Steve Smith noted that part of the solar protection was to be
provided with rear yard landscaping which was riow shatim on model
elevations. Mr. Smith suggested that at least one model use
drought tolerant landscaping without the use of lawns.
Conanissioner Conrwr asked if it were necessary to place lawn i.n
the side yards. Chairman Gregory felt it was r�t necessary.
Mr. Smith noted that the entry sign, previously suhnitted to
catmission, had been made in pre-cast concrete which will be
finished in stucco. Stucco color will match existirig wall.
Carunission discussed having at least one model shawing a water
efficient approach to landscaping, and 50� of the typicals to shcna
a water efficient plan. Chairman Gregory noted that this woul.d
not mean using just cactus and gravel, but a design that pays
attention to conserving water. Chairman Gregory r�ted that the
applicant would need to provide a palette indicating the trees to
be placed in the back yards. Conmissioner Urrutia did not have
any objection to a using a variety of tree species in the back
yards. The applicant indicated that the landscaping on Plan "D"
would be changed to a water efficient approach.

The applicant, Mark Ross, noted that the client was asking that
the existing rainbaw background sign be changed to match color of
buildi.ng and be moved to the right side of the building. Al1
lettering to be in brov�m. Comntissioner Connor asked about the
portion of the shutters that was removed to place the existi.ng
signage.
Action:
It was moved by Comnissioner Connor, seconded by C�nissioner
Urrutia, to approve the signage subject to the replacement of
shutters where existing sign will be remaved. Nbtion carried 5-0.

Applicant, Eva Sloan, presented revised plans. Ccnmissioner
Urrutia felt that the colored elevations were fine; Yiowever, noted
that at the previous meeting the c�tission had requested that the
side elevations be treated somewhat differently so that the
columns do not appear to be pasted on. Conmissioner Holden
informed Ms. Sloan that actual columns would be allawed if they

were used with an awning that was a non-combustible shade
structure. Camtissioner Urivtia was concerned with the windows on
the side of the buildi.ng. He felt depth should be added to the
sides of the building. As an example, c�nmissian stated that the
applicant use the concept on the rear elevation on the sides as
well. Co�missioner Urrutia suggested that the columns be moved
out scene. Ms. Sloan asked if she could anit the column.s entirely,
recessing the windows to add depth. Cammission did not have a
problem with this.
Chairman Gregory discussed the landscaping plans, n�ting the
followi.ng problems:
1) Sane oleanders are specified on the Highway 111 side of the
building which are medium size. These would grvw 15 feet or
higher and would block everything behind th�n• Sanething
smaller should be placed here.
2) A number of plants are not called out on the plan.
3) Pebbles or finely crushed gravel should be used in place of
the shredded bark.
4) Additional olive trees placed were fine.
5) Applicant needs to pravide detailed landscaping plan for the
parking lot conforming to city shade tree requirements.
Action•
It was moved by Cannissioner Connor, seconded by Ca�missioner
McCY�ea, to continue the architectural and landscaping plans
directing the applicant to address the concerns discussed above.
Nbtion carried 5-0.

Chairman Holden asked about the asphalt beirx� placed along the
property line and why landscaping couldn't be used instead.
Commissianer Urrutia agreed that there should be sane type of
visual barrier along the property line. He noted that the
applicant caruiot rely on the adj acent property avners to enhance
the area, adding that the sides shauld be treated just as the
front and back elevations. Caimissioner Urrutia suggested that
landscaping be continued around the project, rather than using a
wall. Chairman Gregory agreed that landscapirig should be added
along the east and west property lines. The applicant noted that

the block wall exists on the back property line.
Commissioner Urrutia asked about the location of the drainage
swale. The applicant nated that it could be moved back without
any problean.
CorYxn.issianer Urrutia noted that elevations were riot provided on
the coverecl cazport structure. These plans w�uld need to be
included in the proposal.
Commissioner Holden questioned the location of the handicapped
spaces. He felt they were riot to be placed where the handicapped
would have to go behind parked cars. The�e spaces should be
placed as close to the buildi.ng entrance as possible.
Camtissioner Urrutia felt the building was over-simplified and the
design needed more interest. He suggested bringing columns down
or adding sane undulations in the overhangs. Commissioner Holden
suggested placing trees in the undulations or possibly adding sane
mass to the entrance.
Commissioner Holden thought the west elevation looked like a
totally different building. He suggested canbining bays of glass
or something of that nature to make the west side lo�k a bit more
like the rest of the building. CamLissioner Urrutia wr�uld like to
see sccnething that looks a little more canpatible to the desert.
Cott�nissioner Urrutia directed applicant to place more effort on
planting around the building. This slx�uld include additional
trees. He added that a landscaping plan would need to be provided
for the parking area, confozming to city requirements on shade
trees. Commissioner Connor noted his concerns with the
• landscaping around the base of the building. He felt it looked
too light and w�uld like to see more lush landscaping here.
Catanissioner Urrutia thought planting should Ue placed between the
parking spaces under the carport structure.
Action•
It was moved by Co�lissioner McCYea, seconded by C�n.issioner
Urrutia, to continue the architectural and landscape plans
directing the applicant to address the conments outlined above.
Motion carried 5-0.

Ca�missioner Urrutia informed applicant that comnission wr�uld need
to see the actual carport design on the pro�ect, including
materials to be used. Camu-ssioner Holden noted that in the past
camiission has r�t approved a standard aluminum cazport structure.
They want to see something that has sane type of fascia.
Chairman Gregory was concerned with the elevations from the
street, noting that they looked unbalanced. He added that the
east and west elevations needed some type of overhangs.
CamLissioner Urrutia was concerned with the flat elevation, noting
that the design had not been carried out around the building. He
w�uld like to see the same type of treatment carried out around
the building. This wr�uld also give the opportun.ity to create some
type of sun protection on these elevations. The applicant
suggested the use of pop-outs with an eye braw and tile roof on
the eye brow that would blend in on these elevations.
Cornnissioner Urrutia felt that this might work, hawever, would
rather see the elements from the rest of the buildi.ng carried out.
Cammissioner Urrutia discussed the lack of massiveness on the
east/west elevations.
Co�missioner Holden asked about the lack of gates on the back
Hx�oden fences. The applicant noted that the gates were on the
fence, but were not sh�av,nz on the plans.
Ca�nnissioner Holden r�ted that the tallest surface was placed at
the edge of the lot, which looked awkward. He felt that this
large plaster wall would have to be broken up in scme way.
Chaizman Gregory outlined his concerns with the landscaping plan
ryoting that more detailed information was needed. He indicated
that the landscaping plan in front of the units and along the
parking stalls were m�ed with an assortment of shrubs that c�ould
riot work together. Caranissioner Connar wauld like to see sane
sort of theme in this planting. Chairman Gregory felt the
applicant needed a landscape plan designed by an architect before
ccx�mission could take a close look at the plans, noting that a
professional vaould work with the city's approach on landscaping.
Catmissioner Connor felt that the majority of the landscaping plan
boiled daHnz to a long terni maintenance probl�n. Chairman GregorY
rboted that the bottle trees in the planter areas w�ould need root
guards, as they are being placed in such naxraw planters.

Chairman Gregory suggested that the lawn use be cut back in the
parking area allawing a more water efficient plan. The applicant
asked about the use of gravel in this lawn area. Chaizman Gregory
noted that he would prefer r�ot to see this, and suggested the use
of pockets of gravel.
The applicant discussed the problems on leasing senior units, and
asked for commissions suggestions on reducing the costs of
building these units. Calmissianer Holden suggested removi.ng the
front court yard walls, thus taking advantage of the surrounding
landscaping. The applicant noted that these walls we�uld provide
privacy and security. Cami.issioner Holden suggested securing the
project fran the entrance. Canm.issioner Urrutia agreed with the
front security.
Action:
It was moved by C�.issioner McCrea, secanded by Conmissioner
Urrutia, to continue the plans subject to conditions noted above.
