Mr. Smith reported that the applicant was back before the
commission, after talking with the client, asking for a
reconsideration of the earlier decision. The applicant, Ernie
Brooks, noted that the awnirigs on the stxeet where this building
is located are all different. Mr. Brooks was asking that the
awning be placed 3 feet higher than the adjacent awnirigs.
Action:
It was moved by Caimissioner VanVliet, seconded by Camti.ssioner
Urrutia, to approve the awning with the follawing canditions:
1) Awning to be 5-1/2 feet in height versus the previously
approved 4 foot high awn.ing
2) Lettering to remain the same as previously approved
3) Color of awning to be changed to ivozy

Mr. Smith indicated that a previous awning was appraved by city
council; hawever, the owner was not happy with the approved
awning. The applicant was naw requesting approval of a revised
awning without support posts. Chairman Gregozy felt that the
revised awnirig looked top heavy and thought the scale shr�uld be
brought da�m sane. Camtissioner Urrutia agreed with Chairman
Gregory's commerits addi.ng that there was an existirig architectural
structure that would be covered up with the proposed awning.
Comnissioner Urrutia felt that a straight back projection on the
awnirig would wr�rk better than the proposed pyramid shape.
Action:
It was moved by CamLissioner McCrea, seconded by CamLissioner
Holden, to cantinue the request, directing the applicant to
address the changes in the awning design as outlined by
catmission. Nbtion carried 5-0.

Applicant presented revised land.scape plans. Chairman Gregory
felt that additional bottle trees should be added but thought that
the camussion's previous concerns on the landscaping had be�en
addressed.
Action•
It was moved by Cam�issianer McCYea, seconded by Catmissioner
VanVliet, to grant pr'elim�nary appraval of the landscape plans
subject to a more refined plan being submitted with the working
drawings. Commission noted that if the citrus trees are not
available at time of wr�rki.ng drawings, the applicant will need to
inform ca►4►tission what will be planted in place of these trees.

Mr. Smith reported that the revised elevations rx7w shaw 2 foot
overharigs, recessed winckx��s in the front, sane back trellis va�rk
and the garage sizes had beeri addressed. The applicant, N�. Bob
Youclovich, rwted that the residents who spoke at the previous
cam�ission meeting were pleased with the an.swers received fr�►
ca�mission.
Cannissioner Urrutia discussed the landscaping concept for around
the houses. He asked if catmi.ssion could see a landscape plan as
far as a street scape for the side and rear yard.s. Staff
inr�;cated that they require front yard with side yard landscaping
on the corner houses only. Commissioner Urrutia felt that the
landscaping will play an intportant role an the solar protection
with the majority of the k�cmes havirig east and west elevations.
He asked that the landscaping plans also reflect the back of the
h��es adding that san� strong consideratian with shade trees is
needed. Staff rx�ted that the applicant would need to tie in the
back yard landscaping with the elevations to shaw the shade
protection provided.
Action:
It was moved by Comnissioner Urrutia, seconded by Camtissioner Van
Vliet, to grant prel�T►ri nar�r approval of the architectural plans
subject to landscaping being pravided along the rear property line
to assist in solar screening. Motion carried 4-1, Ca�rnissioner
McGYea voting No.
Cannission noted that when the landscaping plans for the front
yard.s are submitted, that the rear yard landscaping be pravided
for the rear lots shaaing necessary t;rees for shading.

The applicant presented colored renderings of the revised
elevations with landscapi.ng. Commissioner Urrutia asked the
applicant to explain hcxa he arrived with the architectural theme.
The applicant discussed the previous suggestions by council
creating a more shopping mall typ� project. Catmissioner Urrutia
thought the site plan looked good; however, suggested that
additional tie-ins be included so people could walk fran one area
of the shoppirig center to ar�ther.
Cannissioner Urrutia noted that this project is at the gateway to
the city, and felt this type of architecture was the same as other
projects he has seen through�out Palm Desert. He felt the center
should be a little more irux�vative and less traditional.
One of the concerns of Cannissioner Holden was the massive tawer
held up by the same oolwrn�s used on the colonnade tt��oughout the
project. He felt the tawer looked top heavy. Ariother concern was
the archway leading to the parking area. He thought it should be
cut ckxan sane.
Cannissioner Holden rwted that the largest part of the buildi.ngs
seen had the least amount of architecture. He felt sanething was
needed to break up the largeness of the building.
Catmissioner Urrutia would like to see a different approach on the
architecture of the center. Because of the site and location of
the center, he felt that there shpuld be sanething stronger.
Action•
It was moved by Cannissioner McCrea, seconded by Catmissianer
VanVliet, to grant preliminary appraval of the architecture and
landscape plans with the follawing conditions:
1) Restudy the archway columns on the west and south
elevation for the Mervyn's building. The columns come
together but are two different types.
2) Addition of architectural features to break up the
massiveness of the Mervyn's building.
3) Restudy the entrance taaer to the rear parkirig area.
Cannission does not want a stage front look with nothing
behind it. They prefer something lower that will
pxr�vide shade.
Motion carried 3-1-1, Chairman Gregory abstaining and GamLissioner
Urrutia voti.ng No.

impravement needed in the landscape plan.

to continue the request directing the applicant to address the
follawing:
1) Restudy ground cover vx�rking with the city's goal on

shelving for the newsstand. Chairman Gz'egor'Y was concerned with
the industxial doors along Highway 111. Chairman Holden felt the
pull c7a�m doors should be painted making them as minimal as
possible.
Action:
It was moved by Catmissioner Urrutia, seconded by Ga�tissioner
McC:rxea, to coaztinue the request directing the applicant to address
the follawing:
1) Addition of substantial quality street furniture, i.e.
potted plants, exposed concrete benches, etc.
2) Additional trees to help with sun protectian. Trees are
not to block the view of the stand but pravide visual
space.
3) Addition of adequate storage cabinetry to accam�date
trash, boxes and additional surplus material.
4) Color of roll-up doors to match existing building.

the project. He was aoncerned with the dependance an frost bitten
plants and would prefer a more realistic approach.
Chairman GY�egory could rlot see the need for the front sidewalk.
He felt that a nice planter area could be placed here. C�airman
Gregory asked that the applicant provide a viable landscape plan
showing more trees at the front of the project, deletirig the
unnecessary concrete.
Action•
It was maved by C9iainnan Gregoxy, seconded by Calmissioner McCxea,
to grant final approval of landscaping plans only subject to the
revisions made on the submittal by camLission. Nbtion carried
