APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the minutes of the July 23, 1991 meeting at amended. Motion carried 4-0-1 , Commissioner Holden abstaining. III. It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings: 1. CASE NO.: 368 C APPLICANT (AND ADDRESS): STUDIO FIVE ARCHITECTS & DESIGN for LUCKY STORES, 31511-A Camino Capistrano, San Juan Capistrano, CA 92675 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of architecture for enclosure of outdoor storage area LOCATION: El Paseo and Lupine Avenue ZONE: C-1 S.P. Commission approved the architecture only for the outdoor storage area. Landscaping plans are to be submitted for final approval . Commission felt that additional landscaping was needed to soften the wall . Commissioner Connor informed the applicant that if he wanted to retain the eucalyptus trees, the landscape plan should MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 1991 reflect this. Commissioner Holden directed the applicant to place some lower landscaping between the large trees as the area would now be seen from El Paseo. 2. CASE NO.: 1999 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for RISTORANTE CAFFE' MILANO, Pinyon Pines, Box 69, Mountain Center, CA 92631 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of seven awnings, one with signage LOCATION: 73-375 E1 Paseo, Suite Q & R ZONE: C-1 S.P. Staff reported that all the awnings would be 2'9" in height and 3 feet out from the building. The only signage would be located above the entrance. Commission approved the seven awnings with the condition that the signage above the awning be removed. 3. CASE NO.: 2000 SA APPLICANT (AND ADDRESS): IMPERIAL SIGN COMPANY for JONATHAN & ASSOCIATES, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification sign LOCATION: 46-620 Caroline Court, Suite 102 ZONE: S. I . 4. CASE NO.: 2001 SA APPLICANT (AND ADDRESS): PALM SPRINGS SHADE for HALLMARK T.V. , 1245 So. Gene Autry Trail , Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of dome awning with signage LOCATION: 74-465 Highway III 2 .►e MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 1991 ZONE: C-1 S.P. Applicant provided alternate colors for proposed awning. Commission noted their concerns with the loud colors chosen by the applicant on such a large awning. Commission noted that because of the large size of the awning, the maximum allowable letter size of 8" would not be proportionate. Commission approved the proposed dome awning with the following conditions: 1) Color of awning to be No. 1737 Mauve 2) 12" maximum letter size 5. CASE NO. : 2002 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for GALERIE d' ARTE, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-655 El Paseo, Suite I ZONE: Cl. S.P. Commission approved the awning with the following conditions: 1) Edge of awning to be pulled back to line up with the center of column 2) Capital letters at 12" with 8" lower case letters 6. CASE NO. : 2004 SA APPLICANT (AND ADDRESS) : SANDSTORM ART GLASS for ADRIATIC RESTAURANT (Bob Sipovac/Cucina Pasta) , 77-616 Calle Hidalgo, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification sign LOCATION: 73-540 1/2 Highway III ZONE: C-1 S.P. Commission approved the business identification sign subject to the neon being controlled by rheostat. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 1991 7. CASE NO.: PP 90-28 APPLICANT (AND ADDRESS): PEGGY AMES for ACACIA PROFESSIONAL BUILDING, 82-500 Highway 111 , Suite 3, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: Southeast corner of Acacia and Fred Waring Drive ZONE: R-1 (Proposed O.P. ) 8. CASE NO.: 2007 SA APPLICANT (AND ADDRESS): SIGNS BY MEL for REALTY WORLD/McLEAN CO. , 945 Boardwalk, Suite B, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification sign LOCATION: 44-550 Monterey Avenue ZONE: O.P. Commission felt that a small logo sign such as this could exceed the maximum three colors allowed by one color. Sign would not be lit. Commission approved the business identification signage subject to the use of some form of frame or half inch spacers to create relief from the building. B. Preliminary Plans: 1. CASE NO.: 369 C APPLICANT (AND ADDRESS): VALLEY CHRISTIAN ASSEMBLY, 73-979 Fred Waring Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plans for a 1716 square foot expansion LOCATION: 73-979 Fred Waring Drive 4 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 1991 ZONE: R-3 Commission approved the architectural plans for the expansion subject to the restoration of the landscaping as noted on preliminary plans. Final working drawings are to be submitted with actual landscaping for final approval . IV. CASES: A. Preliminary Plans: 1. CASE NO.: CUP 91-11 APPLICANT (AND ADDRESS): MAPLE LEAF PLUMBING HEATING & AIR CONDITIONING, INC. , Post Office Box 3653, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architecture only for remodel LOCATION; 44-865 Santa Ynez ZONE: R-3 The applicant discussed his revised plans with commission noting that he was trying to match the color scheme and landscaping of the building directly across the street. Commissioner Urrutia felt that what the applicant was now suggesting was not the best solution. Commission felt that something much better could be done with the buildings. Commissioner Connor noted that one concern that was discussed at the previous meeting was the need for some type of treatment to the sloped roof. He felt that the revised plans have gotten away from this. Commissioner Connor added that another concern was the first story treatment was in direct contrast with the second story. The concern was how to treat the slope. Commissioner Connor noted that it was not necessary to match any of the surrounding buildings. He felt there were some nice details in the original plan that were now lost in the revised plans. There were some changes in the elevations which gave the building a third dimension. Commissioner Urrutia agreed that the second solution was less satisfying than the first one. He felt the first set of plans showed much more interest. Commissioner Connor noted that the previous plans showed more detail , and therefore, had a lot more appeal to it. He felt that the revised plans were over-simplified and had lost some of the charm that the original plan started to develop. 5 111011, MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 1991 Commission felt that there needs to be something done to better integrate the building that is there. Commissioner Urrutia noted that the commission would like to see more of a drastic change to the existing buildings. He added that the location is a crucial site as it is on a corner lot of Allesandro, which is an area where the city is trying to upgrade. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to continue the request for preliminary approval on the architecture as commission did not feel that the revised plans were the best solution possible. Commission felt that the previous submittal contained interesting details that were lost in the revised plans. Motion carried 4-0. 2. CASE NO.: PP 91-7 APPLICANT (AND ADDRESS): ECONO LUBE N' TUNE, 4911 Birch Street, Newport Beach, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural , landscape and sign plans for an auto service facility LOCATION: La Posada Center, Northeast corner of Fred Waring and Highway 111 ZONE: P.C. (3) Jeff Winklepleck presented the revised plans noting that the applicant had eliminated the monument sign. He also reported that staff was recommending the elimination of the word "Brakes" from the requested signage. Mr. Winklepleck noted that the 20 foot setback for the building was originally approved with the original site plan. Chairman Gregory felt that the landscaping plan needed to be beefed up some and was to be brought back to commission for review. He noted that the selection of the plant material was good, but felt it should be restudied and directed the applicant to have his landscape architect contact the city's landscape consulting staff. Chairman Gregory felt that the proposed landscape plan would not screen the building enough along Fred Waring Drive. i, r+ MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 1991 Commission discussed the signage noting their concern with the word "Brakes" asking if the actual word could be reduced in size. Commissioner Holden felt that the wording on the north side of the building should be brought together somehow. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the preliminary plans directing the applicant to address the following: 1) Applicant to design some type of colonnade or trellis structure that will give the building some relief from Fred Waring Drive. Commission recommended approval of this structure in the setback area. 2) Signage on the north side of the building should be stacked instead of the proposed linear sign. 3) The "Econo Lube N'Tune" on the north side of the building should be reduced in size. 4) Signage above the garage bays to be removed. 5) Tile roof to be extended towards the east side of building. 6) Screen wall to be extended along the west side of building. 7) Landscape architect to contact the city' s landscape consultant for specific information on desert type and size of plant material to be used. 8) Color of signage to be burnt orange with dark brown trim. Motion carried 5-0. 3. CASE NO.: TT 24603 APPLICANT (AND ADDRESS): UP DEVELOPMENT CORP. , 1925 Palomar Oaks Way, Suite 203, Carlsbad, CA 92008 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for front yard landscape plans LOCATION: South side of Hovley Lane, 330 feet east of Monterey ZONE: PR-5 Jeff Winklepleck noted that the plans were shown to the staff landscaping consultants. They felt that filiferas should be used in place of the proposed trees and that the shrubs be better placed around the building. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 1991 Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to grant preliminary approval on the landscape plans and final approval on the architectural working drawings.
