the case requesting a restudy with the recomnendation that the
building be shifted east on the property to increase the
landscaping area oaz the corner. Camlission also stated that the

Chairman Gregory suggested that the bottom of the sign be cut-off
renx�ving the menu infonnation. Applicant asked if he wrn.ild be
able to use two rows of lettering if an awning was used.
Catmission was open to the idea of using an awning for this
location. Steve Smith infornied applicant that he had a ten (10)
day limit on preparing an awning proposal. It was moved by
Calmissioner Urrutia, seconded by C�missioner McCrea, to approve
the sign with the follawi.ng conditions:

Applicant, Brad Boe, requested approval of additional height
limits to units �mnediately adjacent to Casa Blanca project. I�.
Bow requested that the units be 21' and 22' on the single story
units noting that the majority of the units would not be seen fran
Country Club Drive. Applicant felt that the views of the
mountains fran Casa Blanca w�uld ryot be blocked by these units.
Chaixman Gregory asked what the height of the Casa Blanca units
were, which Mr. Smith reported was 16' .
Catmissioner Urrutia felt that the city has put an 18' height
limit on units and this sh�ould be confornled to. He felt the
applicant could achieve the look he wanted within the 18' height
limit. Commissioner Holden noted that the city also has to look
at sun cantrol and felt the applicant should pravide some type of
relief on the windows.
It was moved by Commissioner Urrutia, seconded by Cann.issioner
McGYea, to refer request back to applicant to make the follawing
revisions:
1) Maxinnun height for sim�le story h�le to be 18 feet
2) Height of twr�-story units be brought c�awn in proportion to
the single story units
3) Applicant to follow city's latest drought resistant
landscaping plan for the median islands on Country Club Drive
and Portola Avenue.

approval. Catmi.ssion felt that the sign as presented, anitting
the feet, w�ould be much more appropriate. C1�airman Gregozy moved
to approve the sign as submitted. Motion died to lack of a
second.
It was moved by Catmissioner Conner, seconded by Commissioner
Urrutia, to approve the concept of the sign with the burger and
Bigalow' s name only. Carried 3-2, Chairman Gregory and
Camiissioner McCrea voti.rig No. Applicant to return with the
revised drawirigs.

Steve Smith reported that the Director of Planning had recently
made a decision that all sign applications would come to the
A.R.C. for approval with the exception of previously appraved sign
programs. June with Signs by Mel was present to address the
cannission on this procedure. June asked if city could provide
sane type of book outlinin�r the requirements for signs. She felt
that havirig to attend A.R.C. meetings twice a month to have her
signs approved is putti.ng her in quite a predicamerzt.
Commissianer Holden stated that the problem is that there are
always exceptions which need to be heard by the caimission prior
to approval. Commission Urrutia felt that as long as the
applicant met the sign guidelines than staff should be able to
apprave the sign. Mr. Smi.th reported that in the past staff could
apprave the signs under $1,500.

Catmissioner Urrutia asked if staff could redefine sign guidelines
making it clearer to applicants. Chairman Gregory agreed that
exceptions should be made and that a sign pr�ogram could be
developed when aa�mercial/industrial buildings are sulxnitted to
the city for permits. He did not feel these types of signs should
have to cane to A.R.C. for approval.
2. Ac3aption of Ordinance No. 583 -
Pat Bedrosian presented a video on various recreational vehicles
parked on private property throughout Palm Desert. He infornled
comn.ission that council had originally passed an ordinance where
recreational vehicles were to be parked in the back lots only. If
that was riot possible, property awners could park in the front of
the property with proper screening of the vehicles. Mr. Bedrosian
explained the different fornis that will be coming from staff to
the A.R.C. suggesting appraval or deriial of the property owners
requests.
Cannissioner Holden felt that their should be a code enforcement
commission voting on this type of program. He stated that these
cases are not architectural and the camLissi� could rx�t enforce
the appraval or denial of these requests.
