Applicant, Donna Marin, was present. Phil Drell discussed the
various options Ms. Marin was willing to go with in order to place
the signage. Catmission discussed with the applicant the colors
they could approve and placement of the signage.
Action:
It was moved by Commissioner Holden, seconded by Commissioner
Drury, to approve the business signage with the following
conditions:
1) Signage to be mounted in the identical manner as existing
signage at this center (Liquor Barn, Big 5, Thrifty)
2) Colors will be rust returns with an ivory face. Raceway to
match the existing fascia color

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of entry
design, fountain, sign, guard office, street lighting and
landscape plan
LOCATION: South and west of frank Sinatra and Cook Street
ZONE: PR-5
Commissioner Drury noted that the previous landscape plan was a
large mixture of plants which the applicant was directed to
simplify. Chairman Gregory addressed the landscaping concerns
along the wall with the applicant. Applicant noted that he would
be using a type of sealer on the wall to prevent the water stains
from the sprinkler system being proposed.
Chairman Gregory noted that the number of plant species was cut in
half, however they were not draught tolerant. He added that he
would prefer drought tolerant landscaping but did not think it was
fair to inflict this option onto the applicant now if this is not
a set policy, and one that the applicant has not been informed
about until now. Commissioner Gregory felt the problems that were
of concern previously were addressed.
Action:
It was moved by Commissioner Drury, seconded by Commissioner
McCrea, to grant final approval of plans as submitted. Notion
carried 5-0.

It was moved by commission to continue the case as the applicant
was not present and they had concerns regarding the location of
the proposed awning. Motion carried unanimously.

NATURE OF PROJECT/APPROVAi. SOUGHT: Renaturalization/landscape
plan for cut and fill slopes in hillside subdivision
IACATION: West of Palm Valley Channel, south of Painters Path
ZONE: HPR
Phil Drell reviewed the specifications as listed on the proposed
plans, along with a photo album of natural earthwork showing haw
the hillside will look when the project is completed.
Commissioner Holden felt that what was being presented were
pictures of natural earthwork showing haw the hills should look
when it is finished, but he needed to see pictures of works this
company has already done. Commissioner Urrutia understood that
this company was proposing a method on haw to treat the cuts, and
felt that what they were presenting in the photo album were the
guidelines they would be working with. Mr. Drell noted that the
applicant was making a ccmmitment that the finished product will
look exactly as the pictures presented by using the specifications
called out in the plans. Commissioner Urrutia noted that the
applicant should understand that any cuts or fills are to be exact
replicas of pictures in photo album. Commissioner Holden
directed staff to have the applicant supply commission with
pictures of actual work they have done on cut and fills.
Action:
It was moved by Commissioner Drury, seconded by Commissioner
Urrutia, to approve the methods of developing the cut and fill
slopes as presented by the applicant and acknowledged that the
applicant has shown examples of natural conditions which must be
imitated. Motion carried 4-1, Commissioner Holden opposing.
B. Preliminary Plans:

Commissioner issioner Urrutia was concerned with the size of the carport
wall noting that the carport was too visible from the street and
felt softening was needed in this area. He also felt the front
handicap parking area needed to be moved to the other side of the
handicap unit itself. At the present location, the handicapped
would have to walk through the parking area, around the handicap
unit, to enter the building. C nynissioner Urrutia also discussed
his concerns with the applicant regarding the location of the
trash enclosure areas. Mr. Drell added that the trash enclosures
would have to be enlarged to comply with the new recycle bin
requirements.
Mr. Drell asked where the air conditioning equipment will be
placed and the applicant replied that it will all be placed on the
roof, not visible from the street.
Chairman Gregory directed applicant to address the landscaping and
its need for desert tolerant plants. He noted that a list of
these plants can be obtained from the city or through the
Coachella Valley Water District. Mr. Gregory also indicated that
when the plant materials are laid out, attention is to be given to
the irrigation plan enabling the use of bubblers or drip systems,
minimizing the use of spray heads. He added that the only places
where the use of spray heads could be used would be areas around
the annual flowers and lawn.
Action:
It was moved by Commissioner Drury, seconded by Commissioner
McCrea, to continue the request for preliminary mi nary approval to allow
applicant to restudy the following:
1) Landscaping and water efficient materials
2) Parking lot area with emphasis on redesigning the trash
enclosure areas, the turn-arounds, and softening the ends of
the carports fran the street
3) Addition of landscape screening at the street walls

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
building elevations for car care center
LOCATION: Northwest corner of 42nd and Eclectic
ZONE: S.I.
Phil Drell noted the staffs concerns regarding the landscaping
and finished materials on the buildings. The applicant indicated
that the material was a precision concrete block with weeping
joints. Ctnutissioner Urrutia noted that over the years, this
texture would continuously look dirty, constantly collecting dirt
and sand. He felt there were a number of other options to make
the face of the buildings more interesting. Chairman Gregory
asked if there would be a problem in using some sort of plaster
over the block. The applicant saw no problem with that adding
that he could stucco the entire building, but felt it was mundane
as it is done throughout Palm Desert. Commissioner Urrutia
suggested that it could even be done with some type of in and out
patterns.
Chairman Gregory suggested that planters be added throughout the
center of the two buildings. He also indicated to the applicant
where islands will need to be placed.
Commissioner Urrutia asked if the project met the required parking
space requirements. Mr. Drell indicated that a car care center
requires additional parking. This project would require 24 spaces
and it is planned for 28. Mr. Urrutia would rather see more
emphasis done to the two entrances, possibly recessing the
buildings allowing for additional planters or landscaping.
Action:
It was moved by Commissioner Drury, seconded by Commissioner
McCrea, to continue the request for preliminary approval directing
the applicant to address the following:
1) Restudy the finished material on the buildings using
alternatives other than the weeping joints on concrete block
2) Restudy the parking area to achieve additional landscaping
3) Recessing the entries of both buildings allowing for
additional landscaping
4) Revise the landscape plans to include planting along rod iron
fencing, redefining the landscaping and the use of more
draught tolerant planting

Motion carried 5-0. Commissioner Urrutia was also concerned with
being able to see all the garage doors along Eclectic Street.
3. CASE NO.: PP 90-16
APPLICANT (AMID ADDRESS): J & P DEVELOPMENT, 881 Dover #14,
Newport Beach, CA 92263
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised plans for mixed use commercial project
LOCATION: 2.1 acres southeast of R.B. Furniture
7.ONE: C-1
The applicant, Joe Pettichini, outlined the modifications made
which included the elimination of the back portion of Building B
(approximately 6,000 square feet) along with placement of
additional landscaping and parking areas. He felt that the back
of the buildings are now as nice as the front of the buildings.
Commissioner Drury noted that she had driven by the project site
and agrees with the applicant in that the mountain slope does
block the back portion view of the buildings. Mr. Drell indicated
that the mexican fan palms do not meet the requirements of the
Master Tree Parking Lot Plan adding that the goal for this plan is
to provide shade for the parking spaces.
Commissioner Urrutia asked for the reason of the two cuts on
Highway 111. Mr. Pettichini noted that these cuts were existing.
Mr. Drell indicated that Cal Trans had insisted on these cuts at
one time.
Commissioner Urrutia would like to see the building set back more
on Highway 111 allowing more visibility of the center from the
highway. This would also enable the building to have an
additional window for signage and extra landscaping. Commissioner
Drury felt this could be achieved by eliminating the front point
of the building, shortening the Highway 111 side making it a more
blunt cut.
Commissioner Urrutia noted that the southwest elevations were not
shown and commission will need to see these showing where the
clients will be coming into the building from the parking area.
Commissioner Drury felt that something needed to be done on the
southwest side of the building to mitigate the solar protection
problems.

Commissioner Drury felt that with the soft peach, sand and terr
cotta colors of the mini storage unit, the proposed awning in
yellow should be changed to blend in with the soft colors.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner
McCrea, to continue the request for preliminary approval directing
applicant to address the following:
1) Building A to be restudied as it is the front of the project
exposed to Highway 111
2) Additional landscaping to be added in front of the individual
office units
3) Smaller headed trees against the building at the wash area
4) Change the Gazanias along the wash to a more native shrub
that would blend in better with the mountains in the
background
5) Tree sizes to be increased
6) Southwest elevation on Building "B" to be softened with
additional landscaping
Motion carried 5-0.
Commissioner Drury left meeting at 2:30 p.m.
4. CASE NO.. PP 90-8

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for
remodel and two unit addition to existing triplex
LOCATION: 44-600 San Rafael
ZONE: R-2 S.O.
Commission noted their concerns with the setbacks on the carport
side of the building recognizing that the planning commission will
be addressing this issue.
Action:
It was moved by Chairman Gregory, seconded by Commissioner
Urrutia, to approve the preliminary plans with the condition that
the Eucalyptus be changed to 24" box Jacarandas. Notion carried
4-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
landscape plans
LOCATION: Northwest of Monterey and Fred Waring Drive
ZONE: O.P.
Phil Drell presented the landscaping plans as submitted. Chairman
Gregory felt the lawn area should be cut down in size and more
emphasis should be placed on the use of water efficient planting.
Action.
It was moved by Ccrtmissioner Urrutia, seconded by Commissioner
McCrea, to grant preliminary approval of the landscape plans
directing applicant to cut the lawn size back 50%, pulling out the
planters around the building making up the difference with more
emphasis on water efficient planting. Notion carried 3-0-0,
Chairman Gregory abstaining.
V. ORAL CXZMINICATIOrS:
Chairman Gregory requested that the city prepare a plaque to recognize
the contribution Commission Drury has made to the Architectural Review
Commission.
