Mr. Singer indicated that his sign request did not meet code
requireme,nts; and therefore, requested denial enabling him to appeal to
the city council. It was moved by Catmissioner Drury, seconded by
Commissioner Mc�rea, to deny the sign request. Carried 5-0.

sign. He indicated that there was an existing ryan-conforming
sign. Staff felt an additional sign should not be approved until
the non-confornur� sign was changed. It was maved by CaYrnissioner
Druzy, seconded by Canm_issioner McCrea, to deny the request as
camtission felt there was rx�thing they could c3p since there was an
existing code violation. Carried 5-0.

Phil Drell reported that the applicant was proposing �tw� types of
signs, one being a wall sign with individual letters and the other
would be building signs. He rioted that the applicant was allo�wed
up to 20' of signage.

Commissioner Drury was concerned with the oil, lube and slnog
inspection beirig menu signs. Nh�. Drell noted that there was once
a proposed sign reading "Car Care Center". The applicant, Paul
McAndrew, felt he needed to be more descriptive. He also
;n�;cated there would be a 4' retaini.ng wall supporting the 6'8"
sign. C�airman Gregory directed applicant to incorporate the wall
into the sign and present it to the ca�mission as a whole. Mr.
Drell noted that with the addition of the retai.ning wall, it r�w
will alter the landscaping plan. Comnissioner Holden would like
to see the manument sign ground lit. He also requested to see
samples of the letters being used.
Cannissioner Urrutia was concerned with the fiben�lass material
beirig used under the waterfall. He did rwt feel the material
would last in the desert weather conditions.
It was moved by Catxnissioner Holden, seconded by Caimissianer
Drury, to continue the monument sign directing applicant to
address the follo�wing:
1) Indication of grades as well as incorporating the retaini.ng
wall
2) "Car Care Center" be used in place of inenu sign
3) Pravide landscaping plans
4) Concerns with the fountain vaorking. Catmission felt it
looked too snall to functian properly
5) Possibly breaking up the water flow
6) Concerns regarding the illumination of the sign
Motion carried 5-0.
In regards to the building signs, the applicant reported that they
caould be individual opaque letters, internally lit in a white
plexy. Cannissioner Druzy was concerned once again with the menu
signs. It was moved by Commissioner Urrutia, seconded by
Commissioner McCrea to approve building signs A and C only
directing applicant to address the brightness of the white
lettering. Motion carried 4-0-1, Comnissioner Holden opposing.

Chairman Gregory's major concern was the need to beef up the
landscaping under the windows for additional height. After
further discussion, it was moved by Cormussioner Holden, sec�onded
by Ca�missioner Drury, to continue the request directing the
applicant to address the follawing:
1) All planters on the street side and along the parking lot
should be increased to a minisrnun of 24" boxes.
2) Dwarf oleanders are spotted. There needs to be more added
and they are to be clustered.
3) Screen trash enclosure frnm Santa Ynez street view
Nbtion carried 5-0. Staff directed to give final approval after
changes have been made.

Steve Smith distributed revised plans. Conmissioner Urrutia asked
why the entry was changed fran the previous proposal. Mr. Lapham
replied that the P.D. Homeowners Association felt the landscaping
sYiould be more substantial. Canmissioner Holden noted that he
preferred the initial design. Cormtiissioner Drury agreed, adding
that the more open space on the initial design was preferred.
CamLissioner Urrutia was concerned with the locatian of the air
conditioning equignent.

Phil Drell presented revised plans along with limestone samples.
Applicants proposed to use a coated glass to reduce the heat frorn
the direct sunlight. They also indicated that the mechanical
equipnerit had been relocated to the roof of a first floor in the
center of the camplex.
Chairman Gregc�ry felt that with the amount of increased square
footage there should be more softening done with the land.scaping.
Catmissioner Urrutia noted that the commissian had requested more
depth tryyirig to get away fran the flatne�s of the building.
Commissioner Drury noted that the applicant had a great
opportunity to do scmething nice with landscapirig pockets.
It was moved by Catm.issioner Urrutia, seconded by Cannissioner
Drury, to continue the request directirig applicant to address the
follawi.ng:
1) Restudy elevations. Building looks too flat.
2) Applicant proposes a large number of windaws with rio shade
treatme.nts. Cam�ission looking for design solutions in place
of tinted glass to address the solar protection cancerns.
3) Need landscaping beefed up to soften the building.
Motion carried 5-0. Commissioner Drury suggested that the
applicant have his architect contact the planner to discuss the
cce�m.ission's concerns.

Catherine Sass reported that the sign concerns were met hawever
felt the solar protection concern was not. She noted that the
averall height of the building is 22'6" with the averhang being
30". Cannissianer Holden noted that the column,s on the building
were to be brought out shawi.ng scme depth for the buildirig. The
applicant reported that the buildirig height was reduced by 1'9"
and in order to gain some depth the aolwrn�s were brought out
1'10".
The applicant asked if cannission va�uld approve the el�mination of
the colwrn�.s at both front corners of the building. It was m�ved
by Commissioner McCrea, seconded by Commissioner Connor, to
approve the preliminary plans as submitted. Nbtion did not carry

preliminary plans. Camtissioner Urrutia was concerned with the
location of the guest parking spaces. Mr. Drell reported that the
city will be widening Portola in connection with this project.

CaYmissioner Holden suggested plac�nent of inedian islands at the
entrance drives.
Mr. Drell noted that the issue with the Planning Camiission was
that this project is zoned for 27 units and staff had no basis to
reca�nend approval of the additional unit.
Camtissioner felt the applicant w�uld have a noise problem and
suggested some type of privacy wall alo�g Portola Avenue. It was
m�ved by CaYmissioner McCrea, seconded by Comnissioner Holden, to
continue the request directing the applicant to address the
follawirig:
1) Plant materials to soften the driveway
2) Installation of a privacy wall off Portola at a maxim�mt of 6
feet
Motion carried 3-0-1, Chairnlan Gregory abstaining.

V. ORAL �NICATI�LS:
It was voted by a 4-0 motion to add Comnissioner Holden's request
regarding sign ordinance height increases.
Cannissioner Holden suggested that the city should consider an excharige
of additional lush landscaping for an increase to the height limit on a
sign. Caimission concurred that where the city was benefiting fran
landscapi.ng in front of a buildirig an increase of the sign height of
20' (current limit) could be warranted accordingly. Moved by
Camlissioner McCrea, seconded by Caimissioner Urrutia to direct staff
to initiate this through city council to see if there is support for
same. Motion carried 4-0.
