Applicant requested neon tubing sign "For Hair, Skin and Nails". Mr. Smith reported that the size was no longer an issue, as it conforms to the square footage of the building. The sign was now a content problem. Commissioner Drury added that it was now a menu sign, which the commission has denied in the past. Chairman Gregory advised applicant that the commission could approved the "Beauty Salon" sign previously submitted if it were made with 8" letters, but not the menu sign he was presenting. Commissioner Holden reminded applicant that the commission had already approved the "Panache" and "The Deserts Best" signs. He did not feel that they should approve a menu sign in addition to these. It was moved by Chairman Gregory, seconded by Commissioner Holden, to deny the request for the "For Hair, Skin and Nails" sign. 2. Chairman Gregory felt that the awning and drapery would blend in with the building, and thought the request should be granted on a trial basis. Notion made by Commissioner Drury, seconded by Commissioner Holden to deny the request. Carried 2-1, Chairman Gregory opposing. Mr. Smith informed applicant that the decision was appealable within 15 days with the city council. 5. It was moved by Ccmnissioner Drury, seconded by Camnissioner Holden to approve the preliminary plans with the conditions that the landscaping be added in front of the building along E1 Paseo and an architectural feature be added to block access and visibility of space to east of building with access on the parking lot side. Chairman Gregory abstaining. 8. Mr. Martin reported that there would be no glazing from the second story office building to the single family resident lot adjacent to the project. He added that it would not be feasible to move the second story building back, as it would be too close to the adjacent R-1 lot. It was moved by Commissioner Drury, seconded by Camiissioner Holden to approve the preliminary plans. 9. CASE NO.: CUP 89-13 APPLICANT (AND ADDRESS): PAMELA SMALLWOOD, 71-111 La Paz Road, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPf2)TAL SOUGHT: Preliminary approval for 11,525 sq. ft. for childcare facility LOCATION: Northeast corner of Portola Avenue and Country Club Drive ZONE: O.P. Mr. Drell reported that the applicant was requesting approval on the modification of this project. The changes would be the addition of a play yard, removing space from the parking lot. Commissioner Dreary asked how the play yard would be fenced. Mr. Drell answered that the Conditional Use Permit was requiring a 7' block wall around the yard. Mr. Drell added that there would be an island designed to allow left turns into the project; however, no left turn out. A partial median would have to be constructed. This median would be curb and stamped concrete, as there would not be sufficient space for landscaping. It was moved by Commissioner Dreary, seconded by Commissioner Holden, to approve the preliminary plans. 10. CASE NO.: 349C APPLICANT (AND ADDRESS): SHELL OIL CO., P.O. Box 6848, Anaheim, CA 90803 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of exterior facia remodel LOCATION: S.E. corner of Highway 111 and Highway 74 8 DEMMES ARCHITECTURAL CLM ESSIGN NMEMBER 14, 1989 ZCNE: C.1. Mr. Smith reported to camdssion that this gas station is allotted up to 32 square feet for gas signs, which they have used completely. Camlissioner Holden felt that the remodel looked fine structurally; however, was concerned with the amount of signage. The applicant replied that he would want signage on the canopy with the remaining signage being optional. It was moved by Commissioner Drury, seconded by Camu.ssioner Holden, to approve the request with the following conditions: a) "Shell sign appears once on the east and west sides of canopy only, along with the pecten b) Pecten allowed on the display area only (not the "Shell" sign) c) Deletion of hoists d) Deletion of one of the fascia mounted signs e) Addition of screenage for storage area at the south and east side of the building V.
