CASE NO.• 1857 SA APPLICANT (AND ADDRESS): PALM SPRINGS SHADE for DIAMONDS FOR KLURE, 5000 Calle San Raphael, Palm Springs, CA 92264 NATURE OF PROOBCT/APPROVAL SOLXM: Approval of revised awning with signage LOCATION: 73-375 El Paseo, Suite 0 ZONE: Cl S.P. The applicant, Gary Owens, presented revised plans showing a more finished look and how the awnings would be cut back. Commissioner Urrutia noted that the oc mussion had directed the applicant to submit something that would be more compatible with the building. The representative from Diamonds For Klure, Ivan Kalensky, noted that with such a substantial inventory his insurance agent requires a number of items to meet their requirements. The store has to be monitored on a 24-hour basis and the cameras need to be 5 feet from the store in order for the wide angle lenses to work properly. Mr. Kalensky would like to mount this camera equipment inside the proposed awning. Commissioner Holden noted that they were looking for a different design type and the applicant returned with the same awning proposal. Mr. Owen reported that with the weight of the equipment in these awnings, this is the only type of awning that would work without using score type of posts. The applicants then asked for approval of the one awning only for Diamonds For Klure. Chairman Gregory noted that if the applicant next to this shop canes before commission asking for an additional awning, they would not grant approval. Steve Smith noted that technically the city has not received an application from the adjacent building owner, and therefore the proposal for one awning would be appropriate. Action: It was moved by Commissioner McCrea, seconded by Commissioner VanViiet, to approve the single awning only for Diamonds For Klure. Motion carried 5-0. 3 MINUTES ARCHITECTURAL REVIEW 0"USSION NO EMBER 27, 1990 2. CASE NO.: 271 C APPLICANT (AND ADDRESS): COUNTESS VON HULLESSEM, 73-405 El Paseo #31A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOU(M: Approval of awning with signage LOCATION: 73-405 El Paseo #31A ZONE: C1 S.P. Steve Smith reported that this proposal had come before commission several years ago and was denied. The applicant noted that she would be using an existing structure, adding a valance. Commissioner Holden reported that an actual awning was approved several years ago that had a shape to it. Rather than installing the approved awning, a banner type of material was installed. Commission did not like the look of a banner type material hanging from the existing beam. Commissioner Urrutia felt the applicant would need to come back with an alternate solution. Commissioner Holden noted that the applicant could use larger and different letters on the existing beam. Commission directed applicant to work towards an alternate solution suggesting 12" brass letters placed on the existing 18" beam. 3. CASE NO.: 1850 SA APPLICANT (AND ADDRESS): SIGN DESIGN AND CONSTRUCTION for MELICD SUITES, 41-421 Jamaica Sands Drive, Bermuda Dunes, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Revised identification signage LOCATION: 73-375 E1 Paseo, Colonade Building ZONE: C-1 Eric Severte with Sign Design and Construction and Dennis Mellili of Melico Suites presented drawings showing the proposed location of the revised signage. Action: It was moved by Commissioner McCrea, seconded by Chairman Gregory, to approve the revised identification signage as submitted. Motion carried 4-1, with Commissioner Urrutia opposing. 4 MINUTES ARCHITECTURAL REVIEW Ca4 IISSION MWEMER 27, 1990 4. CASE NO.: CUP 90-17 APPLICANT (AMID ADDRESS): LOUISE'S PANTRY, 44-491 Town Center Way, Palm Desert, CA 92260 NATURE OF PROJBCr/APPROVAL SOUGHT: Approval of revised proposal to enclose existing patio dining area LOCATION: One Eleven Town Center ZONE: P.C. (3) S.P. The contractor, Dave Price, noted that the proposed awnings would be the same color and type as the existing awnings on the building. Action: It was moved by Commissioner Holden, seconded by Commissioner McCrea, to grant preliminary approval of the revised patio dining area enclousre subject to the offset from the northeast corner of the existing building being 30" to 36" and a new landscape concept plan be submitted. Motion carried 5-0. 5. CASE NO.: CUP 90-19 APPLICANT (AMID ADDRESS): SCHMITUANDERSON, Post Office Box 29, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOU(WT: Approval of final working drawings LOCATION: Five unit senior complex on the east side of San Rafael Avenue, north of San Gorgonia ZONE: Commission discussed the revised landscaping plans with the applicant. Action: It was moved by Chairman Gregory, seconded by Commissioner McCrea, to grant approval of the final working drawings with landscaping subject to the following conditions: 1) Jacarandas increased from 15 gallon to 24" box 2) Addition of dwarf oleander in front of front wall 3) Elimination of ground cover behind garages Motion carried 5-0. 5 %NW MINITTES ARCHITECIURAL REVIEW OCxMSSICN NMEMER 27, 1990 B. Preliminary Plans: 1. CASE NO.: PP/CUP 90-20 APPLICANT (AND ADDRESS): CHRISTIAN LOZANO, 68-245 Marina Road, Cathedral City, CA 92234 NATURE OF PRWEC,T/APPIiD M SO[XW: Preliminary approval of plans for a 4 unit senior apartment project LOCATION: 73-602 Santa Rosa Way ZONE: R-2 S.O. ccamission discussed the elevations with applicant. Caimissioner Urrutia noted that the wood accent wall showing the apartment signage would be a definite problem in the future as the wood would not last in the desert weather conditions. The applicant agreed to use stucco in place of the wood. Comlissioner Urrutia questioned the need for a window in the laundry roan. Action: It was moved by Cannissioner Urrutia, seconded by cc missioner VanVliet, to grant preliminary approval of the architectural plans only with the following conditions: 1) Side yard walls to be masonry block with stucco finish 2) Addition of planter area needed to separate parking spaces at carport 3) Screening of air conditioning equipment 4) Trash enclosure needs to be identified 5) Wood accent wall showing apartment signage changed to stucco Landscaping plans to be restudied and submitted for approval. Motion carried 5-0. 2. CASE NO.: PP 90-26 APPLICANT (AND ADDRESS): RAYMOND PATSCHECK c/o ACACIA PARTNERS, 640 No. Tustin Avenue #103, Santa Ana, CA 92705 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of elevations and landscaping for office project LOCATION: Southwest corner of Fred Waring Drive and Acacia 6 MI!MJTES ARCHITECTURAL REVIEW OUVISSION NME MER 27, 1990 ZONE: R-1 (Proposed O.P. ) Phil Drell reported that the applicant was requesting a variance on the front setbacks with the 28' parkway. The setback from the curb will be similar to what occurs in the O.P. zone. Chairman Gregory noted that the emphasis is now on more water efficient planting minimizing the lawn area by 1/3% to 1/2% placing more emphasis on a bubbler type system. Commissioner Urrutia felt that because of the location, there was no room for lawn. He added that the parking lot side needs more attention. He felt that the side of the building where people will be getting out of their cars and walking into the building should look as nice as the front of the building. Action: It was moved by Commissioner McCrea to grant conceptual approval of the plans. Motion died due to a lack of a second. It was moved by Commissioner Urrutia, seconded by Commissioner VanVliet, to continue the request directing applicant to address the following issues: 1) More emphasis on water efficient planting, minimizing the lawn area by 1/3 to 1/2 percent with use of a bubbler type system. 2) Additional landscaping in the parking area. Trees to be placed every three spaces to comply with city requirements. Diamond cut-outs acceptable. 3) Relocate trash enclosure area to a location where people aren't constantly walking by. 4) Need for continuity along entire building. 5) Balconies to be redesigned to restrict their view to the residential area on the south. Motion carried 4-1, Commissioner Holden abstaining. 3. CASE NO.: PP 90-25 APPLICANT (AND ADDRESS): SMITH PARTNERS, 28924 Front Street #103, Temecula, CA 92390 NATURE OF PROJECP/APPROVAL SOUGHT: Preliminary approval of plans for four concrete tilt up industrial buildings LOCATION: East side of Beacon Hill at Mayfair Drive ZONE: S.I. chairman Gregory noted that the honeysuckle in lieu of lawn would not work. 7 MIN[TTES ARCHITE IURAL REVIEW CU44ISSION NM94 ER 27, 1990 Action: It was moved by Commissioner Holden, seconded by Commissioner McCrea, to grant preliminary approval of the architectural plans only with the following conditions: 1) A more water efficient plan needed in lieu of the mass of honeysuckle. 2) Provide sun protection with the use of some type of trellis work or overhangs. 3) Use of different tones of color for each individual building. Applicant to return with color samples for commission approval. 4) Screening of roof mounted equipment. 5) Trash enclosure does not reflect proper size to meet city's recycling requirement. Landscaping and site plans to be restudied and submitted to oc mtission for approval. Motion carried 5-0. C. Cases Added to Agenda: 1. CASE NO.: 1881 SA APPLICANT (AND ADDRESS): THE CHILDREN'S SHOP, 73-100 El Paseo, Suite 3, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of store frontage business identification signage LOCATION: 73-100 El Paseo, Suite 3 Material would be stucco on a structural cantilever awning. Commissioner Urrutia liked what the applicant had done. He did, however, have some concerns with the cantilever and how far it had gone out. Action: It was moved by CmYnissioner Holden, seconded by CamLissioner Urrutia to approve the awning subject to cutting the main awning back to the property line and the adjacent awnings to step back from that point. Motion carried 5-0. 2. CASE NO.: 1882 SA APPLICANT (AND ADDRESS): FISC HER ARCHITECTURE CONSTRUCTION for CHICO'S, 75-140 St. Charles Place, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-100 El Paseo, Suite 4 8 MINUTES ARCHITECTURAL REVIEW Cla+IISSION NagEMBER 27, 1990 Frontage would be a glass pop out with a vinyl covered canvas awning, teal in color. Action: It was moved Commissioner Holden, seconded by Commissioner VanVliet, to approve the awning as submitted. Motion carried 5-0. V. MISCELLANEUUS: Phil Drell discussed questions from the landscaping staff regarding final approval of landscaping in the public right-of-ways. Chairman Gregory would like to have the final look at these plans and give staff input. Commissioner Holden thought that Eric Johnson's and Frank Gonzalez's decisions could be challenged as they are not licensed. Commissioner Urrutia felt that the idea is to have guidelines that are compatible that both commission and staff could work with. Mr. Drell noted that the city had hired an organization to put together a landscaping manual. Chairman Gregory requested to see this manual before final publications are made. Commissioner Urrutia asked about the city's views on requiring licensed architects when submitting plans. He noted that commission looks at work from both unlicensed and licensed architects. Mr. Drell replied that all final structural drawings must be prepared by a licensed architect or structural engineer. He added that staff follows the guidelines provided by the state. Commissioner Holden rued that after the first of the year all plans will have to be stamped showing the expiration date of the license. Commissioner Holden felt the city should adopt an ordinance stating that only licensed architects are to be used. Mr. Drell suggested that if commission felt strongly about the issue they could adopt a resolution and staff take it to council. Commissioner Holden requested that the architectural firm be shown on all plans when they came before the commission. He also felt the name of the designer be added to the actual application. Commission asked that this item be placed on the December 11, 1990 agenda for further discussion. VII. ADJOURNMEM The meeting adjourned at 3:10 p.m. SMITH ASSOCIATE PLANNER SS/db 9
