architectural plans subject to additional solar protection being provided and conceptual approval on the landscaping. Carried 5-0. IV. MISM.T ANE US: V. ORAL OCNMUNICATIMS: Jim Reeder, Fire Marshal asked for the ccmmissions comments, if any, on the new illuminated street numbering signs that will be mandatory for commercial and residential developments. The new fire code ordinance adoption will be done scmetime in October or September. Commissioner Sullivan asked who would review and approve the street numbers. The Building and Safety Department will probably be responsible for the reviewing and approving of the address street numbers. Commissioner Drury recommended that the public works department not distribute lists of landscaping materials, but that a copy of the Coachella Valley Water District's landscape list be obtained for distribution. 8 MINUTES ARCHITEC JRAL CESSION JUNE 13, 1989 Commissioner Sullivan indicated that the condition of approval for the David of London sign was that the neon be deleted which has not been clone. It was noted that the Code Enforcement Department will be directed to speak with them. Commissioner Holden noted that a new business that has moved in by the 99 cent video place has painted the outside of their building and parapet purple. His concern is that other businesses might start painting the outside of their businesses. Commissioner Drury asked what the status was for Mama Ginas, Our Places, Andreino's drapes. Staff will report back to commission with a status report. VI. ADJOURNMENT: The meeting adjourned at 3:00 p.m. Steve Smith, Associate Tanner /fr 9
