CASE NO.: 1818 SA APPLICANT (AND ADDRESS): CHIEF SIGN CRAFTS for TOPLINE NAILS, 85- 951 Highway 111, Coachella, CA 92236 NATURE OF PROJECT/APPROVAL SCUGRr: Approval of two (2) single face illuminated business identification signs LOCATION: 73-679 Highway 111 ZONE• Cl Applicant presented neon material sample noting that the flower logo would be eliminated. He added that the sign would be off at night (after 6:00 p.m. ) stating that the sign would only be lit during the daytime business hours. Commissioner Urrutia asked that the bright pink neon be toned down to a lighter color pink or salmon, which the applicant agreed to do. The applicant added that a rheostat would be installed which would enable him to control the brightness. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the signs as submitted based on the word "Nails" being a painted background and the neon only be lit during daytime business hours. Motion carried 4-0. 3 MINUTES ARCHITECTURAL REVIEW 0CV IISSION SEPIEMBER 25, 1990 2. CASE NO.: CUP 89-13 APPLICANT (AND ADDRESS): PAMELA SMALLWOOD, 71-111 La Paz Road, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUQH: Final working drawings for child care center LOCATION: Northwest corner of Portola Avenue and Country Club Drive ZONE: O.P. Ms. Smallwood discussed the changes made with regards to the staff concerns noted on staff report. Chairman Gregory and Commissioner Connor outlined to Ms. Smallwood where additional trees were needed to meet the city's parking lot shade tree requirements. Chairman Gregory discussed the entry area expressing his concerns with future problems that could arise with the rosemary planting as submitted. Ms. Smallwood noted the temporary landscaping which would be removed once Phase II of the project begins. Chairman Gregory noted that the size of the plants at the entry are quite small and needed to be a minimum size of 24" boxes. Chairman Gregory was concerned with the lack of landscaping provided along the parking spaces. Mr. Smith noted that the minimum landscaping for a planter along the parking spaces is 41 . Action: It was moved by Ccmmtissioner Urrutia, seconded by Commissioner Connor, to grant final approval of the submitted building working drawings, continuing the landscaping plans directing the applicant to address the following concerns: 1. Placement of additional trees needed to meet city's shade tree requirements. Trees to be aligned with parking lot stripes. 2. Restudy of entry area. Commission noted future problems with rosemary and size of plant material. 3. Size of planters along parking spaces. Should be a minimum mum of 41 . 4. Planting fewer but larger trees along north wall. Motion carried 4-0. 3. CASE NO.: 1809 SA APPLICANT (AMID ADDRESS): IMPERIAL SIGN COMPANY for SUNSHINE HARDWARE, 46-120 Calhoun Street, Indio, CA 92201 4 MENLYIES ARCHITECTURAL REVUW OCNMISSION SEPMMER 25, 1990 NATURE OF PRaIBCT/APPROVAL SOUGHT: Approval of revised monument sign LOCATION: 73-488 Highway 111 (N.W. corner San Pablo and Hwy 111) ZCM: Cl S.P. The case was continued as applicant was not present with the revised plans. 4. CASE NO.: 1805 SA APPLICANT (AND ADDRESS): LORAN LORAN, 73-080 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOLUM: Approval of revised awning addition LOCATION: 73-080 El Paseo ZONE: C-1 The applicant, Gary Owens, informed commission that he had received approval in writing from the adjoining tenants for the proposed awning. Commissioner Urrutia reiterated that he didn't have a problem with the idea of support columns if they were more towards the center of a building and part of an architectural feature. He added that there is more of a chance that a future tenant might object to this awning later. Commissioner Connor felt that the awning did not tie in with the architectural elements that are there now. Commissioner Urrutia asked why it was necessary for the awning to extend out to the street. He felt it would be needed if there was a restaurant at the location using this awning for valet parking or a porte cochere. Commissioner Urrutia felt the awning now made the business over-signed. He added that the city was trying to be consistent in giving every business an equal opportunity to advertise, and by allowing one business to be able to go out to the street with an awning would be defeating the idea of being consistent along the street. The applicant replied that the large awning was requested by the owner because of the small entry to her business. Mr. Owens indicated that he thought the commission would have a concern with the awning extending out to the street with the support posts and therefore presented Option "B". This option was a 51x5' vanilla colored awning with green letters. 5 ARCHITECTURAL REVIEW COWISSION SEPTE R 25, 1990 Action: It was moved by Cc nnissioner Holden, seconded by Commission Connor to approve Option "B" awning, vanilla colored with green letters. Motion carried 4-0. 5. CASE NO.: 1823 SA APPLICANT (AND ADDRESS): AMERICAN AWNING COMPANY for CARL MARTIN'S DESERT SHOP, 44-489 Town Center Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOU(M: Approval of awning LOCATION: 73-890 el Paseo ZONE: Cl S.P. Commissioner Urrutia asked about future intentions to add signage to the awning. The applicant replied that there would be no signage as the awning was to identify the center of the building only. Chairman Gregory noted that this awning would not be functional as there were no entry doors under the awning and it would be extending out over the existing shrubbery. Commissioner Urrutia understood what the applicant was trying to do but he did not feel this was the solution. He saw the need for something more drastic to change the building itself in order to create the entrance appearance needed. Commissioner Urrutia wanted to see a more permanent alteration. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the awning request directing the applicant to restudy the awning. Motion carried 4-0. 6. CASE NO.. 1825 SA APPLICANT (AND ADDRESS): AMERICAN AWNING 00. and SIGNS BY MEL for FRUGIS, 44489 Town Center Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPMM SOLKM:A Approval of canopy and signage LOCATION: 73-375 E1 Paseo, Unit G ZONE: Cl S.P. Commissioner Urrutia thought the awning was a good solution but was concerned with it blocking the proposed signage above the awning. The two different applicants were not aware of each others proposal for this location. Action: It was moved by Commissioner Urrutia, seconded. by Commissioner Connor, to continue the request directing the two (2) different applicants to restudy their combined proposals. Motion carried 4- 0. 7. CASE NO.: PP 90-20 APPLICANT (AND ADDRESS): NELCON, INC., Post Office Box 300, La Quinta, CA 92053 NATURE OF PRO► BCP/APPROVAL SOUGHT: Preliminary approval of plans for an 11 unit apartment complex LOCATION: Northeast corner Abronia Trail and Sunset Lane ZONE: R-3 Commissioner Urrutia was concerned with the driveway area and the alloted turn-around space. Mr. Smith noted that the open spaces at the end of the driveway are extra spaces, not required by the city. He felt the applicant could provide some type of turn- around area with additional landscaping to soften the area. Commissioner Urrutia would like to see some type of vertical elements on the buildings. Mr. Smith suggested the idea of slanting the two Building l's and adding landscaping in the open parking lot area. Commissioner Urrutia would also like to see planting added to the entry and between the garages. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to continue the preliminary plans directing the applicant to address the following: 1) Recycle bin area needed for trash enclosure 2) Lack of landscaping on the inside drive area needed for softening. 3) Provide some type of turn around area at the open spaces located at end of driveway 4) Restudy vertical elements 5) Possibility of slanting the two Building l's, adding landscaping in the open parking lot area Motion carried 4-0. 7 MUTATES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 25, 1990 8. CASE NO.: 1804 SA APPLICANT (AND ADDRESS): SIGNS BY MEL for NRS OF PALM DESERT, 945 Boardwalk, Suite B, Palm Desert, CA 92260 NATURE OF PROJEGTAITKYVAL SOUGHT: Clarification of approved signage color LOCATION: 44-250 Monterey Avenue ZONE: O.P. Steve Smith read the council motion directing the applicant to return to A.R.C. for clarification of color for signage. The applicant noted that the material to be used for the teal letters would not last as long as the plexi-glass material that would be used for the dark blue letters. Chairman Gregory felt the teal colored sign would be appealing on this building. The applicant informed commission that her client is insisting on not having the teal colored letters. Chairman Gregory advised the representative for the applicant that the commission was considering this matter as a de nova case; that is to say that the commission is reconsidering it anew. Commissioner Connor felt that the requested blue would provide too much contrast and that something less reflective would be preferable. Commissioner Urrutia felt that the requested blue would not provide too much contrast if it were moved lower on the building to the right side of the entry door. The signage would be too reflective if left up where previously approved. It was moved by Commissioner Urrutia, seconded by Chairman Gregory, to continue the sign request in order for the applicant to discuss with her client the blue letters being moved down to the side of the entry or use the teal letters at the previously approved location. Motion failed to carry. Mr. Smith then advised the applicant that she should request a continuance to discuss this matter with her client. Ms. Wacks declined to avail herself of this opportunity to seek a continuance and therefore the following motion was made. Action: Moved by Commissioner Urrutia, seconded by Chairman Gregory, to approve the blue colored plexi-glass letters with the condition that the signage be lowered to the right of the entrance door. Previous approval was rescinded. Motion carried 3-0-1, with Commissioner Holden abstaining. 8 �r NIWW ]MINUTES ARCHITECTURAL REVIEW COMMISSION IISSION SEPTEMBER 25, 1990 9. CASE NO.. CUP 90-17 APPLICANT (AND ADDRESS): LOUISE'S PANTRY, 44-491 Town Center Way, Palm Desert, CA 92262 NATURE OF PROJECT/APPROVAL SCUT: Approval of proposal to enclose existing patio dining area LOCATION: One Eleven Town Center ZONE: PC (3) S.P. Commission reopened the previous denial. Mr. Smith indicated that the applicant was back before the commission asking what direction he should take in enclosing the existing patio structure. He added that the enclosure would cut into the setback area. The applicant would have to receive architectural approval an the enclosure and then apply for a variance for the setbacks. Ccmmissioner Holden was concerned with the patio cutting into the setbacks, the fact that the patio is at the entrance to the shopping center and it that it looked like a temporary solution. He did not feel the proposed patio submitted was an acceptable solution. The contractor, Dave Price, indicated that he was now considering a wood frame stucco to match the building. The awning would match the currently existing awning extending over the glass atrium. He added that the windows would be able to slide open with an outside screening material. Ccmmissioner Holden added that the enclosed patios that have been approved by commission in the past have either been to upgrade the building or is located in the parking area where it would not be seen from the street. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to continue the request for approval of patio enclosure noting the following concerns: 1) The enclosure is cutting into the setback. 2) The enclosure is at an entrance to a shopping center and the submittal looks like the back of a restaurant. 3) The enclosure looks like a temporary solution. It does not tie in with the existing architecture of the building. Ccmnission felt the patio would tie into the building better if it were off set. 4) Consideration needed towards sun control. 9 MINUTES ARCHITECTURAL REVIEW C6MIIISSION SEPTEMBER 25, 1990 Motion carried 4-0. Mr. Smith informed applicant that he needed to go back to the planning commission requesting a longer continuance. V. Cortmission voted unanimously to add the following case to the agenda: 1. CASE NO.: CUP 89-12 APPLICANT (AND ADDRESS): CON DEL c/o CHARLES MARTIN, 40-840 Thunderbird Road, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument and tenant signage LOCATION: Northeast corner Santa Ynez and Alessandro ZONE. R-3 (4) The applicant, Richard Howard, requested approval for the project entry sign to be mounted on an existing wall at Santa Ynez Plaza. The letters would be 6" blue letters and mounted on a two-tone gray wall. The second request was for tenant identification signage in silver letters. Action: It was moved by Commissioner Holden, seconded by Ccmnissioner Connor, to approve the mounted wall sign and tenant identification signage as submitted. Motion carried 4-0. VI.
