CASE NO.: PP 89-21 APPLICANT (AND ADDRESS): RODGER A. BROOKS for PIZZA HUT, 200 So. Rock Road, Suite A, Wichita, Kansas 67207-1160 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of revised elevations and landscape plans for patio addition LOCATION: 72-311 Highway Ill ZONE: P.C. (3) S.P. Eric Johnson felt that the revised landscaping plan was acceptable. Commission approved elevations and landscape plan as submitted. CASE NO.: CUP 87-9 APPLICANT (AND ADDRESS) : PAPA DAN'S PIZZA AND PASTA, 73-131 Country Club Drive, Building C-9, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for remodel of front patio area LOCATION: 73-131 Country Club Drive, Building C-9 ZONE: P.C. Steve Smith presented final working drawings along with a revised detailed landscaping plan noting that the commission's request of deleting the wall along the sidewalk on the north side of the restaurant was done. Placement of the bumper curbs were placed at the 18 foot level per the commission's earlier request. He added that the applicant was keeping one tree and the other tree would be relocated on the site; however, the plans did not indicate where this relocated tree would be placed. Commission approved the revised plans with the following conditions: 1 ) All desert plant material to be a minimum of one gallon with the bougainvillea and pyracantha at a minimum of five gallon; 2) Jog in wall to be reversed around existing tree; 3) Show where relocated tree will be placed. 3. CASE NO.: CUP 91-6 APPLICANT (AND ADDRESS): SOUTHWEST COMMUNITY CHURCH, 73-251 Hovley Lane, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of architectural plans and landscaping LOCATION: 73-251 Hovley Lane ZONE: PR-5 Phil Drell presented working drawings as well as the revised landscaing plan noting that Eric Johnson had made a number of suggestions on the landscaping plan which he had discussed with the landscape architect. Mr. Johnson felt that the mesquite trees should be changed to a shame] ash to provide strength in this wind area. as well as provide additional canopy shading. Commission approved the architectural and landscaping plans subject to changes made by Eric Johnson as noted on the submitted plan. 2 )NOW MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 17, 1991 4. CASE NO.: 2091 SA APPLICANT (AND ADDRESS): SIGNS BY MEL for MOTIONS DANCE STUDIO, 945 Boardwalk, Suite B, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-221 Highway III ZONE: Phil Drell reported that the applicant was requesting a box can sign to be hung from the fascia on the parking lot side of the building. Signage to be black letters with a teal colored dancer. B. Preliminary Plans: 1. CASE NO.: PP 90-13 APPLICANT (AND ADDRESS): DSL SERVICE CO. , 3501 Jamboree Road, Suite 5000, North Tower, Newport Beach, CA 92658-6030 NATURE OF PROJECT/APPROVAL SOUGHT: 1 ) Preliminary approval of revised elevations and landscape plans; 2) Final plan approval for Mervyn's working drawings; 3) Approval of monument sign program LOCATION: Fred Waring Drive and Highway III ZONE: P.C. (3) S.P. 1) Steve Smith noted that Commissioners Holden and Urrutia met with the applicants, and their comments were included in the submitted revised plans. 2) Steve Smith noted that the building department had advised him that the applicant had not made any changes from the Mervyn's working drawings which were given preliminary approval in October, 1991 . 3) Steve Smith reported that the applicant had gone before the city council on December 12th and received approval for their basic sign program. This program would include the installation of three monument signs, perpindicular to the street, placed at the corners of Fred Waring Drive, Highway III and Parkview Drive. He indicated that the city council will reexamine the sign program again after the Architectural Commission reviewed the program. Action: it was moved by Commissioner Holden, seconded by Commissioner Warner. to approve the final working drawings for Mervyn's, by minute motion, subject to the upper parapets being returned as noted on Page 85-1 of the submitted plans. Motion carried 4-0-1 . Chairman Gregory abstaining. CASE NO.: CUP 91-11 APPLICANT (AND ADDRESS): SEAN ABAII & ASSOCIATES for MAPLE LEAF PLUMBING, 73-190 El Paseo, Suite 3, Palm Desert, CA 92260 NATURE OF PROJECTIAPPROVAL SOUGHT: Final approval of landscape plan LOCATION: 44-865 Santa Ynez ZONE: R-3 Commission felt that the plan needed to be restudied by a landscape architect. They felt that the plan as submitted would need too many changes in order to approve it. Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to continue the landscape plans directing the applicant to revise the plan using a landscape architect. The applicant presented the revised elevation pads showing the linking of the buildings with trellis work and walkways. Motion carried 4-0-1 , Chairman Gregory abstaining. 2. CASE NO.: TT 25711 APPLICANT (AND ADDRESS): PALM DESERT ELDORADO PARTNERS, LTD. for TERANOVA, 77-900 Avenue of the States, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of Perimeter streetscape landscaping LOCATION: West of El Dorado Drive, 1/2 mile south of Country Club ZONE: PR-5 Phil Drell reported that the landscape architect for the project was given a copy of -the city's new landscape guide and would be redesigning the plan. Chairman Gregory agreed that the landscaping plan was not acceptable and wanted to see more effort placed on a water efficient scheme. Action: It was moved by Chairman Gregory, seconded by Commissioner Van VI let. to continue the plans directing the applicant to redesign the landscaping plan in accordance with the city's new water efficient scheme. Motion carried 5-0. 3. CASE NO.: TT 26970 APPLICANT (AND ADDRESS) : GARY DAUGHERTY/JOHN ERDMANN for MARIPOSA SPRINGS, 462 Graceland, Laguna Beach, CA 92691 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of model homes. elevations and clubhouse (sales office) LOCATION: North side of Country Club Drive opposite Marriott Desert Springs ZONE: PR-5 The applicant, Mr. Gary Daugherty, presented the preliminary plans. Commissioner Urrutia felt that the front elevations showed some uniqueness, however he noted that he would like to see this 7 ar *✓ MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 17, 1991 uniqueness carried throughout the building. He added that the side and rear elevations seemed to fall short and would like to see some consideration paid to addittional trellis work or overhangs. Commissioner Holden felt that the overhangs would not only apply to the rear and side elevations, but where ever there is any large glass area. Mr. Erdmann asked about the possible use of large shutters that would be removable. Commissioner Holden noted that wood has not worked well in the desert heat and felt that the applicant would have to go to a metal material . Commissioner Urrutia added that the commission would like the see all the elevations along with a landscaping plan at one submittal . He noted that the landscaping plan could help with the solar protection needed. Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to grant conceptual approval of the plans allowing the applicant to restudy solar protection and to create some interest in the elevations. Motion carried 5-0. 4. CASE NO.: PP 91-12 APPLICANT (AND ADDRESS): STERLING PARTNERS, INC. , 2358 San Diego Avenue. San Diego, CA 92110 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for elevations and landscaping for 161 single family duplex subdivision and child care center LOCATION: 23 acres north side of Fred Waring Drive east of Cook Street ZONE: PR-7 Phil Drell reported that this project would be part of the city's affordable housing program. Commissioner Urrutia was concerned with the residents having to back out of some of the long driveways, but he did like the idea of the setback garages. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden. to grant preliminary approval on the elevations subject to some of the longer driveways being addressed to where the residents don't have to back all the way out to get to the street. Commission granted conceptual approval to the landscape plan. Motion carried 5-0. 8 yr✓ MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 17. 1991 5. CASE NO.: PP 91-14 APPLICANT (AND ADDRESS): SCHMITZ/ANDERSON ENTERPRISES, Post Office Box 3592. Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for 10 unit single story apartment project LOCATION: 44-555 San Rafael Avenue ZONE: R-3 Phil Drell reported that Eric Johnson had looked at the landscape Plan and felt that a landscape architect was needed to redesign the layout. Mr. Johnson would like to see more structural shade Provided. Commissioner Van Vliet was concerned with the massive roof and how it would look from the adjacent two-story building. He did not like the 'barricks' type look of the project. Commissioner Van Vliet felt that something should be done to off- set the buildings or the roof itself. Commissioner Urrutia suggested breaking up the building vertically, perhaps shifting the units to add undulation. Commissioner Urrutia discussed his concern with the large amount of Pavement at the front of the project. Mr. Drell indicated that the applicant needed 20 parking spaces. Commissioner Urrutia noted his concerns were with the width between the two garages and the back-up space. He felt that landscaping could be added between the parking spaces to break this up. Chairman Gregory felt there was enough room on the site to create something more interesting. Commissioner Holden felt there was no design to the project. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Warner, to continue the plans to allow the applicant to restudy the roof structure, entry landscape and footprint of the project. Motion carried 5-0. 6. CASE NO.: PP 91-15 APPLICANT (AND ADDRESS): HOWARD BREIN CONSTRUCTION CO. , Post Office Box 3237, Palm Desert, CA 92261 NATURE OF ECT/APPROVAL SOUGHT: Preliminary approval of four unit apartment complex 9 NN&O' MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 17. 1"1 LOCATION: 73-805 Shadow Mountain Drive ZONE: Steve Smith presented elevations and site plan for the project. Commissioner Holden discussed his concerns with the site plan, specifically the floor plan on the back corner unit (Unit C) noting that 'the entry hallway was completely roofed. The window in this area opens onto the hallway and would never see light. He added that the building department informed him that this lay-out would not meet code requirements. He noted that the majority of the landscaping was behind the garage where no one would get to it. Mr. Drell indicated that the actual building would be pushed up 4 feet and the rear yard would actually be 14 feet. Commissioner Holden felt that this additional 4 feet could be placed between the two units to try and open up the roof area. Comissioner Urrutia agreed stating that the plan for Unit C was not a good plan, design wise, as there was very minimal light in the living space. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to continue the plans directing the applicant to address the commissions concerns on the site plan (specifically Unit C) . Motion carried 5-0. 7. CASE NO.: HDP 91-1 APPLICANT (AND ADDRESS ROBERT SOHN, 68-539 Iroquois Street, Cathedral City. CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of grading plan for hillside single family dwelling LOCATION: West of Highway 74, south of the former Palm Desert Community Center ZONE: Commissioner Urrutia would like to see the slope handled differently, rather than just a straight slope. He suggested somethin naturally contoured rather than engineered. 10 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 17. 1991 Action: It was moved by Comissioner Urrutia, seconded by Commissioner Van Vliet, to grant preliminary approval on the building elevations only. Commission continued the landscaping and grading plan to allow the applicant to redesign the slope. Applicant is to provide design detail on the proposed wall . Motion carried 5-0. C. Miscellaneous Cases: 1. CASE NO.: APPLICANT (AND ADDRESS): COACHELLA VALLEY WATER DISTRICT, Post Office Box 1058, Coachella, CA 92236 NATURE OF PROJECTIAPPROVAL SOUGHT: Approval of landscaping and renaturalizaton plan for water district reservoir LOCATION: West of Palm Valley Storm Channel The applicant, Dave Harbison, presented photographs on the proposed reservoir site discussing how the water district has placed rocks on top of the burm, how they plan to seed all the disturbed area and where they plan on adding trees and cactus. Their object is to get a very natural look around the reservoir. He indicated that all the trees would be on a drip system. Commissioner Van Vliet indicated that the commission would need to see the elevations of the lots above the reservoir in conjunction with their view of the reservoir tank. Commissioner Urrutla was concerned with the sparce planting to be added. Chairman Gregory noted that the commission could instruct the water district to add trees in the future if necessary. Commissioner Urrutla felt that the water district should coordinate their efforts with landscape architect, Wayne Connor, as it relates to the Robert Sohn residence adjacent to the reservoir. Action: It was moved by Commisssioner Holden, seconded by Commissioiner Van Vliet,to approve the plans with the following conditions: 1 ) If commission feels that additional trees are needed at the time the project is completed, than the C.V.W.D. will add the necessary trees. 2) Trees to be minimum size of 15 gallon. Motion carried 5-0. 11 *4w MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 17. 1991 V. ADDED CASES: Commission voted unanimously to add the following cases to the agenda: 1. CASE NO.: 2096 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for EDITH MORRIE, Pinyon Pines, Box 69, Mountain Center, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-690 El Paseo ZONE: C-1 S.P. The applicant requested approval of an 8 foot wide white awning with black letters. Letter size to be 12 inch capital and 6 inch lower case letter. Action: It was moved by Commissioner Holden, seconded by Chairman Gregory, to approve the awning with signage as submitted. Motion carried 5-0. 2. CASE NO.: 2095 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN COMPANY for 99 CENT VIDEO, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-963 Highway III The applicant, Jim Ingle, indicated that the existing awning would be removed to allow for the proposed signage. The signage would be internally lit, individual channel letters. The request was for red letters with blue neon tubing. Chairman Gregory asked about the possibility of architecturally upgrading the building to accommodate the proposed signage. Commissioner Urrutia agreed, stating that the applicant should consider incorporating the signage into the fascia.
