Carried 3-1, Commissioner Urrutia abstaining. II. Moved by Commissioner Urrutia, seconded by Commissioner McCrea, to approve the following cases by minute motion. Carried 4-0. 1. Mr. Drell noted that the parking lot landscaping plan does not ocnform to the city's standards. 3 14400, MIII4U TES ARCHITECTURAL COMMISSION JUNE 26, 1990 It was moved by Commissioner Holden, seconded by Commissioner Connor, to grant final approval of building and landscaping plans with the following conditions to be reviewed by staff for final approval: 1) Parapets to be raised to screen air conditioning equipment 2) Parking lot landscaping plan to conform to city's ordinance Notion carried 4-0. 2. CASE NO.: 356 C APPLICANT (AND ADDRESS): RON ODEKIRK c/o V & V ARCHITECTURE, 3814 Crocus Lane, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Facade remodel and new sidewalk LOCATION: 73-956 El Paseo ZONE: Cl S.P. Applicant requested approval of two (2) different types of awnings. One being a canvas awning with brass trim and the other a glass and brass canopy. Glass would be tinted with the sides open for a natural ventilation system. Mr. Odekirk felt the glass awning would be more appropriate being next to the Troy building. He indicated that the reason for requesting approval for both awnings was that he was not sure the glass panels would be available in time for his opening, and therefore would want to install the canvas awning in its place. Commissioner Holden reminded applicant that with the wind storms here in the desert it is a lot of upkeep trying to keep the tinted glass windows clean, and if any moisture gets under the brass, it will deteriorate it. Commissioner Urrutia suggested that the applicant look into a clear lacquer finish for the brass. It was moved by Commissioner McCrea, seconded by Commissioner Urrutia, to approve the tinted glass awning stating that if the applicant cannot receive the specially made glass panels in time for his opening, the commission will allow the canvas awning in place of the glass. Motion carried 4-0. 4 "41a MINUTES ARCHITECTURAL OC74'4ISSION JUNE 26, 1990 3. CASE NO.: TT 25711 APPLICANT (AND ADDRESS): BIRTCHER DUNHAM, 72-010 Varner Road, Thousand Palms, CA 92276 NATURE OF PIDJh1WAPPROVAL SOUGHT: Preliminary architectural elevations for a 108 unit single family subdivision LOCATION: West of El Dorado Drive, 1/2 mile south of Country Club ZONE: PR-5 Commissioner McCrea asked the size of the lots. Applicant, Curt Dunham, Sr., noted that the average size was 14,400 square feet. Commissioner Urrutia asked if there were any intentions to use different materials for the roofing. Mr. Dunham noted that all roofs would be barrel tiles in various colors. He added that there would be a total of nine (9) elevations. These first three elevations were brought for preliminary approval so that they may begin on the working drawings. Commissioner Holden felt a study should be done on the solar protection, especially the larger glass areas as there were no overhangs. Commissioner Urrutia also wanted to see some study given to solar protection as there are not enough overhangs on the east and west exposures. Mr. Drell noted that the floor plan did show covered patios on each. Commissioner Urrutia noted that Phase 1 did not indicate any overhangs except on the back. He would like to see the architectural treatment here. Commissioner Urrutia asked that when the remainder of the elevations are presented, the applicant show the different colors on the tile roofs along with color samples for both the roof tiles and the buildings. Mr. Dunham noted that there would be 8 or 10 different colors. Commissioner Urrutia requested to see site plans with the typical landscaping. It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to grant conceptual approval with a study being placed on the solar protection as noted to applicant by commission. Motion carried 4-0. 4. CASE NO.: PP 90-12 APPLICANT (AND ADDRESS): BILL WILSON, 70-500 Thunderbird Road, Rancho Mirage, CA 92270 5 MINUTES ARCHITECTURAL 0TICSSICN JUNE 26, 1990 NATURE OF PROJECT/APPROVAL SO[JGRr: Preliminary approval for 9,026 square foot design showroom building LOCATICN: Northeast corner of Boardwalk and Mediterranean ZONE: S.I. Mr. Drell reported that the building had been shortened and the parking lot was redesigned. He noted that curb stops were needed and the trash enclosure area be redesigned. Commissioner Urrutia noted that the east elevations still showed large blank walls. Mr. Drell noted that the applicant would have to relocate the columns in the parking spaces. The spaces would have to be 20' in length or 18' with a 2' overhang of hardscape or landscaping. After further discussion with applicant, it was moved by Commissioner Holden, seconded by Cmmissioner McCrea, to grant preliminary approval. Motion died on a 2-2 vote. Commissioner Connor felt that the site plans needed work before granting preliminary approval. Commissioner Urrutia was concerned with approving the project as applicant seems to be trying to place too much on the site and the parking lot was very tight. Mr. Drell noted that the applicant had discussed the idea of installing a trellis over the parking spaces on the north side of the parking lot. It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to continue the request directing applicant to address the following: 1) Trash area to be redesigned 2) Relocate columns in the parking spaces. The spaces are to be 20' in length or 18' with a minimum 2' overhang of hardscape or landscaping in front of each 3) Installation of trellis over parking spaces on north side of parking lot 4) Additional landscaping needed in parking lot Motion carried 4-0. 5. CASE NO.: 1751 SA APPLICANT (AND ADDRESS): TILDIE ANN FERGUSON for KWIK KOPY PRINTING, 74-304 Highway ill, Palm Desert, CA 92260 6 MINUTES ARCHITECTURAL OCWISSIGN JUNE 26, 1990 NATURE OF PROJECT/APPROVAL SOUGHT: Referred back to A.R.C. from City Council to review applicant's suggestions for color substitutions for business identification sign LOCATION: 74-304 Highway 111 ZONE: Cl S.P. Applicant, Tildie Ferguson, was instructed by City Council to give her color suggestions to commission for reconsideration. She proposed a deeper red, deeper blue and an ivory. After further discussion, it was moved by Commissioner McCrea, seconded by Commissioner Holden, to approve the proposed sign using Color No. PMS 280C for blue, No. PMS 200C for red, and an ivory. Sign is to be in proportion to existing signs on building. The sign on the parking lot side of building to be ivory with the blue lettering. Notion carried 4-0. 6. CASE NO.: 1745 SA APPLICANT (AND ADDRESS): HARV'S c/o Rick Durham, 83-480 Avenue 45, No. 15, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised landscaping plans and wall and monument sign LOCATION: Southeast corner of Cook and Sheryl ZONE: S.I. Applicant was requesting monument sign to read "Haze's Car Wash and Detail Center" without the fountain. Commissioner Urrutia was still concerned that traffic coming from the south would not be able to see the sign. Applicant noted that the sign is proposed at 27' back from the curb line. Commissioner Urrutia rued that if the applicant was elevating this monument sign so that all traffic could see it, this is a problem. Commissioner Urrutia asked about the height of the sign. The applicant noted that it would be 6' to the top of the sign. Commissioner Connor felt the applicant should try for something dynamic taking advantage of the slope instead of trying to fight it. He added that if the monument sign could be integrated into the slope, this could act as a retaining wall. He felt this would be much more eye catching. 7 r.re MINUTES ARa-UTECTURAL COMMISSION JUNE 26, 1990 Commissioner Urrutia noted that as submitted, you will be able to look through the letters seeing the back of the lettering on the other side. After further discussions with the applicants, it was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the signage and landscaping plan with the following conditions: 1) Monument sign be integrated with the slope and the maximum point be no higher than 6' above the slope on the west side. 2) The grade be elevated at the center portion of the sign (the "V" section) to 2' at top of sign and landscaping be placed in the "V" section. 3) The name on the monument sign be limited to "Auto Care Center" or "Car Care Center". Motion carried 3-1, Commissioner McCrea opposing. Staff noted that applicant is allowed 3 sq. ft. of directional signs on building identifying what that particular building is. IV. .
