The applicant explained that the plans were changed. The planter boxes and oolwrnls have bee,n droppecl to the back of the pillars. The railing has been pushed back inside the property line. There is r�o encroactunents. Chairman Gregory indicated that plants should be watered at least twice every day during the st,mmer. It was maved by Canni.ssioner McC,rea, seconded by Co�m�issioner Holden to approve this case subject to the condition that the plants be watered every day. Carried 3-0. B. Prelir[Lnary Plans: 1. LOCATION: Southeast corner of Catalina Way and San Carlos. 7AI�' R-2, 5.0. 4 � � NfI1VIIPES ARQIITF7CIURAL ��SSI�i N�AY 23, 1989 Commission felt that the south elevation needed additional sun protection over the windaws, the kitchen windaws should be facing out into patio area, and the awiv.rig over the doors st�ould be a permanent stxucture. It was r�oted that the rear setback does r�t meet code requirements and that a variance w�ould need to be obtained or the buildings shifted on the site. Applicant noted that the windo�ws would have reflective glaze on the south elevation, but w�uld install trellis. The kitchen windaws are placed around the corner frcm the patio area. Applicant feels that tenants ux�uld r�t open curtains if windaws faced patio area. Also, the doors already setback one foot and the awnings were just for looks. Applicant noted that he would delete the awnings if ccnmission requested. C�ainnan Gregory asked what type of assurance does the camtission have that the awnings will be cleaned. The applicant nated that the cleaning of the awrLiszgs would be the responsibility of the tenarits. It was n�ted that the rear setback issue w�uld be resolved by the planning cam�ission. It was moved by CamLissioner McCrea, seconded by Camt.issioner Holden to grant preliminary approval subject to the condition that additional permanent solar protection being added to the south elevation, and if any major changes are made to the site plan as a result of planning camtission action the project should be brought back before the commission. Ms. Sass rx�ted that the project will be two-story in the middle and one-story at each end. There in one access/exit off of FSred Waring. Staff will be requiring a turn around area inside the parking lot infitead of the dead-end situation that currently exists. 5 � � � ARC��TF7CIURAL �T�IISSI�T N�Y 23, 1989 Catmission Holden noted that the rear windaws and balconies need to be restudied. Also, restudy parking shawirig handicapped spaces and tui�n around area, and shaw proposed land,scaping and islands by the buildirig that canes ciawn to the corner of the parking lot. Flzrther clarification on the type of landscaping proposed. He suggested that a palette could be suhnitted. After some discussion Chairman Gregory suggested breaking the carports up into three modules and putti.ng planters i.n between them. Mr. Drell rr�ted that this issue will have to be reviewed further. Carmissioner Holden confirmed that the wall was a continuous 6' block wall. Mr. Drell noted that there will be a 6' continuous wall around the entire project. It was maved by Conmissioner Holden, seconded by Cannissioner McCxea to grant conceptual approval subject to the above item being addressed. Carried 3-0. 3. CASE ND• 347 C APPLICANP (ArID ADDRFSS): ALLIES RESTAURANT, (Marriott Corporation), 1111 Tawne and Country, Suite 1, Orarx�e, CA 92668. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural and landscape plans. LOCATI�i: Southeast corner of FYed Wari.ng Drive and Highway 111 7�• P.C. (4) Chairman Gregory felt that the green striped awnings made the building look too busy. He recomnended that a solid color be used. He indicated that the F`red Wari.ng side of the building shr�uld have larger shrubs around the border and on the Highway 111 side additional landscaping should be provided. Catmissioner Drury felt that the metal roof should be the same color as the bui.lding color. She also noted that neon is proposed as being i.nside a reveal in the plaster and painted till. Neon might glow white. She felt that the neon should be el�minated. Mr. Drell noted that the reveal be designed so that the neon tube would not be visible but we�uld still provide light accent they desire. 6 � '� � ARQ-IITF7CIURAL �R�IISSI�i Ng1Y 23, 1989 Catmissioner Holden indicated that the white architectural designs on the top of the buildirig should be a more subtle color; solar mitigatian should be provided on the front elevation because it is more of a southwest direction. Also, noted that the allowed monwnent sign area has been used and the proposed sign caru�ot be installed at this developzient. He further stated that a material border for the sign should be suLmi.tted to the carmission. It was noted that staff's recatmendation is that the yellaw canvas sign should be deleted. It was moved by Camtissioner Drury, seconded by Commi.ssioner Holden to continue this case to the next meetirig to allaw applicant to address the above concerns of the cannission. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for cxcnnercial building. IACATIO[�T: 73-918 Highway 111 7.O1�• Gl Mr. Drell rioted that there will be a one-way exit fran the parking lot to Alessandro, and tw� buildings will be identical. Chairman Gregory asked who the architect was on the plans. The representative for the applicant noted that his father, Mr. Metsavas, was the one who designed the plans. CotmLissioner Holden asked what was happeriing with the rear elevation. Mr. Drell noted that the back of the building will be right up against the sidewalk, which will allow very little or no landscaping. It was moved by Camtissioner Druzy, seconded by Cam�issioner Holden to continue this case to allaa the applicant to restudy the building plans with a civil engineer or licensed architect. Drell noted that the city council appraved the ch�nge of zone. Deceleration lanes have been pravided on each corner at the front of the project. They are requesting a variance to allaw 30' building height for a portion of building B, because of the sun�ery room requirements. Calmissioner Di�uYy asked haw long the south view of building B was. The south elevatian of buildirig B is approximately 60' in width and has two 9' over-hangs and balconies. It was noted that larger landscaping shr�uld be pravided for this building and that it look continuous througY�ut the pro j ect. It was moved by Camtissioner Dn�y, seconded by CamLissioner McG`rea to grant preliminazy appraval on this case subject to the plant land.scaping being larger on the west and east elevations and that the landscaping should look continuous around building B and be c�one with drought tolerant plant materials. Chairman Gregory felt that the parking lot needed additional landscaping.
