Carried 4- 0-2, Chairman Gregory and Cannissioner Drury abstaining. II. Moved by Commissioner Drury, seconded by C onnissioner Holden, to approve the following cases by minute motion. CASE NO.: PP 90-12 APPLICANT (AND ADDRESS): BILL WILSON, 70-500 Thunderbird Road, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOU=: Preliminary approval for 9,026 square foot design showroom building LOCATION: Northeast corner of Boardwalk and Mediterranean ZONE: S.I. Preliminary approval granted by minute motion subject to the final drawings to include detailed landscaping and carport designs. 4. CASE NO.: 357 C APPLICANT (AND ADDRESS): AHMANSON COMMERCIAL DEVELOPMENT CO., 3191 Temple Avenue #170, Pomona, CA 91769 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of concept plan for landscape/sidewalk hardscape LOCATION: Southwest corner El Paseo and San Pablo (oc mmonly known as Sun Lodge Colony) ZONE: C-1 Conceptual approval granted by minute motion subject to the landscaping plans showing the sidewalk as temporary. Commission to review the landscaping when the precise plan is submitted. The plan does not lock in a landscape theme for the future project. III. CASES: 1. CASE NO.: 1485 SA APPLICAANT (AND ADDRESS): PALMS TO PINES CANVAS for PACIFIC SPA AND BATH, Box 69, Pinyon Pines, Mountain Center, CA 92301 NATURE OF PROJECT/APPROVAL SOUGHT: Awning with signage LOCATION: 74-446 Highway 111 ZONE: C-1 Applicant, Ernie Brooks, presented drawings of the proposed new awning. Comtission's concern was the height of the awning and where 2 DUNUTFS ARCHITECrLJRAL REVIEW OCR IISSION JULY 10, 1990 it would connect to the building. Mr. Brooks informed committee that the owner was extending the width of the store by 8 feet. Mr. Brooks added that the awning would be installed approximately 1' above the existing fascia. Commissioner Urrutia felt the awning would be much more normal if it connected to the fascia. Commissioner Drury felt the blue that was being proposed would be too prominent for the 43' long awning. She asked Mr. Brooks if the owner would be willing to use a more subdue color of blue. Mr. Brooks stated that this is the actual color the owner was requesting. Mr. Brooks asked commission if he could go to the actual location and get the measurements of the existing awning. He returned stating that the existing awning was 30" in height and the glass on the front of the building extended all the way up to the bottom of the fascia. He added that the existing awning was 7'6" from the sidewalk. It was moved by Commissioner Holden, seconded by Commissioner Urrutia to approve the awning with signage subject to the bottom of the awning starting at 8' with the top of the awning being tucked under the existing fascia. Maximum letter height to be 8". Motion carried 5-0. 2. CASE NO.: 1781 SA APPLICANT (AMID ADDRESS): CONQUEST CHRISTIAN STORE, Post Office Box 862, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Dark brown 1/2" plywood business identification sign LOCATICN: 73-985 1/2 Highway 111 ZONE: C-1 Applicants were present requesting approval of existing sign on east side of building. Mr. Bedrosian presented pictures showing the location of the existing signage. Commissioner Connor asked if the applicants could just move the sign down below the fascia to be consistent with the previously approved "Antique Mall" sign. Commissioner Drury commented that the Christian Book Store sign was up before the adjoining Arco station was demolished and that was the reason why the sign was located at it's existing height. Commissioner Holden informed applicant that if someone builds on the vacant lot next to this signage, they could feasibly build right up against the wall covering this sign. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 10, 1990 It was moved by Commissioner Holden, seconded by Commissioner McCrea, to approve the request to keep the existing signage subject to it being moved below the band on the building. Motion carried 5-0. Commissioner Holden instructed staff to have the Barber Shop apply for a permit for their existing signage, and having it moved down under the Christian Book Store sign. Commissioner Drury was concerned with how long it could take to have the Barber Shop cited for not applying for needed permits. She instructed staff that this process be expedited, as they have been given notice by the Code Enforcement Department to apply for their permit and they have ignored it. 3. CASE NO.: 1783 SA APPLICANT (AND ADDRESS): SCDTT COOPER for COOPER TYPE & GRAPHIC, 74-300 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Business identification sign LOCATION: 74-300 Highway 111 ZONE: C-1 Applicant was present requesting his logo be used for his business sign. Commissioner Drury noted that the white background would have to be changed to an ivory color. Commissioner Urrutia would rather see the sign colors be the same as approved for Kwik Kopy (which is in the same building) or a ccmpletely different color. The applicant noted that the sign would be a painted plywood. It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the requested sign with the condition that the white background be changed to an ivory color previously selected by ocomi.ssion for the three existing signs at this location. Staff to approve final color selection presented by applicant. Motion carried 5-0. 4. CASE NO.: TT 24530-1 APPLICANT (AND ADDRESS): GEORGE W. JELKS, 2307 Birdie Street, Oceanside, CA 92056 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of entry design, fountains, sign, guard office and landscape off Cook Street LOCATION: South end west of Frank Sinatra and Cook Street 4 M NUTES ARCHITECTURAL REVIEW COMMIISSION JULY 10, 1990 ZONE: PR-5 Steve Smith reported that this project was a single family subdivision west of Cook Street between Country Club and Frank Sinatra. Commissioner Connor was concerned with the 11 different species of trees in such a small space stating that it would be too chaotic. He felt it would also create a real maintenance problem. He noted that there would be a much stronger impact on the street if 2 or 3 main species were used. The applicant noted that the fountain grass had been taken out of the plans. Commissioner Drury asked about the type of roof tiles to be used. Applicant replied that they would be a gold barrel tile. He added that the color of the sign would be the same as the stucco with the green tile blending in. Chairman Gregory noted that the bougainvillea and shrubs proposed along the wall should be restudied, as these would not survive. It was moved by Commissioner McCrea, seconded by Commissioner Holden, to grant preliminary approval subject to simplifying the plant pallet as discussed with applicant by Ccmmnissioner Connor. Motion carried 5-0. 5. CASE NO.: 1784 SA APPLICANT (AMID ADDRESS): PATRICK & LINDA SCHRUBEN for FAST FRAME, 132 Mesa Drive, Camarillo, CA 93010 NATURE OF PROJECT/APPROVAL SOUGHT: Business identification sign LOCATION: 44-421 Town Center Way, Suite A ZONE: PC-3 Staff withdrew this item from the agenda at the applicant's request. Commissi nn voted unammnously to add the following case to the agenda: 6. CASE NO.: CUP 13-80 Amendment NATURE OF PROJECT/APPROVAL SOUL U: DCMIINICK MANCUSO'S TRATTORIA, 73- 250 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Enclosure of present patio at northeast corner of building LOCATION: El Paseo and San Pablo 5 -**MOW ARCHITBCIURAL REVIEW CWMISSION JULY 10, 1990 Steve Smith informed commission that this case would be going to the Planning Commission for the parking lot redesign located at the northeast corner of the building. Commissioner Urrutia asked about the imitation window on the plans. The applicant replied that it would be a painted imitation on the wall. Commissioner Urrutia was concerned with the roof line, stating that he did not feel it would work. It was moved by Commissioner Drury, seconded by Commissioner McCrea to approve the concept of the submitted patio enclosure subject to the additional trellis work as described to the applicant by Commissioner Urrutia. Notion carried 5-0. IV. MISCELLANEOUS: Paul Shillcock presented the drawings and future plans for the office buildings to be built on the civic center site. Mr. Shillcock stated that staff was counting on the Architectural Review Commission's cements on this project which has been approved by City Council. This will be a project which will service many purposes. The sheriff station is just about complete, and is expected to be done by September. The new office building was designed to be used by other government agencies besides the city. These government agencies could all be housed in one building to create a one-stop situation for the residents of Palm Desert. This project will also be generating income to help offset the funds for the balance of the civic center. Mr. Shillcock noted that as far as the design guidelines, the city did not restrict the builders; however, they did say that the city hall is to be considered the major building on the site and whatever is built on this corner should not detract from the city offices. This building would include a conference roan capable of seating 150 people for the use of the tenants and over-sized rest rooms with showers and dressing roans to be used by the people performing in the civic center amphitheater. The building will also provide more parking than what is required in the city ordinance. Commissioner Drury asked, if needed, could outside government agencies rent office space. Mr. Shilloock stated that if space was available, it would go to non-profit agencies (i.e. Cancer Society, American Heart Association). If needed the city would let normal rent paying tenants occupy the space on a very short term basis. Mr. Bob Bonet, with The Brothers, explained the proposed elevations and landscaping plans. Mr. Bedrosian asked if there would be any shading for 6 DffMJTES ARCHITECTURAL REVIEW COMMISSIM JULY 10, 1990 the parking lot. Mr. Diaz said they will have to conform with the city's parking lot shade tree ordinances. Commissioner Holden indicated that the elevations show the city hall buildings are masonry structures, and this new building shows a combination of different plasters. He felt they should either use all slump stone or all stucco. The plans show the use of both. Commissioner Urrutia was disappointed with what was being presented architecturally. He felt this location was a major street in the city, especially being at the civic center, and thought the city would want projects that would enhance the architecture of the center. He felt there should be more emphasis on better architecture. Mr. Shillcock noted that the architecture had to be compatible with the existing city offices. Mr. Urrutia felt there are many design things the architect could do to make it compatible having the city hall structure stand out. Commissioner Urrutia felt the design of the building was too repetitive and does not have a lot of interest that it should. It looked flat with the in and outs being too repetitive. He suggested some height variations and some in and outs. Commissioner Drury stated that she had to agree to some degree, feeling that the city hall was not the most architecturally eye appealing building to be built in the city and would hope that future buildings could be done better. Commissioner Urrutia stated that he was on the Architectural Review Committee when the city hall building was designed and it was this same type of situation. The building was designed, shown to the committee to take a look at, and that was it. Basically the commission didn't have anything to say about the end results. He felt it was unfortunate, as that is why the A.R.C. was formed. Commissioner Urrutia felt that the commission makes the architectural decisions for private enterprises and feels the city should do the same as they should be the roll models as examples of good architecture and landscaping since they are telling everyone else how to do it. Commissioner Holden felt that the city should be able to plan this project telling the developer the minimum they would expect him to do, and let him go from there. Commissioner Urrutia felt that the city could spend the same amount of money designing something poorly as you can something well. With some ingenuity and innovativeness you can came up with a good design that costs as much or less. Commissioner Urrutia felt that if you were to take away the window covers, it is basically a very flat building. Commissioner Holden noted that as the plans show now, this new building will not look like the rounded city 7 t n r MINUTES ARCHITEcIURAL REVIEW COMMISSION JULY 10, 1990 hall building on the corner. It is a projection that has a little bit of an arch to it. It is not a rectangular building like city hall. Chairman Gregory noted again that the pop outs are all mixed up with stucco and split face block. He did not feel this would flow very well. He also asked if water would be pumped from the lagoon for the landscaping. Mr. Bonet noted that yes, there was a well being pumped now for this lagoon. Commissioner Drury comlented that she felt it was a great concept to acconTcdate the government agencies and non-profit agencies; however, just felt the council has already decided what they wanted and given that direction the architect. She felt that there would not be much of what was said considered by the council. Commissioner Urrutia felt that it was important that the council hear the comments from the commission and have them go from there. Commissioner Connor felt there was not much in the way of landscaping around this building and noted that there are applicants that have to cone back to commission three and four times trying to get more landscaping around the building before the comLtssion will approve the landscaping plans. Comnissioner Urrutia felt with this landscaping plan people will easily come to the commission asking why they have to do a great landscaping plan when the city doesn't. IV.
