CaYmission and the City Council on F`riday, June 15th. The location of

Steve Smith presented pictures of building location. Applicant,
F`rederick Connor, was requesti.ng to install 18" �x�od sign in front
and rear of building. Staff rec�nended that cannission only
approve sign for rear of building. Mr. Connor rvoted that the
proposed signs would be lined up with the adjoining e.xisting
signs.
Cannissioner Urrutia rioted that there is an existi.ng building that
presently has two awnings placed on either end. Camiission felt
the sign beirig proposed for the breezeway would not fit in with
what was already there. Gannissioner Urrutia did want to see the
same type of awning in the breezeway instead of the proposed wood
sign. CamLissioner Urrutia added that it should be more in
keeping with what was existing. He felt the rear sign vaould be r�o
probl�n.
It was mrved by Carnussioner Urrutia, seconded by Conm.issioner
MrCrea, to apprave the request for signage based on the front sign
being an awning to match the existing awnings with the same typ�
of letter application presently existi.ng. The rear sign was
acceptable as submitted. Ca.rried 5-0.

Steve Smith reported that the program would consist of redwe�d
sandblasted signs and would range fran 18" x 8' to 18" x 12'
depending on the tenant space. He added that the applicant is
allawed three (3) colors for the entire project r�ot including the
background which w�ould be gray.
It was maved by Coimlissioner McCY�ea, seconded by Commissioner
Connor to approve the sign program subject to the follawing
conditions:
1) Colors to be used would be teal, rust and black with a gray
background.

Applicant, Bob Riccardi, was present. Catherine Sass felt the
project w�ould have to have a curb added to the w�rking drawings as
the adj oi ni rx�-�r property owner was refusi.ng to share parking and
access to the property.
Chairman Gregory was concerned with the planting on the north side
of the project. He felt the landscapirig proposed we�uld riot graw
in this shaded area notirx� that the gazanias would not work for
ground cover in this area.
It was moved by CaYmissioner Conr�or, seconded by Catmissioner
McC,Yea, to approve the final wr�rkirig drawings with the follawing
conditions:
1) Meet the city's parking lot shade tree requirements
2) Upgrade irrigation system
3) Relocate landscapi.ng finger and pravide shade tree
4) Increase mexican fan palms to 10' of brawn trunk
5) Ground cover on the north side of building should be more
shade tolerant
6) Addition of curb on east side of property

Phil Drell presented revised monwnerit and landscaping plans.
Ca�m.issioner Holden was concerned that the proposed retaining wall
extended out to the sidewalk with no landscaping buffer. He also
felt that when driving by this sign it would be difficult to see
the sign as proposed as it caould sit 9' high on the 3' retairLn�
wall.
Applicant addressed cannission stating that the building is not a
car care center. He felt a car care center offers much more than
his facility woould, and it caould be misleading to the canrn�ity if
his monument sign read "car care center" instead of what he is
proposing it to read "car wash, detail center, oil, lube and snog
inspection".
CcYnmissioner Holden informed the applicant that a morn.unent sign
can stx7w one business name only or the name of the business center
itself. He felt the proposed sign was still considered a menu
sign and added that the more information placed on a sign the
harder it is to read for people drivi.ng by.

The applicant addressed the fountain flaw concern stating that he
wanted people to notice the sign reading Harv's, not attract
attention to a large water fall. Chairman Gregory requested to
see the plans showing haw the wall will be pulled back with the
addition of the landscaping. Caimissioner Urrutia r�ted that the
applicant still did not address the suggestion of breaking up the
water flo�w in the fountain. Cannissioner Holden indicated that
the cornnissian wr�uld need more accurate drawings.
It was maved by Camiissioner Urrutia, seconded by CamLissioner
McCrea, to deny the requested monument sign stating the following
cancerns:
1) Contnission needs site plan shawing locatian of sign structure
as it relates to the wall at the rx�rthwest corner of the lot
and haa it will effect the landscaping and grading.
2) "Car Wash, Detail Center, Oil, Lube and Smog Inspection"
con.sidered to be a menu sign. Catmission would approve "Car
Care Center"
3) Concerns with the fountain working. CamLission felt it
looked too small to function properly.
4) Possibly breaking up the water flaw
5) Sign to be externally lit
Nbtion carried 5-0.

Applicant proposed a dark blue and a light blue color with an off-
white background. Com�nission required the background to be opaque
matching the color of the building. Letters to be lit fran
behind. The applicant n�ted that he was trying to achieve light
for the parking lot with these lit signs. Chairman G`regory
replied that sign lighting should riot be used for lighting of the
parki.ng lot and recannended that considerable attention be paid to
additional parking lot lighting.

Phil Drell suggested that three palms be placed at the adjoining
property lines varyirig in height. C�airman Gregory noted that the
courtyard planting needed to be restudied. After further
discussion, it was moved by Chairman Gregory, seconded by
Commissioner Urrutia, to grant preliminary appraval with the
follaaing conditions:
1) Relocate the trash enclosure to the back parking lot allawing
space for additional palms
2) Back wall in parking lot to be jogged back 2 or 3 feet to
allaw access to the rear 2 parkirig spaces
3) Resolve the location of the air conditioning equipment
outside the buildirig (cooling taaer)
4) Change the one lobby stairway dawn to the parking area
5) Placement of taller, grouped palm trees in front of the
buildisig
6) Meet city's parking lot shade tree requirements
7) The english ivy, Oregon grape and marathon sod clo not do well
in the desert and w�ould need to be replaced
8) The second floor landscape plan needs much more detail.
Cannission felt the depth w�ould not caork.
Nbtion carried 5-0.

Phil Drell presented the preliminary plans to commission.
Commissioner Urrutia wauld like to see more landscaping around the
building and was concerned with the air conditioning mechanical
equipnerit facilities. He also stated that he felt the building
could clo without the vaood inserts over the windaws. Applicant
noted that the hard corners could be rounded to soften the
building if camtission requested.
Chairman Gregozy would like to see the building brought back fran
Fred Waring n4ting that he felt it was too close to the street.
It was moved by Ccnmissioner Urrutia, seconded by Camt.issioner
Connor, to c�ntinue the prel�minary plan,s directing the applicant
to address the follawi.ng:
1) Restudy the architectural plans
2) Areas require softening with landscapirig, including ramp area
3) Restudy loading area
4) Dead end isles need to be studied
5) Landscapirig should be added around center parking area
6) Air conditioning equipnent facilities need to be noted
7) Bus tzirn out shelter to be investigated
8) Screen walls r�ot necessary
9) Concerned with massiveness of the building
10) Restudy plant pallet, as 1/3 of plants rx�ted will not work in
desert area
11) Large tree wells over parking lot
Motion carried 4-0, rioting the Comnissioner McC`rea left meeting
prior to this case.
