Mr. Smith indicated that the public works department was concerned
with the location of the proposed sign as it would be located
within the public right-of-way. Staff recommended that the sign
request be continued until public works could study this issue.
Applicant, Jim Engle, noted that the sign would be a 4' high wall.
Commissioner Urrutia noted that this was a very prominent corner
and should be enhanced as much as possible. He felt the area
could be upgraded with additional landscaping, providing a better
background for the monument sign. Commissioner Urrutia added that
the corners at each end of the sign would not be a problem;
however, the point of the sign, at the center, would be
encroaching on the public right-of-way.

Mr. Jack Lindsay of Sunshine Hardware stated that by placing the
new awning on the building, it forced the removal of his business
signage and he was now trying to produce same type of identifi-
cation. Chairman Gregory felt that a curved type monument sign
would be much more attractive on this corner. Commissioner
Urrutia agreed and added that he would like to see a more
permanent type structure.
Action'
It was moved by Commissioner McCrea, seconded by Commissioner
Urrutia, to continue the request directing the applicant to
address the encroachment issue, the lack of landscaping and the
need for scmething more substantial at this prominent corner.
Motion carried 4-0.
2. CASE NO.: 1815 SA
APPLICANT (AMID ADDRESS): MAISON ELECTRICAL SERVICES for TOYS 'R

NATURE OF PROJECT/APPROVAL SOUGHT: Fascia signs color change
LOCATION: Highway 111 at Fred Waring
ZONE:
Commission felt that the installed yellow letters produced a too
intensive light which the previously approved purple letters would
not. They added that the purple blends better with the remainder
of the letters.
Following extensive discussion, the applicant, Mr. Marsten,
requested that the application be withdrawn. Commission gave
applicant thirty (30) days to ccmply with the approved signage.
3. CASE NO.: 361 C
APPLICANT (AND ADDRESS): LE PAON, 45-640 Highway 111, Palm
Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Renovation and remodel of
restaurant
LOCATION: 45-640 Highway 74
ZONE: PC-4
Commissioner Urrutia asked about the colors to be used on the new
building. The applicant, Mr. Sean Abaii, noted that it would be
off white. Commissioner Urrutia suggested the use of another tone
to accentuate perhaps the band or the entry.

Mr. Abaii noted that the parapet on the front of the building will
protrude about 6" and he is thinking about incorporating some type
of lighting that will be hidden under this parapet enhancing the
landscaping below. Ccmmissioner Holden noted that the commission
will need to see the details on the working drawings for this
lighting.
Action:
It was moved by Commissioner McCrea, seconded by Commissioner
Urrutia, to grant preliminary approval of the renovation and
remodel of the restaurant. Motion carried 3-1, Chairman Gregory
abstaining.
Commissioner Urrutia noted that the lighting, the type of
material being used and the colors are still being
considered. Mr. Abaii requested that he be allowed to come
back to commission with a proposal for the signage, lighting
and materials to be used.
4. CASE NO.: PP 89-12

Mr. Drell reported that the applicant has added small lights over
the entries which has now created problems with the installation
of awnings. Mr. Metsovas requested a new type of awning that will
fold back against the wall. Chairman Gregory noted the concerns
regarding the back of this building in that it is the front for
the businesses located on Allesandro adding that this is an
important element, not just a back door. After reviewing several
proposals, the following action was taken:
Action:
It was moved by Commissioner Urrutia, seconded by Ccmmissioner
Holden, to approve proposed teal collapsible awnings at 3-1/2"
high by 7' wide. Motion carried 4-0.

LOCATION: 73-080 El Paseo
ZONE: C-1
Mr. Smith reported that commission approved the store front
remodel and it was now completed including the signage above the
entry. The applicant is now requesting an awning that will extend
out 13' from the face of the building to the curb. Staff concerns
were that this is the westerly unit of the building and this
awning could block the adjoining businesses.
Staff suggested that with the previously approved signage, a done
type awning be approved only extending 3' to 4' from the face of
the building. Commissioner Urrutia added that because of its
location and the concerns of the adjacent shops, it would be more
compatible with the building to have a smaller awning without the
posts.
Commissioner Urrutia felt that this redundant signage would need
to be addressed considering the previously approved signage
already installed.
Action:
It was moved by Commissioner McCrea, seconded by Commissioner
Holden, to continue the request directing applicant to submit
letters from adjoining tenants stating their ccmmments on the
proposed awning. Motion carried 4-0.
Commissioner Urrutia felt that this answer was not satisfactory in
this case and was opposed to having posts in the sidewalk.
6. CASE NO.: PP 90-19
APPLICANT (AND AMRESS): JOE KRAVICH c/o OLIPHANT DESIGN Cam,

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
building elevations for car care center
LOCATION: Northwest corner of 42nd and Eclectic
ZONE: S.I.
Mr. Drell discussed the conditions noted on this case from the
August 28, 1990 meeting. The material will be a painted gray
precision block with split face trim. The metal roll-up doors
will be painted baked off-white.

Commissioner Holden was concerned with being able to see the
disabled vehicles that would be sitting throughout the parking lot
area. Commissioner Urrutia would like to see more trees to break
up the blank walls.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner
Holden, to grant preliminary approval of the architectural plans
submitted with the following conditions:
1) A 6' wall be placed along Eclectic side of the building with
an alternate pattern of masonry and wrought iron.
2) A minimum of 4' high masonry wall.
3) Additional landscape in conjunction with the wall in the form
of trees rather than shrubs for a long term screening effect.
Notion carried 4-0.
7. CASE NO.: CUP 90-17
APPLICANT (AND ADDRESS): LOUISE'S PANTRY, 44-491 Town Center
Way, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of proposal to
enclose existing patio dining area
LOCATICN: One Eleven Town Center
ZONE: P.C. (3) S.P.
Note that the applicant was not present. Commissioner Holden
noted his concerns with this restaurant patio being on a main
street at the entrance of the center. Commission felt the
proposed enclosed patio would not enhance the architecture of the
building.
Action:
Moved by Commissioner McCrea, seconded by Cc mmmissioner Holden, to
deny the request. Notion carried 4-0.

Phil Drell presented plans for proposed awning.
Action:
It was moved by Commissioner Holden, seconded by Commissioner
McCrea, to approve awning as submitted. Motion carried 4-0.

Commissioner Urrutia discussed the various changes that could be
made on the material uses for the building frontage.
Action:
It was moved by Commissioner McCrea, seconded by Camiissioner
Urrutia, to continue the plans for architectural design directing
applicant to restudy the materials to be used and the facade
design. Commission approved back lit brass letters as submitted.
Motion carried 4-0.

NATURE OF PROJECT/APPROVAL SOMM: Preliminary approval of
architectural plans for 22 unit senior apartment project
LOCATION: 44-500, 44-530 and 44-532 San Rafael

Phil Drell discussed the recc mendations submitted by the Fire
Department in the parking lot area. The applicant, Mr. Wiggins,
noted that planters have been added along with additional wall
treatments with landscaping. Mr. Wiggins noted where the
necessary changes were made as requested by commission on the
handicap units and their parking spaces.

Commissioner Urrutia would like to see the trash enclosure
designed to provide pedestrian access. Mr. Drell noted that the
actual details show that this had been done.
Action:
It was moved by Commissioner Holden, seconded by Commissioner
McCrea, to grant preliminary approval of architectural plans as
resubmitted. Preliminary landscape plans to be submitted for
approval. Notion carried 4-0.
