Steve Smith rioted that the revised awning proposed shawed it being cut back so that the face would be 10' fran the curb. The total awnirig projection would be 128". The name "Greta" to be placed on either side of the awning with a 10" logo in front. The applicant was r�ot definite on the size or material of the boxes but thought they would be made out of the same stucco finish as the existing planter boxes. Co�nissioner Holden was concerned with the actual size left for a planting area once the concrete blocks and rims of the planter boxes were in place. Action� It was moved by Caimissioner Urrutia, seconded by C�ssioner McGrea, to grant conceptual appraval of the awning directing the applicant to pravide details on how the awning is to be extended and the actual size of the planter boxes. Staff to review revised plans that conform to the commissions direction for final approval. Materials to match existing awnings and planters. Motion carried 5-0. 2. The applicant, Jerry Murdock, noted that the problem with lowering the sign w�uld be vandalism. The zip lock letters are stolen off the sign when they are lo�w to the ground. Co�nissioner Urrutia asked haw this sign relates to the existing sign and Mr. Murdock replied that it had been reduced by 250. Comnissioner Urrutia w�ould like to see the white color toned down a bit to a more ivory color; but other than that, thought it was a great improvement. C�anissioner Holden liked the design, but would like to see the size cut down. Mr. Murdock noted that the sign would be internally lit with fluorescent lights and the letters shaaing the movie names would be lit by the lights of the oncani.ng vehicles. Staff noted that vehicle lights would not hit this sign where it is located. Cannission was still not clear on haw the lightirig would vaork and directed the applicant to prepare a revised profile giving all the details. 4 � � �I'F� ARCHITE7CI[JRAL REVI�+i �T�SSI�1 JAN[TARY 8, 1991 Action: It was moved by CorYmissioner Holden, seconded by Conanissioner Urrutia, to rer,ogrLize that the sign was not consistent with the city's ordinance; however, found it to be an improvement over the existing sign. Ca�anission rioted that if approved by city council, the sign should come back to A.R.C. for final approval. Comnission will need to see canplete details as well as the landscaping plan for the base of the sign. Nbtion carried 5-0. 3. Comnissioner Holden asked about the previously appraved sign program for this building. Mr. Drell n�ted that there is one tenant for the entire building, and he was r�w requestirig this wall sign in addition to the appraved pedestrian signage. CaYmissioner Holden felt the sign should be lowered. Conmissioner Urrutia th�ought the color of the letters shr�uld be changed, as they would be lost against the gray buildirig. Action• It was moved by Camlissioner Holden, seconded by Cannissioner Urrutia, to approve the sign based on it bei.ng moved dawn on the building to align with the existing nlunbers. Landscapirig plan sY�wed trees added along the south side of the building. The plan riow conforms to city parking lot shade tree requirements. Mr. Drell asked the applicant about the decreased lawn area. Mr. Patscheck replied that the lawn was removed on the east end of the property, replacing it with ground cover. N�. Gregozy r�ted that the landscaping plans were extremely conceptual adding that the addition of trees have been addressed but could not move to the next step of the approval process without a more detailed landscapi.ng plan. Mr. Drell n�ted that the plans were sufficient until the applicant received appraval fran the planning connni.ssion and city council. Mr. Urrutia did not feel that there were many changes fr�► the original plan. He r�oted the minimal amount of space between the building and parking lot adding that the ccxmtission would like to see more trees and islands in the parking lot area. Nh�. Urrutia also felt that the architecture looked too jamned in and the metal roofs occasionally tacked on did not seem to have any definition. He thought a more desert contemporary look would be more appropriate for this location, and that the proposed building was something that would be found in an industrial park. Coimtission discussed preferred examples of other buildings along �ed Waring Drive. Ca►�nissioner Holden noted his concerns with the lack of horizontal relief. Chairman Gregory added that the consnission was looking for some articulation. Mr. Patscheck asked if the concern was with the building or the roof itself. Commissioner Urrutia replied that it was a combination of both. Mr. Drell noted that the refuse area sh�m did not comply with the city's requirements. He will give the information on the required trash enclosures to Mr. Patscheck. Chairman Gregory asked if sanething could be done to the roof line that would create sane undulations. He also asked about the possibility of roof mountirx� the equipnent. Mr. Patscheck replied that he would have to create a deeper setback on Acacia. Chairman Gregory suggested that the applicant address the items discussed for Architectural Review Comnission approval prior to going before planning ca�nission. 6 . '�✓ �rr`" NIIl�[tPF� ARQ-uTTf77CIURAL REVIEW aCrT�SSI�i JAN[IARY 8, 1991 Action• It was maved by Cannissioner Urrutia, seconded by Caranissioner McC,Yea, to continue the case directing the applicant to address the fol laaing conc;erns. These aa►unents to be fonaarded to the planning co�nission: 1) Restudy elevations as discussed with carmission in order to achieve more undulation on the �`red VJaring side of build.ing. 2) In order to accommodate the square footage needed, ca�ission w�ould not have a problem with a larger two- story building. 3) Undulation of roof line 4) Ca�anission would like to see scenething other than an industxial look for this location. 5) Trash enclosure area to meet city requirements. 6) Restudy area where balcony extends out aver the parking lot in relation to the tree wells on the landscaping plan at that location. 7) Mechanical equipnerit to be screened. (�SE N0.• PP 90-29 APPLICANr (AI� ADDRFSS): TRIAD PACIFIC DEVELOPNIENT C70RP. for HOVLEY CORPORATE CENTRE, 74-923 Hovley Lane, Suite 130, Palm Desert, CA 92260 NATURE OF PROJEG�/APPROVAL SOUGHT: Conceptual approval of commercial project LOC'ATI�T: Northeast corner of Hovley Lane and Cook Street ZO�: G1 Mr. Drell reported that the applicant was claimi�,c� to use a special glass for the solar protection on the building. Conmissioner Urrutia rioted that co�anission would need to see the specifications on the glass as they had a building codne back to them, on the same street, requesting to add an awning because of the serious solar problem. The awning, therefore, was not integrated into the architecture of the building. The applicant noted that the glass was a heat mirrored 55 glass which would cut out the ultra violet rays. Conmissioner Urrutia noted that this glass would reduce the heat but vaould not reduce the glare. Chairnian Gregory asked about pulling the windaws in a bit or to provide sane type of overhangs. 7 ` � � NIIN[�FS ARQiITECI[lI2AL RE�T�T �NMISSI�i JAN[7ARY 8, 1991 Commissioner Urrutia requested that the applicant provide samething 3-d�mensional on the project. Mr. Drell reported that although there is a 25 foot height limitation, it was designed for buildings that are right on the street. He thought the applicant could change the roof line and justify it with its unique nature versus the buildings right on the street. Action: It was maved by Gamlissioner Urrutia, seconded by Co�tissioner Holden, to oontinue the case, directing the applicant to address the following: 1) Provide deeper averhangs 2) Color board to shaw an additional one or two colors for the buildings to avoid the look of one massive structure 3) Detailed elevations needed on all one-story buildings located at the front of the project 4) Cook Street elevations needed Nbtion carried 5-0. Mr. Orr asked about the left tzarn lane situation on Cook Street. Cannission noted that this would be handled by the public works depa�nt. 2. CASE 1�.: pppLlC� (AI�ID A�RF�S); pALM,S TO PINES CANVAS for BON APETIT, Pinyon Pine, Box 69, Nbuntain Center, CA 92361 NATURE OF PROJECP/APPROVAL SOUGHT: Approval of retracting awning, entry awning and modesty panel along wrought iron fence Applicant requested approval of a 10'2" dark forest green awning with a 10" valance. 'Phe same green fabric will be placed behind the wrought iron fence around the patio. Co�issioner Urrutia thought the idea was good but would need to see haw the actual awning would look when extended. The applicant, Ernie Brooks, noted that the support azms w�ould fold back in when the awning rolled up and they would be stored under the cover. Co�nissioner Urrutia asked why a fixed awning was not bei.ng proposed. Mr. Brooks noted that the owner requested the retractable awning.
