111 side of awning. He felt this additional signage is needed to
balance out the look of the awning. Chairniari Gregory infonned
applicant that he was naw getting into menu signs, which the
catmission tries to avoid. It was moved by Cannissioner Drury,
seconded by Cannissioner McCrea, to deny the request.

C�airman GY�egory noted his concerns regarding the number of shade
trees in the parking lot and did not feel the depth of the
planters were large enpugh for the California palms which the
applicant was proposing to plant. Phil Drell reported that the
request was denied by planning commission and appealed and
appraved by city council returning it back to A.R.C. for their
input.

Applicant asked catm.ission if he could bring back his revised
landscape plans at a later date for approval, receiving
architectural appraval only at this time. Commissioner Dxuzy
suggested that applicant had thirty (30) days to provide actual
landscape plans. If rvot received within this time frame, a stop
w�rk order will be placed on the project.
It was moved by Camiissianer Drury, seconded by Chaizman Gregory,
to approve the structural architecture only with the following
conditions:
1) Pillars and tile be laaered dawn to the ground level.
2) Meters be completely recessed and screened. If moved to
center walkway, they need be recessed only.
3) Ladders to be placed in center walkways at end of buildings.
4) If landscape plans are rnot submitted within thirty (30) days,
a stop vaork order will be placed on project.
5) Applicant to pravide sign program prior to certificate of
occupancy can be issued.

Applicant Mike Stitziriger was present. Chairmari Gregory stated
his concerns regarding the "make believe" landscape plans. He
felt the plans as presented w�ould be overgrawn once planted and
reqt,�ested a m�re legitimate landscape plan. He suggested that the
applicant consult a licensed landscape architect to revise these
plans. He rioted that on a catmercial project, there must be six
feet between the pool and spa, and a four foot deck surrounding
the pool.
It was moved by Cannissioner McC;Yea, seconded by Camlissioner
Druzy, to apprave the preliminary architectural plans only.
Landscapi.ng plans to be resubmitted. Carried 5-0.

Fire Dept. would not allaw any parking in this area; therefore, he
saw rw need to have access an this side. Chairn�an Gregory felt
this area should be landscaped to to keep the area clean for trash
and debris. It was moved by Caim.issioner Drury, seconded by
C�issioner Urrutia to continue the request requiri.ng applicant
to present site plan in relation to the properties suz�ounding

Chaixman Gregory rx�ted his concern that the landscape plans were
rx�t prepared by a lice,nsed landscape architect. Commissioner
Holden felt that if the applicant were to cut c3awn on the number
of covered garages, the open garages should be next to the street
allowing for guest parking when needed. It was moved by
Comnissioner Dnazy, seconded by Catmissioner Holden, to continue
the case until the applicant presents revised plans with all
conditions included from January 9, 1990 meeting. Landscaping
plans to reflect architectural plans when sul�nitted.

Commissioner Urrutia thought the concept of the three story
buildi.ng was good; hawever felt that if the cannission was going
to approve a 30' structure, it should be further back off the
street. He added that the back of the buildirig would eventually
become the front of the building as the pedestrian and vehicle
traffic would be entering the building fran this side. Therefore,
it is equally itrtportant as far as landscaping. Ca�missioner
Holden felt that the parking structure would not work as applicant
w�ould need a minim�un of 64' and the proposed lot was only 60' . He
also felt that to achieve a little variety, the courtyard sYiould
be opened to Highway 111.

It was moved by Chairman Gregory, seconded by Ca�nussioner Holden,
to refer applicant to planning comnission with their concerns as
listed belaa:
1) Plans did rwt shaw where mechariical equipmerit will be mounted
2) Rear of building should be treated as f�t with regards to
landscaping, as vehicle and pedestrian traffic will be
entering building fran the back.
3) Trash bin locations not shawn on plans.
4) Roof on third floor did not show any type of aver-hang. This
wr�uld create problem in sumner months.
5) Parking spaces are only 16' .
