II. APPROVAL OF Nam:
It was moved by Commissioner McCrea, seconded by Cannissioner Holden,
to approve the minutes of the October 23, 1990 meeting as amended.
Motion carried 5-0.
III. MISCEL,LANBOM:
Commissioner Holden noted that the sign drawings have been caning in
better; however, still would like to see pictures with the proposal
showing how the signs or awnings relate on the building and to the
adjacent properties.

The applicant noted that the signage would be for the rear entry
suites in the Colonade Building. Commissioner Urrutia felt the
signage could be confused with the name of the building. The
applicant noted that the signage would designate the 19 Melico
suites. Commissioner Holden did not have a problem with the sign
reading "Melico Suites" if it were placed above a directory.
Commissioner Urrutia felt the signage should identify the
entryways to the suites rather than at the top of the building.
Action:
It was moved by Commissioner McCrea, seconded by Commissioner
VanVliet, to continue the request directing the applicant to
review the suggestions of moving the name of the suites to a
location that would identify the entryways instead of the
building, perhaps above the directory for the suites. Motion
carried 5-0.

The applicant, Mr. Del Pate, had decided to make this a gated
community, and therefore is seeking approval of the revised entry.
Commissioner Urrutia noted that the commission would need to see
more detail on the gate design, what the walls would look like,
the color and materials of the walls and gate and how it ties into
the adjacent development. He added that any signage should be
included in these details. Chairman Gregory added that the
elevations were also needed prior to approval.
Mr. Pate noted that the homeowners association would be
maintaining the retention area along the development. He added
that the retention area grading would be redesigned to create a
tot lot. Chairman Gregory asked applicant to also provide the
plans for this tot lot.
Action:
It was moved by Commissioner McCrea, seconded by Commissioner
Urrutia, to grant conceptual approval of the entryway design
noting that the applicant will need to provide details on the gate
design, what the surrounding walls will look like, the color and
materials of the wall and gate, phones, signage, card gate and how
it ties into the adjacent development. Notion carried 5-0.
Mr. Pate requested approval to plant the date palms now. Chairman
Gregory felt the landscaping should be pulled out to the end of
the retention basin to avoid the look of the landscaping stopping
so bluntly.
Mr. Smith noted for the record that commission encouraged the
applicant to bring the entry landscaping further to the south, not
just to stop in a straight line as shown. Mr. Smith informed
applicant that with conceptual approval the he has the option to
came back for preliminary approval prior to the final drawings
being presented.

Commissioner Urrutia was concerned with the massiveness of the two
awnings. The applicant noted that the owner felt with the design
of the building, this was their only answer. Commissioner Urrutia
suggested an awning that looked like one awning but actually would
not touch. Chairman Gregory thought the hemisphere shape done did
not work at this location and felt something with more square
lines would be appropriate.
The applicant noted that the owner on the right, Diamonds For
Klure, was adamant about having the proposed awning and suggested
that his awning could be the only one approved and work with
another type signage for Peters Crafts. Chairman Gregory
suggested two different colored awnings for the 2 businesses.
Commissioner Urrutia thought a symmetrical design could also work
on this building.

Action:
It was moved by Commissioner McCrea, seconded by Commissioner Van
Viiet, to continue the request stating that they would prefer
either a look of one awning or two different colored awnings for
the separate businesses. Commission did not feel the hemisphere
shape awning would work at this location. Motion carried 5-0.

The applicant, Ernie Brooks, indicated that the proposed awning
would be eggshell in color with 2" round brass poles. The
lighting would be 8' double fluorescent fixtures (5 each) with the
fabric being translucent.
Chairman Gregory felt that when a building in constructed with a
marquis, a policy be stated that there will only be one marquis
approved for each building. Commissioner Urrutia felt it was
arbitrary to use the awning for business signage. He would prefer
to see something thought out more being made a part of the
building and was not convinced that bringing the awning out 17' to
the curb accomplishes what the owner is looking for. Mr.
Bedrosian thought commission should see the adjacent businesses
when a proposal with this type of extension is being presented.
Commissioner Urrutia agreed.
Commissioner Urrutia felt this was forcing the commission to take
a stronger look at projects when they first cane in for approval.
He added that the developers and architects should be informed to
concentrate on a better solution than the use of the attached
awnings-
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner
VanVliet, to continue the request stating that they would like to
see something thought out more, being made part of the building.
Commission directed applicant to work with other solutions than
going all the way to the street with the awning. Applicant to
return with pictures of building showing how this would tie into
the adjacent structures. Motion carried 5-0.

Commissioner Urrutia noted that this was the twin building of the
NRS office. He added that a similar proposal came before the
commission with the signage being on top of the building and it
was denied as commission felt the signage was much too large for
this small building. Commissioner Holden noted that the
commission was trying to avoid the billboard look. Camtission
noted that the presentation itself was done very nicely.
Action:
It was moved by Cammissioner McCrea, seconded by Commissioner
Urrutia, to approve Option No. 2 presented by the applicant to be
located on the south side of the entry door, above the windows,
below the soffit overhang. Motion carried 5-0.

Revised signage now to show a polished brass peacock logo, halo
lit with mauve neon. Applicant noted that a proposal for the name
"Le Paon" imbedded into the tile with brass would be done by
another company. Commissioner Urrutia was concerned with getting
this project in pieces. The applicant noted that the owner is now
requesting that the valance exterior be lit by a neon light, which
would be completely covered.
Action:
It was moved by Commissioner McCrea, seconded by Commissioner
Holden, to approve the revised signage with the polished brass
peacock logo. Notion carried 5-0. It was moved by Commissioner
Urrutia, seconded by Commissioner McCrea to approve the hidden
neon lighting under the exterior valance to math color of peacock.
Motion carried 5-0.

Staff noted that the planning commission continued this case at
their last meeting noting the A.R.C. would still have an
opportunity to review the revised plans at their November 27th
meeting.
Action:
It was moved by Commissioner McCrea, seconded by Commissioner
Urrutia, to continue the request as applicant was not present with
the revised plans. Motion carried 5-0.

It was moved by Commissioner Urrutia, seconded by Commissioner
VanVliet, to approve the revised signage as submitted. Notion
carried 5-0.

Applicant was requesting a 28' marquis awning, ivory in color with
black 8" letters.
Action:
It was moved by Commissioner Holden, seconded by Chairman Gregory,
to approve the awning request as submitted. Notion carried 5-0.
V31. MISC ELL ANBOUS:
A. Catherine Sass reported that the Art-In-Public-Places program is
off the ground and moving full speed ahead handling more
complicated integrations of art into the fabric of the city. The
AIPP committee felt it is important to have a liaison with A.R.C.
as more "in lieu" projects come in and for input on
architecturally integrated public projects.
Action:
It was moved by Cannissioner McCrea, seconded by Chairman Gregory to
appoint Frank Urrutia to serve as Liaison between the Art-In-Public-
Places Subcommittee and the Architectural Review Commission. Motion
carried 5-0.
B. Steve Smith noted that a sign amendment was going to the planning
commission with regard to the content of signs. Commissioners
Holden and Urrutia met with the sub-ccmrni.ttee and basically the
city will be going with the city attorney's recommendation to
allow up to two (2) items in addition to the business name.
Commissioner Holden noted that the commission will still decide on
the graphics.
