Ms. Sass indicated that the sign has already been installed and is
a red on yellau color. The applicant's business is part of a
corporatiari, which app�aves signs and colors for the business.
CaYmission info�ned the applicant that the policy requ.ires that signs
be appraved by the architectural comnission prior to installation.
It was asked if the applicant received the building awners appraval.
Ms. Sass indicated that the application was signed. CaYmission noted
that application could have been signed by the leasing agent.
Caimissioner Drury felt t,hat the sign should be covered until another
sign has been approved. She recarmerid�d that the sign colors be
changed to be more compatible with the existing signs (i.e. bra�m or
rust on ivory background).
C�airnlan Gregory asked the other catmissioners if they were opposed
to the design or signage of the sign. Commissioners were not
opposed to the design or signage of the sign. Chairman Gregory was
in accord with Catmissioners Druzy's in regards recatunended sign
colors.
Ms. Sass indicated that the cannission also needed to review the tw�
action pictures, which are installed on the i.nside of the glass in
the windows. The pictures will be considered art w�ork unless
otherwise detexmi.ried by catmission. Commissioner Sullivan felt

since the signage reflected what Tae Kwon-Do is it should be
considered a form of signage and should be removed. Chairman
Gregory was rx�t as opposed to the pictures as he was the signage on
the winc�cxas.
As stated in the staff report, windaw signage and t�rary grand
opening banner must be remaved no later than April 1, 1989.
It was m�ved by Caimissioner Dnazy, seconded by Catmissioner McCYea
to retunz this case to the applicant for restudy of the sign colors
to be canpatible (bravn or rust lettering with ivory background) with
the existing signs. Revisions to the sign must be brought back
before the caTmissian for approval prior to installation and within
30 days or the present sign must be r�aved. Ca.rried 5-0.
It was moved by Commissioner Sullivan, seconded by Cannissioner
Holden to deny the Tae Kwon-Do action pictures in the window.
Carried 4-1 (Catmissioner McGYea opposed).

It was moved by CaYmissioner DruYy, seconded by Calmissioner Sullivan
to place Coltunbia Center an the agenda for general discussion.
Ca.rried 5-0.
The applicant outlined the new proposal for the Highway 111/Highway
74 mon�nt sign and the E1 Paseo directory sign. The request for
the Highway 111\Highway 74 is that cam�ission apprave a manument sign
that will read "Coliunbia Center and a tenant name underneath", and
that they approve it with unl�xxan tenant name, to be decided on at a

later date. The signage will advertise interior businesses that due
not have stxeet visibility. The El Paseo Sign directory sign will
read "Colwnbia Center and three interior tenant names", which do riot
have street visibility.
Catmissioner Holden felt that moniunent signs should be installed. per
ordinance requirements as established by the city. The ordinance
basically reads that monument signs may have either the center name
or a major tenant n�ne, but rx�t both.
Camtissioner DruYy felt that the Highway 111/Highway 74 monument sign
shQuld have Colwnbia Center anly. The El Paseo directory sign could
list three interior tenarit names but not Coltmibia Center. Colors
for the signs could be discussed at a later date.
Commission felt that having t� monument signs reading "Coli.unbia
Center" and one menu sign � the inside of the parking lot area
listing 6 or 7 of the tenants (such as the Von's Center) would be
acceptable.
A representative fran The George Elki.r�s CJa�pany, present to support
sign proposal, suggested that entrance an E1 Paseo be placed on the
Highway 111/Highway 74 monuanent sign.
V. ORAL ��CATI�S:
Mr. Bedrosian asked for clarification an whether the awning on Randy's
Cafe was approved with signage or if signage was approved on the building
fascia. Cannission could riot remember exactly haw they had approved the
signage.
Commission stated that the owner of the cafe will have to present
ck�cwnents showing architectural catmissi�'s approval of signage on the
building fascia. Until then it will be ass�uned that signage was not
approved on the building.
Ms. Sass submitted an interim policy for awnings for the calm.issions
review.
Commissianer Sullivan felt that sane of the wr�rds in the report were
ambiguous. The report should be more specific.
Mr. Weller indicated that he has received requests approving smaller
letteririg height for commercial address signage, but the ordinance
requires 7 inch letters for aamlercial.

The policy allaws 8 inch maxim�ml letter height rx�t to exceed one-thir'd of
awning height for signage, and 4 inches in height for addresses.
Mr. Bedrosian rr�ted that signs and awnings proposed with 8 inch letters
for signage with 4 inch letters req�.Lired for address might make the sign
look disproportianate. He felt that in these situation the signage �uld
be reviewed on an individual basis.
