keeping with the building. The bui.lding is a very contemporary
building and he does not feel the awning c3oes it any justice.

The applicant replied that the awruxig would be secured with posts
r�t attached to the buildirx�. The material has a five year
guarantee so it would not be fading.
It was moved by Calmissioner Urrutia, seconded by Catmissioner
Connor, to cantinue the request rwting that the catmission felt
the awning was rx�t appropriate for the design of the building,
asking the applicant to resubmi.t new plans at the March 27, 1990
meeting. Carried 4-0-1, Catmissioner Druiy abstainir�r.
Ccnmissioner Connor added that if it truly was the canvas type of
awning it might be too light for the structure of the building.

Mr. Smith reported that the applicant is asking for approval of a
remodel of the existing residence to an office professional use.
Ca�m.issioner Holden comnented that he does r�t like to see too
much money put into redevelopi.ng Manterey Avenue until it can be
dr�ne correctly. Applicant, Gene Sawyer, stated that the awner is
trying to establish his business, making this building presentable
and eventually de�nolish the existirig builduzg and construct a new
office canplex. Catmissioner Urrutia was concerned with the fact
that the applicant intend.s to eventually replace the complex in
the future, and even though it may be a few years off, the
cannission still has an obligation to the canrnanity to make sure
that the building has sane aesthetic quality. Doing very little
may not be the best service.

Mr. Drell presented the tw�o options given by the applicant for the
entrance extensian on the renbdeled west entry of May Co.
The applicant noted that the addition of a trellis type canopy
structure would just obscure the entrance and w�ld look like it
was just added oa�to the building for no real functional purpose
except to provide shade. He discu.ssed the secand opti� of adding
a cantilev�ex extensi� �n the west side during the reconstxuctio�,
but would not be able to provide this extension o� the existirig
south side entrance as this would mean major reoonstruction
closing the entrance for an extensive period of time.
Catmissioner Urrutia asked if the west entrance w�ld be the main
entrance. The applicant replied that it was rx�t, as the south
side would remain the main entrance.
Caimissianer Connor asked if the canopy trees would remain. The
applicant noted that they w�uld, Yxxaever, they w�uld be pulled in
closer to the building. Chainnan Gregory remirvded applicant that
a more thc�rough landscape plan would still have to be submitted.

entxy only. Nbti� was defeated � a 2-3 wte with Catmissioners
Urrutia, Connor and Holden voting No.
Cannissioner Urrutia felt the two entrances shauld be cba�e in the
same fashion so the identification would be the same.
Aesthetically the � entrances sh�ould be the same.
It was maved by C17airman C�YegozY, sec�d bY CamLissioner DrurY,
to leave the west entxy as it was originally presented wit.lx�ut the
cantilever matchi.rig the existing r�orth and south entrance. Nbtion
was defeated on a 2-3 wte with Catmissioners Urrutia, Canr�or and
Holden voting N0.
It was maved by Camiissioner Urrutia, seconded by Ga►missioner
Cont�or to approve request for 16' cantilever structural design
carwpy with the aondition that the exact same carx�py be done on
the south side entrance. Carried 3-2, Chairman Gregory and
Catmissioner Dnuy voting N0. Carmissioner Drury ryoted that she
was not opposed to the expansion, but simply to requiring the
south side enixance be the same an the west side. Cannissioner
Urrutia added that it w�uld not necessarily be a cantilever
design, that a colonnade design would be fine also, as lorig as
both entries match.

Ms. Sass presented the landscape and signage plans noting that the
architectural working drawings had already been approved.
Applicant, Jay Singer, was present.
(�airman Gregory asked if the signs as proposed meet the city's
aode requir�nents. Mr. Smith replied that the entxy sign w�uld;
hawever, the signs at either end of the t�uilding ck� not, and
explained to the applicant that the wall signs w�uld have to be
reduced to a total of 104 square feet per side.

Commissioner Drury asked about Geoffrey on the building. Mr.
SirLger replied that it was to be a piece of art vu�rk as opposed to
an illimtinated sign. He stated that they are proposing sane sort
of stained glass el�nent for Geoffrey. Ca�missioner Drury noted
that this piece projects out 16' shading the parking area.
Mr. Singer added that landscaping will be placed around the added
e�osed transformer. Cannissioner Connor noted that the mexican
fan palms did riot se�n to meet the city's shade requirements. He
also felt that the interior landscapirig (using mostly gravel and
trees) w�uld not be appropriate.
Mr. Singer asked commission for their input on the sign
requirements in regards to the monument sign as well as the five
colors the are shawing. Mr. Smi.th reminded cannission of the new
ordinance limiting the maximum number of color to three.
Catmissioner Urrutia suggested that the applicant use two colors
an the sign with the "R" being a different color. Chairman
Gregory reported that the entry and exit signs in black and white
vaould be fine.
It was moved by Commissioner Druzy, seconded by Comnissioner
Urrutia, to �tinue the request with applicant to review the
follawing concerns:
1) Return with plans srx7wing appropriate signage
2) Signage brought c3a�nz to code
3) Beef up landscaping
4) Meet city's parking lot shade tree requirements
5) Work on improving Geoffrey if it is to be part of the
sign program
6) Nbnwnent sign will have to match e�sting sign
Motion carried 5-0. Applicant asked if the exit and entxy signs
are considered part of the square footage for signage. Mr. Smith
noted that they were not. They are directional signs as long as
they are 3 square feet or less.

Mr. Schmitz and Mr. Al Cook presented the plans for the 16 unit
senior aparbnPazt aomplex. Chairman Gregory asked where the air
conditioning equi�ment w�uld be m�unted. Mr. Cook replied that
they all are being m�unted in the side yards.
CamLissioner Urrutia felt the elevations shaw that the buildings
are very awkward. He also stated that the height of the building
was 22'6" to the top of the buildirig.
(�ainnan Gr�gory asked who would be mai.ntaining the side yards.
The applicants replied that there will be trees planted along with
concrete patios allawing the residents to landscape. Cannissioner
Urrutia did rx�t like the idea of having guests walk through the
parking lot to get to the units, and felt there was a need to
screen off the cars fran the property. The applicant was willing
to add a law 3-1/2' wall in front of the project and a walkway
through the center of the parkirig lot enteririg the cornplex.
It was moved by Catm.issioner Urrutia, seconded by CamLissioner
Conn�or, to cantinue the request allawing the applicant to provide
the followirig:
1) A detailed prel�minary landscape plan shawing adequate
screen.ing added to the front of the property
2) Addition of entry sidewalk through parking lot with
landscaping
3) Look at expanding the fascia of the project
4) Suggest the use of vertical trees (i.e. evergreen
foliage)
5) Addition of low wall with landscaping i.n front of
proj ect
6) Front of builduzg be studied as aancnission felt the
emphasis is on the vertical el�nents having the walls .

Case was originally continued when it came before conm.issian as
applicant was nr�t present. Applicants arrived at 1:50 p.m. with
their revised plans. Ca�missioner Urrutia informed ap�licant that
the oonditions the plannirig commission made offered a great deal
of concern to the architectural cam�ission. He felt the entire
calmissiari needed to be available to discuss the project again.
C'hairmari �ozy r�oted that he would have to get with the planning
caYmission to discuss their c�cerns in greater detail.
