The meeting was called to order at 12:25 p.m.

II. APPROVAL OF :
It was moved by Commissioner Holden, seconded by Commissioner Urrutia,
to approve the minutes of the October 9, 1990 meeting as submitted.
Motion carried 4-0-1, Con nissioner VanVliet abstaining.
III. MISCELLANEOUS:
Deputy City Clerk, Mary Frazier, swore in new Commissioner, Christopher
Van Vliet, to office.

APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for EL PASEO COLLECTION

LOCATION: 73-100 El Paseo
Mr. Drell reminded comu.ssion that awnings for El Paseo Collection
North were previously approved without signage. The applicant is now
requesting signage reading "Mondi" in 3-1/2" red letters. C.cxm fission
had approved black lettering for future signage at this location. The
applicant requested a total of five signs.
Commissioner Urrutia's only concern was the number of signs. He felt
if the color was more subdued, he would not have a problem with the
number of signs. He suggested more of an earth tone.
Commission approved the five (5) signs with staff to grant final
approval of color which was to be toned down from the proposed red.
Motion carried 5-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signs
LOCATION: 72-705 Highway 111, Suite C
ZONE: Cl
Mr. Drell noted that this property had previously gone before the
Planning Commission and City Council with regards to the Great
Western signage. Great Western has used up most of the allowed
signage for this building. Mr. Drell felt that this building
ended up with approximately 15' left for signage and the proposed
signs for Unique Realty shows approximately 35 square feet.
Commissioner Urrutia did not have a problem with the graphics;
however, would rather see something smaller in scale.
Action:
It was moved by Commissioner VanVliet, seconded by Commissioner
McCrea, to grant approval of the signage directing staff to refer
to the Great Western/Immediate Care Center file to determine the
allowable size remaining for signage at this location. Motion
carried 5-0.
2. CASE NO.: PP 90-24
APPLICANT (AND ADDRESS): JAMES WALKER c/o RICHARD FISCHER

NATURE OF PROJECT/APPROVAL SOUGHT: Remodel of, and addition to,
calmercial building
LOCATION: Southeast corner El Paseo and Sage

Phil Drell discussed the elevations of the proposed remodel and
addition. The applicant indicated that each slop will be coming
back to the commission for their individual frontage signage
approvals.
Commissioner Urrutia noted that because of the looks of the two-
story building it lends itself to a mixed use complex. He felt
something should be done identifying the first floor fran the
second floor. Commissioner Urrutia suggested that if the first
floor was brought out sane it would put more emphasis on the lower
floor. Commissioner Holden suggested the possibility of
screening the second floor. Commissioner Urrutia wanted to see
something done on the first floor making it more conducive to
retail.

Action:
It was moved by Cammissioner Urrutia, seconded by Commissioner
McCrea, to continue the request directing the applicant to address
the possibility of bringing out the first floor, or screening the
second floor in some way, placing more emphasis on the lower floor
of the building making it more conducive to retail. Motion
carried 5-0.
B. Preliminary Plans:

for an 80,000 square foot commercial retail development
LOCATICN: Southeast corner of Fred Waring Drive and Town Center
Way

Jeff Winklepleck reported to commission that staff had been
working with the applicant on placement of additional landscaping,
including islands throughout. Commissioner Urrutia felt the
applicant had done a nice job with the back side of the building,
however additional landscaping was needed for softening.
The applicant noted the 6' existing wall along Fairhaven where
Commissioner Holden thought additional trees should be planted.
Commissioner Holden discussed the need for more of a design
concept to the landscaping. Cam lssioner Urrutia added that he
was looking for more creativity in the landscaping as a theme,
more grouping of trees. The applicant replied that the heads of
the trees would be open allowing you to look through them to view
the architecture. Chairman Gregory directed applicant to work
towards the use of a water efficient landscaping design, not
necessarily cactus and rock. Commissioner Urrutia referred to the
city's median islands as a good example.
Commissioner Holden directed applicant to screen the parking lot
from the street. Commissioner Urrutia suggested a meandering
sidewalk. He added that the project needed sane basic elements
that will stand out in scale to identify the project putting in
proper scale. The applicant also needs to look at the project
where once you have parked and are walking into the building you
will need a smaller scale corrider that can be viewed by the
people entering the building.

Action:
It was moved by Commissioner Holden, seconded by Commissioner
Urrutia, to grant preliminary approval on the architectural plans
continuing the landscape plans directing the applicant to increase
the landscaping and address the following:
1) Need for a design concept in landscaping rather than just
trees on center.
2) Additional landscaping on the back of the building needed for
softening.
3) Addition of islands in back of building.
4) Additional trees placed along 6' existing wall along
Fairhaven for screening of adjacent single family
developments
5) Parking lot to be screened from the street
6) Possible meandering of sidewalk
7) Planters could be placed against front of building where
there are no windows. These trees to be clustered.
8) Use of water efficient landscape design.
Motion carried 5-0.
VI. MISCELLANEOUS:
OUS:
Chairman Gregory discussed his concerns with improper spray systems
being installed on approved projects. He replied that the com-nission
was relying on the Coachella Valley Water District to inspect and
approve these systems; however, felt that an irrigation plan should be
submitted with landscaping plans to the city. Commissioner Urrutia did
not feel it was the commissions position to approve the irrigation
plans. He felt that there should be more emphasis on checking the
irrigation system when the architect pulls building permits or have the
systems reviewed by Eric Johnson's office prior to the landscaping
plans being brought before the commission.
Chairman Gregory asked that staff put something in writing to
distribute to the architects informing them of what irrigation systems
are to be used adding that the intent was to get away from spray heads.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Holden,
to recommend the following policy:
1) Staff member, Eric Johnson, review the working drawings for
the planting and irrigation for conformance to water efficient
planting before coning to Architectural Review.
2) Staff to make sure that the applicants are aware of this
process when they take out their applications.
Notion carried 5-0.

Mr. Drell felt that the landscaping plans should be submitted
immediately to Eric Johnson while the plans are being checked through
the building department.
Commissioner Urrutia noted that since the commission's desire is to go
with water tolerant planting they should, as a commission, be more
vocal giving stronger direction to the applicant. He added that there
are certain areas where lawn is necessary; however, as in commercial
projects, the commission should start to focus on more native planting
and the many desert varieties. Commissioner Urrutia felt that
commission should direct staff to inform applicants of this direction.
He felt that this direction would assist staff once they knew what
position the commission takes in regards to use of lawn. Chairman
Gregory did not think this was necessary, as he felt there were some
areas where lawn is needed.
Mr. Drell noted that Eric Johnson and the Coachella Valley Water
District created a booklet on desert planting which staff distributes
to all applicants. He concluded that a more formal handout will be put
together on the landscaping philosophy.
