PALM DESERT ARCHITECTURAL COMMISSION

I. CALL TO ORDER:
The meeting was called to order at 12:20 p.m.

II. APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner
VanVliet, to approve the minutes of the November 27, 1990 meeting as
amended. Motion carried 5-0.
III. It was moved by Commissioner Holden, seconded by Commissioner McCrea,
to approve the following cases by minute motion:

The commission granted preliminary approval of landscape plans.

A. Final Drawings:

APPLICANT (AND ADDRESS): AMERICAN AWNING COMPANY for GRETA, 44-

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signs
LOCATION: 73-130 El Paseo
ZONE: Cl S.P.
Conn-tissioner Urrutia felt the awning was not much different than
what was proposed initially and did not look like it would work.
Chairman Gregory suggested that the awning be approved if it were
pulled back 15" and the posts be placed in a landscaped planters.
Conmiissioner Urrutia noted the liability factor involved.

Steve Smith discussed the use of brass chains on top of the awning
attaching it to the top of the building. Chairman Gregory again
stated that a solution could be to push the awning back 15" and
pull the brass posts toward the curb for more separation between
the buildings with the addition of planters to support the posts.
Commissioner VanVliet asked if the awning could be supported on
the wall without the posts as he did not know if the planters
would be a solution.
Action:
It was moved by Commissioner McCrea, seconded by Ccnvdssioner
Urrutia to continue the request providing the applicant time to
comply with the commissions suggestions. Notion carried 5-0.
2. CASE NO.: PP 90-27
APPLICANT (AND ADDRESS): PORTOLA DEVELOPMENT, Maurice Johns, 41-
865 Boardwalk, Suite 12, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGH: Preliminary approval of
residential golf country club/hotel
LOCATION: Northeast corner of Frank Sinatra and Portola
ZONE: PR-5, RIM
Phil Drell presented the elevations and floor plans for the
attached units in the project noting that the development would be
going to public hearing in March. The applicant discussed the
preliminary landscape plans for the 420 acre project.
Action:
It was moved by Commissioner Holden, seconded by Cmmissioner
McCrea, to grant conceptual approval of the villas. Notion died.
Chairman Gregory indicated that a landscape plan for the villas
was not available and directed applicant to pay close attention to
the city's water efficient planting. He added that more detail
was needed on the shrub palette.
Commissioner Holden was concerned with the parking for the
landscape and maintenance personnel. He informed the applicant
that he will have to insure that these employees will not be
parking on the streets outside the project. Chairman Gregory
asked about the one (1) maintenance facility. The applicant
replied that this was correct. Chairman Gregory suggested that
the applicant discuss the different maintenance operations, as it

could cause a conflict with the use of one facility.
Chairman Gregory felt the entry design was very nice.
Commissioner Holden noted that his concerns with solar protection.
Action:
It was moved by Commissioner McCrea, seconded by Commissioner
VanVliet, to grant conceptual approval of the overall project
excluding the detached housing. Commission directed applicant to
provide detailed landscaping plans showing shrub palette, working
towards the city's water efficient planting. Motion carried 4-0-
1, Commissioner Urrutia abstaining.
B. Preliminary Plans:
1. CASE NO.: PP 90-26
APPLICANT (AND ADDRESS): RAYMOND PATSCHECK c/o ACACIA PARTNERS,

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised elevations and landscaping for office project
LOCATION: Southwest corner of Fred Waring Drive and Acacia
ZONE: P-1 (Proposed O.P. )
Case was continued at applicant's request.
2. CASE NO.: PP 90-23
APPLICANT (AND ADDRESS): ENJOY DEVELOPMENT, 22750 Hawthorne

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised landscape plans
LOCATION: Southeast corner of Fred Waring Drive and Town Center
Way
ZONE: PC (3) S.P.
Commissioner Holden questioned the drive into the project leading
to a block wall. The applicant noted that the landscaping that
would screen the trash enclosure and adjoining wall to the fire
station was omitted on the plans in error.

Phil Drell noted that the planning corimission stated that the
landscaping on the Fairway Drive side of the project was not to
impact on the resident's view. Commissioner Urrutia felt that
palms could be placed at this location, but did not have a problem
with the trees the way they were shown.
The applicant discussed his landscaping requirements with the
meandering sidewalk along Fred Waring Drive. Mr. Drell noted that
existing sidewalk and suggested that commission give him credit
for landscaped area if he put in a meandering sidewalk.
Commissioner Holden asked about the meandering sidewalk on Town
Center Way. Mr. Drell noted that the buildings along Town Center
Way are fronting the street and therefore the sidewalk would be
more like a commercial frontage.
Action:
It was moved by Chairman Gregory, seconded by Commissioner
Urrutia, to grant conceptual approval of the plans directing
applicant to address the following:
1) Provide landscaped area at south property line and along
trash enclosure wall.
2) Sidewalks along driveways changed to planters
3) Additional landscaping around buildings with something other
than just palm trees. Canopy trees needed.
4) Meet city shade tree requirements in the parking lot area.
5) Addition of finger landscape bay for every 10 spaces where
not shown.
6) Plans to show all sizes of plant material for resubmittal.
Notion carried 5-0.
3. CASE NO.: PP 90-28

It was moved by Commissioner Holden, seconded by Commissioner
McCrea, to grant conceptual approval of the building elevations
only. Motion carried 5-0.
V. MISCELLANEOUS CASES:

APPLICANT (AND ADDRESS): THOMAS WEEMS, 73-880 Fred Waring Drive,
Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a 5 foot high
redwood fence in front yard with 8' setback from curb
LOCATION: 73-880 Fred Waring Drive
ZONE: R-1
Steve Smith reported that code requires fences 48" or higher to be
a minimum of 15 feet from curb unless approved by Architectural
Review Commission. He noted that Fred Waring Drive is a high
volume street and recommended approval of fence with appropriate
landscaping. Mr. Smith added that the property line is 9 feet
in back of the curb and so the applicant is one foot onto city
property. Commissioner Holden did not feel the commission could
approve something that is on the city's property and felt the line
of site from the driveway was a problem. Mr. Bedrosian discussed
the safety issues in the ordinance which require the fence to be
back 15' .
Commission found that because of the heavy traffic on Fred Waring
Drive and that the adjacent neighbors with existing 5 foot fences,
they could approve the fence with certain conditions.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner
McCrea, to approve the fence contingent on the applicant receiving
encroachment permit from public works department and the following
condition:
Truncate two ends of main fence (5' ) and move the easterly
fence section back to minimum 12' setback.
Notion carried 5-0.

2. APPLICANT (AMID ADDRESS): DENNIS KLEINMAN for DESIGNER CONCRETE
PRODUCTS, INC. , Post Office Box 3973, Gardena, CA 90247
NATURE OF REQUEST: Presentation for approval of woodcrete and
brickcrete for future fence material
Mr. Kleinman presented the fence material alternative to block
wall and wood fences made out of concrete. Coinnissioner Urrutia's
concern was with the application. Catmission stated that the
fencing qualifies as a decorative material under the city's
ordinance.
VI. ADDED ITEMS:

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of neon blue sign
with neon pink underline reading "Computers, Etc."

Applicant was not present. Chairman Gregory asked the name of the
business. Mr. Winklepleck replied that the business name was
"The Edge".
Action:
It was moved by Cc mLissioner VanVliet, seconded by Catmissioner
McCrea, to deny the request of the non-conforming sign. Motion
carried 5-0.
2. CASE NO.: 1836-1 SA
APPLICANT (AMID ADDRESS): EL PASEO COLLECTION NORTH, 73-061 El
Paseo #205, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGH: Awning design for offices
behind El Paseo Collection North
LOCATION: 73-100 El Paseo, Suites 7, 8, 9 and 10
Applicant, David Fletcher, requested approval of an awning program
on the back, east side of building using 8" letters.

Action:
It was moved by Commissioner Holden, seconded by Commissioner Van
Vliet to approve the awning program with the condition that the
exposed end of the awning be enclosed. Notion carried 5-0.
Commission disc use the procedures on submittal of landscaping plans
with staff.
Action:
It was moved by Commissioner Urrutia, seconded by Chairman
Gregory, to approve the following procedure:
1) Eric Johnson and Frank Gonzalez to review all future
landscaping/irrigation plans prior to the project going to
the Architectural Review Commission. Their comments and
recommendations are to be included in the staff reports.
2) Either Eric or Frank attend all future A.R.C. meetings for
their input on landscaping/irrigation plans.
3) All future working drawing to include irrigation plans.
Notion carried 5-0.
