It was moved by Ccmanissioner Holden, seconded by Commissioner Drury to
approve the minutes of the May 22, 1990 meeting as amended. Carried 4-
0-1, Commissioner Connor abstaining.

Final approval of the landscape plans granted by minute motion

monument sign would be placed. This sign is subject to appeal to
the city council.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of homeowner
association logo signs
LOCATICN: Fred Waring Drive and Del Cristo (2) and at Cook
Street and Santa Fe (1)

Ms. Sass presented plans submitted by applicant. She noted that
staffs concern was the size of the signs as no scale was given.
Commissioner Drury asked haw the 25 square foot signage was based.
The applicant, Mr. Ron Langland, replied that the square footage
included the scrolls. Steve Smith noted that the scrolling was
considered more of an art work, not signage.
The applicant reported that the walls where the proposed signage
would be placed are existing. It was moved by Commissioner Drury,
seconded by Commissioner McCrea, to approve the design of the sign
only. Actual signage to be presented to staff for final approval.
Carried 5-0.
2. CASE NO.: TT 22283
APPLICANT (ARID ADDRESS): DAVE MANOOKIAN for VISTA PASEO II, Post

NATURE OF PROJECT/APPROVAL SOUGHT: Final architectural approval
for Phase II
LOCATION: Edgehill and Greenwood
ZONE: PR-7
Comtission was concerned with the exposure on the rear elevations.
The applicant noted that there would be rear patios extending from
8' to 11-1/2' . Commissioner Drury asked why the architect's name
was not stamped on the plans. Mr. Smith reported that the
building department would require the signature on the working
drawings.

It was moved by Commissioner Drury, seconded by Commissioner
McCrea, to grant final approval of the architectural plans with
the following conditions:
1) Building Department to insure that the west elevations have
adequate shading.
2) Working drawings to show name of architect.
Notion carried 5-0.
3. CASE NO.: PP 90-8
APPLICANT (AMID ADDRESS): TOWNSGATE FINANCIAL, c/o Ray Fox, 2650

NATURE OF PROJECT/APPROVAL SOUGHT: Conceptual approval of
building elevations and landscaping for medical office building
LOCATIGN: Southwest corner of Fred Waring Drive and San Pablo
ZONE: O.P.
Phil Drell presented revised plans. Conissioner Holden noted
there were trees being provided which are not shown on the plans.
He felt that the building needed to be broken up or stepped in and
out more with berming up against the face of the windows on the
north property side. Applicant noted where the building had been
revised with setbacks allowing additional landscaping.
Commissioner Holden asked how far the windows were set back.
Applicant noted that the large windows were set back 3-1/2' , with
the small windows being back 11 .
The applicant showed the proposed color chart to the connission.
Commissioner Drury felt that the three different colors were so
close, she didn't think the change of colors would be noticeable.
She felt one of the colors should be deepened with a stronger
definition. Applicant agreed with the color changes.
Commissioner Drury felt that it was difficult to see the actual
setbacks on the one-dimensional plans. Mr. Drell suggested that a
model be made. The applicant noted that he was going to the
Planning Commission on June 19th, and would probably have a model
prepared for that meeting.

Commissioner Connor noted that the landscaping would not work and
added that the plant list does not indicate the shade trees in the
parking lot area. He added that the planting would not live in
the amount of soil provided. Berming up to the windows would
help. Ccmmissioner Holden added that the large shade trees in the
parking lot will need much larger boxes than shown. Chairman
Gregory discussed the plant selection with the applicant referring
him to check with C.V.W.D. as they issue an extensive publication
covering shrubs and plant selections for the desert.
It was moved by Commissioner Drury, seconded by Commissioner
McCrea, to grant conceptual approval directing applicant to
address the following:
1) Landscaping needs major changes before preliminary approval
will be granted.
2) Building needs more articulation in detail and/or color
Motion carried 4-1, Commissioner Connor opposing.
4. CASE NO.: PP 90-12
APPLICANT (AND ADDRESS): BILL WILSON, 70-500 Thunderbird Road,
Rancho Mirage, CA 92270
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for
9,026 square foot design showroom building
LOCATION: Northeast corner of Boardwalk and Mediterranean
ZCNE: S.I.
Phil Drell presented revised elevation plans noting that the tower
does seem shorter and the parking lot was redesigned as directed
by commission. He noted that the applicant has maximized the
parking to be office parked. Mr. Drell added that there is still
a lack of landscaping against the building. Commissioner Drury
discussed off set suggestions with the applicant. Chairman
Gregory suggested pulling the building down 5 feet and in to solve
the parking area problems.
Commissioner Connor asked applicant if there was any way the roof
system could be simplified. The applicant noted that the owner
wanted the proposed tower as shown on the corner of the building.

It was moved by Ccnvdssioner Connor, seconded by Commissioner
Holden, to continue the request for preliminary approval directing
applicant to address the following:
1) Project must have 15% landscaping throughout parking lot
area.
2) Meet city requirements on shade trees.
3) Delete trees on east property line. Placement of a planter
would work along this building wall.
Motion carried 5-0
