APPROVAL OF NI MUTES: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the minutes of the September 25, 1990 meeting as amended. Motion carried 3-0-1, Commissioner McCrea abstaining. III. MISCELLANEOUS A portion of the following case was heard at this time as the applicants were scheduled to meet with the city staff at 1:00 p.m. regarding their Development Agreement: 1. CASE NO.: PP 90-21 APPLICANT (AMID ADDRESS): SUNRISE DESERT PARTNERS, 42-600 Cook Street, Suite 200, Palm Desert, CA 92260 NATURE OF PROJEC-r/APPROVAL SOUGHT: Preliminary approval of unit and landscape plan for country club development LOCATICN: South of Country Club, North of 42nd Street, East of El Dorado, West of Oasis Drive ARCHITEVIURAL OC"-nSSION OCTOBER 9, 1990 ZONE: PR-5 The representatives presented the various elevations and landscaping plans for the proposed 1270 unit country club with 36 hole golf course. The remainder of this presentation to be heard at it's regular time on the agenda. IV. CASES: A. Final Drawings: 1. Action: It was moved by Cannissioner McCrea, seconded by Commissioner Urrutia, to approve the signage as submitted. Motion carried 4-0. 2. CASE NO. 1837 SA APPLICANT (AND ADDRESS): ANN WOW, for PRINCESS NAILS, 73-360 Highway 111, Unit #8, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Business identification sign LOCATIONI: 73-360 Highway ill, Unit #8 ZONE: Cl S.P. Jeff Winklepleck presented colored drawings of sign showing white letters on a blue background. Camiissioner Urrutia asked how the sign would be attached. Mr. Winklepleck noted that it will be attached to the Sports Fever building and he assured canmission that the building department will be inspecting the actual construction. 2 „r+ 001 MINUTES ARCSITECiURAL COMMISSION OCrOBER 9, 1990 Action: It was moved by Commissioner McCrea, seconded by Commissioner Holden, to approve the business signage as submitted. CASE NO.: 1834 SA APPLICANT (AND ADDRESS): IMPERIAL SIGN COMPANY for MARMI GRANITI, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECP/APPROVAL SO[GM: Business identification sign LOCATION: 73-655 El Paseo, Suite L ZONE: Cl S.P. Staff reported that the proposed business signage would be gold 14” reverse channel letters. Action: It was moved by Commissioner Urrutia, seconded by Commissioner McCrea, to approve the business signage as submitted. Motion carried 4-0. 4. CASE NO.: 1835 SA APPLICANT (AND ADDRESS): JACK RUDKICK for JACQUE ET CIE, 73-990 El Paseo #8, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Business identification sign on existing awning LOCATION: 73-990 E1 Paseo #8 ZONE: Cl S.P. Staff noted that the awnings face the parking lot. Chairman Gregory stated that he did not recommend signage on both awnings adding that there was not much pedestrian traffic at this location. Action: It was moved by Commissioner Urrutia, seconded by Chairman Gregory, to approve the signage for the front of the awning only. Motion carried 4-0. 3 MINUTES ARCHITECTURAL CU4 IISSION OCTTOBER 9, 1990 5. CASE NO.: 1836 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for EL PASEO COLLECTION NORTH BUILDING, Pinyon Pines, Box 69, Mountain Center, Ca 92361 NATURE OF PR0JBC1!/APPROVAL SCUGHT• Approval of awnings with signs LOCATION: 73-100 El Paseo ZONE: Cl S.P. Staff presented photos of building location with proposed awning noting that there was no signage at this point. The fabric would be an oatmeal color to match the building. The applicant, Ernie Brooks, informed committee that future signage would be black letters on the oatmeal colored awning with the signage only being placed on the front corner. The proposed four awnings would be for one tenant only. Action: It was moved by Commissioner Holden, seconded by Commissioner McCrea, to approve the awnings as submitted without signage. Applicant to return to staff for approval of future signage. Motion carried 4-0. 6. CASE NO.: 1839 SA APPLICANT (AND ADDRESS): SIGNS BY MEL for CARROS INTERIORS, 73- 956 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification sign LOCATION: 73-956 El Paseo ZONE: Cl S.P. Action: It was moved by Commissioner Holden, seconded by Commissioner McCrea, to approve the business identification signage as submitted. Motion carried 4-0. 4 o MINUTES ARCIiITE C URAL COMMISSION OCPOBER 9, 1990 7. CASE NO. 1832 SA APPLICANT (AND ADDRESS): RICHARD NELSON for COUNTESS MARA, 73- 375 E1 Paseo, Suites M & N, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings with signage LOCATION: 73-375 El Paseo, Suites M & N 7.ONE• Cl S.P. Mr. Winklepleck reported that the applicant was requesting two awnings to be placed one on the front and one on the rear of the building. The front awning would have support posts located 2 feet from the curb face. Chairman Gregory noted that the committee has a policy regarding awnings supported by posts and felt that these posts would be better located at the center of the building. The commissions concerns were that this awning was located adjacent to an archway entering the building. The signage would read "Countess Mara" on the sides and "C.M." with a crown logo on the front, all 8 inches high and backlit using single tube fluorescent. The business identification sign will be shiny brass in color with 12 inch individual gatorboard letters. Action: It was moved by Commissioner McCrea, seconded by Commissioner Holden, to approve the brass signage as submitted. Notion carried 4-0. Commissioner Urrutia felt that a 13' awning was too long and not necessarily needed for shade as the building was located on north side of El Paseo. He felt the same thing could be accomplished without such massiveness. The applicant, Gary Owens, stated that the applicant would be willing to use the same type awning which was recently approved for Loran Loran. This alternate awning would extend out about 5' . Chairman Gregory asked if the applicant would prefer the signage on the front or sides of the awning. The applicant preferred the sides. Action: It was moved by Commissioner Urrutia, seconded by Commissioner McCrea, to approve the alternate awning design of the cantilever nature extending 5' with the signage on the sides only. Approval was granted on awning at rear of building as submitted. Notion carried 4-0. 5 err► °4"We MINUTES ARCHITECTURAL COMMISSION OCTOBER 9, 1990 8. CASE NO: 1825 SA APPLICANT (AND ADDRESS): FRUGIS, 73-375 E1 Paseo, Unit G, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised canopy and signage LOCATION: 73-375 El Paseo, Unit G ZONE: Cl S.P. Chairman Gregory asked what material was used to support the canopy. The applicant wanted to use some type of small rope, however, with the desert winds, he felt there needed to be a small rigid rod. The applicant noted that the metal color would be an anodized aluminum, matching the gray colors throughout the exterior of the building. Commissioner Urrutia suggested the use of either the teal or the gray for the rod and rib working throughout the awning. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the signage and awning subject to the exposed metal pieces of the awning being finished in the same color of gray trim on the building. Notion carried 4-0. 9. CASE NO.: 361 C APPLICANT (AND ADDRESS): LE PAON, 45-640 Highway 74, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOMIT: Approval of granite and exterior colors LOCATION: 45-640 Highway 74 ZONE: PC-4 The applicant noted that they are excluding the exterior lighting as discussed previously. Action: It was moved by Commissioner McCrea, seconded by Commissioner Urrutia, to approve the material colors and granite as submitted. CASE NO.: 1833 SA APPLICANT (AND ADDRESS): PALM SPRINGS SHADE for TAROLA'S, 5000 Calle San Raphael, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Recovering of existing awning LOCATION: 73-520 El Paseo, Suite 1C ZCNE• C1 S.P. The applicant is asking to recover an existing awning in green with 8" white letters reading "Tarola's". Action: It was moved by Commissioner Holden, seconded by Commissioner McCrea, to approve the awning subject to the stripe continuing along the entire awning with the word "Tarola's" being placed perpendicular to the E1 Paseo side of the awning only. Motion carried 4-0. 11. CASE NO.: 1809 SA APPLICANT (AND AUXES.S): IMPERIAL SIGN COMPANY for SUNSHINE HARDWARE, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of wall mounted cabinet sign LOCATICN: 73-488 Highway 111 (N.W. corner of San Pablo and Highway 111) ZCNE• Cl S.P. Phil Drell noted that the applicant originally wanted to place a monument sign on this corner; however, with the problems created through the public works department, they are now requesting that one of the monument signs now be placed on the building itself. Action: It was moved by Commissioner Holden, seconded by Commissioner, McCrea, to approve the placement of one wall mounted cabinet sign on the far north side of the building. CASE NO.: PP 90-20 APPLICANT (AMID ADDRESS): NELCON, INC., Post Office Box 300, La Quinta, CA 92053 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised plans for an 11 unit apartment complex LOCATION: Northeast corner Abronia Trail and Sunset Lane ZONE: R-3 Mr. Drell reported that the landscaping was increased in the parking area as previously requested by commission. The applicant noted that a 4' turn around was added by slanting the buildings as previously suggested by ccmmission. Commissioner Urrutia asked what material was being proposed for the parking lot. The applicant replied that it would be asphalt with stamped concrete at the entrance. C,onmissioner Urrutia noted that on the long term, it would more costly to maintain the asphalt than concrete. Commissioner Urrutia questioned the trash enclosures. The applicant spoke with John Wohlmuth and noted that since each building is located on individual lots, he will need trash cans for each building with one recycling bin provided for the entire project. Action: It was moved by C.cninissioner Urrutia, seconded by Commissioner McCrea, to grant preliminary approval of the revised submittal with the following conditions: 1) In parking area use of 15 gallon ficus benjamina with 4" wide by 4' long perforated PVC pipe placed vertically for deep watering with bubblers at the top of each pipe. Root guard also to be used. 2) Screening of trash enclosure from the street. 3) Colored stamped concrete at entrance with gray concrete driveways throughout. Applicant to be able to return to commission with price comparisons on concrete versus asphalt driveways if the concrete becomes a hardship. CUP 90-17 APPLICANT (AND ADDRESS): LOUISE'S PANTRY, 44-491 Town Center Way, Palm Desert, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised proposal to enclose existing patio dining area LOCATION: One Eleven Town Center ZONE: PC (3) S.P. Case was continued as applicant was not present. 14. CASE NO.: 1823 SA APPLICANT (AND ADDRESS): AMERICAN AWNING CCHPANY for CARL MARTIN'S DESERT SHOP, 44-489 Town Center Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Continued request for awning LOCATION: 73-890 El Paseo ZONE: Cl S.P. The representative frcm American Awning was present stating that he had gone back to Mr. Martin with the commission's motion from the previous meeting and was back before the ccmTmssian asking for a reconsideration of the awning request. Chairman Gregory asked if any changes had been made and the applicant replied that there were not. Commissioner Urrutia felt that the comients made at the last meeting were still valid. Action: It was moved by Commissioner Holden, seconded by Commissioner McCrea, to deny the request based on the reasons stated at the September 25, 1990 meeting. Motion carried 4-0. 15. CASE NO.: 1804 SA APPLICANT (AND ADDRESS): NRS OF PALM DESERT, 44-250 Monterey Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised signage 9 Numode MINUTES ARCHITECTURAL OCR-IISSIC N OCTOBER 9, 1990 LOCATICN: 44-250 Monterey Avenue ZONE: O.P. Commission discussed the approved location of the signage. Chairman Gregory felt that the blue plexi-glass letters would be quite visible if moved to the right of the entrance. Action: It was moved by Commissioner Urrutia, seconded by Commissioner McCrea, to approve both business identification signs mounted lower at the sides of the two (2) entrances. Motion carried 3-0- 1, Commissioner Holden abstaining. r fir. 16. CASE NO.: PP 90-21 APPLICANT (AND ADDRESS): SUNRISE DESERT PARTNERS, 42-600 Cook Street, Suite 200, Palm Desert, CA 92260 NATURE OF PR11ECT/APPR0VAL S=W: Preliminary approval of unity and landscape plan for country club development LOCATION: South of Country Club, North of 42nd Street, East of El Dorado, West of Oasis Drive ZONE: PR-5 The representatives from Sunrise continued their presentation on the country club development. Action: It was moved by Commissioner Holden, seconded by Commissioner McCrea to grant preliminary approval of the landscape plan with further study to be placed on wall relief. Notion carried 4-0. C commissioner Urrutia would be more open to seeing the wall itself move rather than some design on the wall. The applicant noted that all the landscaping will be maintained by the Hanx=ers Association. Commissioner Urrutia was concerned with the straight walls on the 2-story units asking for some additional relief. Commissioner Urrutia felt a better mix was needed on the street scene throughout the development. 10 +w `_ MINUTES ARCHITBCTURAL COMMISSION OCTOBER 9, 1990 Action: It was moved by ComLissioner McCrea, seconded by Chairman Gregory, to grant preliminary approval of architectural plans as submitted. Notion carried 3-1, with Commissioner Urrutia opposing.
