signs. The applicant explained that the letters on the marq«e

Applicant noted that the sign would be placed at eye level. It

Mr. Drell explained that the applicant wants to relocate existing
sign to center of building over the door and placement of an
additional new sign. Staff recommended that applicant redo
existing sign adding "copy and typesetti.ng" at bottom of sign.
Comnissioner Holden noted that the existing sign placed aver the
entrance w�ould be sufficient. Mr. Bedrosian infornled applicant
that she could have up to 5 sq. ft. maxurnun of t�nporary signage
on the windaws.
It was moved by CaYmissioner Urrutia, seconded by Ca►missioner
Dzury, to approve the relocatian of the existing sign to the
center of the building, aver the entrance cbor. No additional
sign was approved. Carried 5-0.

Mr. Drell explained that applicant was rx�t present at March 13,
1990 meeting when request was denied. Applicant is asking for
reconsideration, answering any questions catmissian might have.
Camtissioner Urrutia thought the problem was the menu sign.
Applicant rloted that the "wazm friend.s" was a coffee drink which
has bee.n very big on the east coa,st.
Camlissioner Urrutia suggested that the applicant pursue sanething
graphic that will say what is being served. Cannissioner Holden
felt the sign looked like a maz�que and thought the lettering could
be more interesting. It was moved by Commissioner Urrutia,
seconded by Camiissioner Drury, to continue the request directing
applicant to revise the sign with more emphasis on a graphic
design and less w�ordage. Carried 5-0.

motion. Cammissioner Urrutia rwted that the trash area vaould have
to be restudied. Caimissioner Connor advised applicant that he
was short one tree in the parking lot design to meet the city's
shade tree requirements. After further discussions between
cannissian and applicant it was moved by C.annissiarier Urrutia,
seconded by CaYmissioner McGY�ea, to continue the landscaping plans
directing applicant to address the follawing:
1) Redesign and relocate trash enclosure
2) Addition of six trees along r�orth parking lot
3) Pravide landscaping between carports and building
Applicant to return with revised landscape plans within thirty

Ms. Sass reported that this request was for prel�minary appraval
noting that the applicant w�uld have to catie back with a more
detailed plan. She discussed commission's prior concerns.
Applicant rr�ted that the reason there were less trees on the
revised plan was because if trees were planted as camtission
requested, it would block the signage. Gamtissior�er Druzy felt
the ca►mission needed to see all revisions dr�ne on oa�e plan, as
applicants arrived with tw�o different set of revised plans.
It was moved by Commissioner Drury, seconded by Caniu.ssioner
Connor, to continue the request directing applicant to ccmbine the
tw�o plans addressing past A.R.C. 's concern�. The catmission also
directed applicant to address the follawing:
1) Shrubs proposed for parking lot area will rx�t wr�rk. These
plants will burn.
2) Planting should be pravided throughout front of building

Mr. Drell explained that this is on the last pad for Nbnterey
SY�opping Center r�ting that the site plan was appraved in 1979 and
amended with the Lucky's addition in 1985. Catmissioner Drury
felt there was a horrendpus parking problem at this center naw.
She thought a restudy of the entire parki.ng area was needed
correcting the internal congestion problem. She felt the city
w�uld be real r�r►iss when they allow another building to be added
into this center. Applicant noted that the building was 5,400
square feet which is smaller that what was originally appraved.
Mr. Drell suggested the commission ask the public works depart�ne.nt
to study the circulation recannending imprc�vements on the parking
lot congestion.
It was maved by Catmissioner Urrutia, seaonded by Ocmnissioner
Connor, to grant prelitni*�a� approval directing applicant to
address the follawirig concerns:
1) Study internal circulatian problem

Mr. Drell presented plans for major remodel r�ting that they did
rlot sl�aw landscaping up against the buildir�g. He felt this could
be added. Applicant reported that the current building is si.ngle
story. He is proposing to add a seaond story as well as a bridge
to tl�e new structure. The exterior of the building w�uld be in
earth tones. Ca►nussioner Conr�or had a probl�n with the building
elevations because of the height. Commissioner felt the
continuous 4' walkway was not needed, therefore allawing for added
lan�3.scaping in this area.
It was moved by Camtissioner McCYea, seco�nded by Cannissioner
Urrutia, to continue the request directing applicant to address
the follaaing:

concerns were with the back wall. Staff felt a block wall should
be required. Applicant was asking for a wrought iron wall with

the landscaping was a tremendous imprwement.

would be a 30' height restriction on the building. After further
discussion between applicants and camtission it was moved by
Caimissioner Urrutia, seconded by Conmissioner McC�ea, to continue
the request directing applicant to address the follaaing concerns:
1) Restudy to provide averhangs on the west and east elevations
2) Min:imum 12' setbacks with an average of 15' . Building to be
staggered on Monterey Avenue side.
3) The tw� corners of the building should start at sirigle story,
stepping up to the 2 story building.
4) Additional landscapirig in the parki r,�r lot with more softening
provided
5) Restudy of the parking lot circulation
6) Mlechanical equipment must be screened
7) Provide pravision for trash bin area
