CASE NO.: APPLICANT (AND A IESS): RON GREGORY for BROTHERS CONSTRUCI'ION- JOINT VENTURE BUILDING, 73-960 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOMM Amendments to landscape plan/reconsideration of stairway from parking lot to the park LOCATICN: 73-710 Fred Waring Drive ZONE: P Paul Shillcock indicated that a recom endation came through the Art-In-Public-Places Catmittee that a stairway be provided in the retaining wall that surrounds the parking lot for the building currently under construction. It was the intention that Art-In- Public-Places would then run a path that would lead to a future placement of a public art piece. When the stairway was designed and the cost was investigated, they came up with a cost of approximately $15, 000.00 to install the stairway. The recommendation now was to ask that this stairway be eliminated, as it did not serve the purpose that it was originally intended, and that the Art-In-Public-Places Committee was not overly enthusiastic about spending this money to continue the walkway on up to the proposed future location. 3 VaNUTES ARCHITECTURAL REVIEW COMMISSION JULY 9, 1991 Mr. Shillcock added that there was also a potential tenant that might go into the building that would require the building be extended somewhat to the east. This would then place the stairway behind the building, and it would not have direct access to the parking lot. commissioner Connor noted that he sits on the Art-In-Public-Places Comittee and did not recall any conversation of the ccnumttee not willing to pay for a path to the stairway. He noted that he would need further clarification from the art committees, as he did not recall anything discussed on deleting this connecting walkway. Commissioner Connor asked when the applicant would know if the tenant requesting the additional space would be confirming his lease. Mr. Shillcock replied that a confirmation should be made within two or three weeks. Commissioner Connor asked that this item be continued until the tenant situation is confirmed. Mr. Drell added that there now was questions on the landscape plan inside the courtyard. He noted that the split-face, concrete planters were to be tables for every other planter. Chairman Gregory noted that these planters were designed by the artist. The applicant was now asking to turn all the planters into planters, not tables or benches. Mr. Drell noted that the tables, as designed, did not function as tables. Mr. Drell suggested that all the planters be removed and flush with the ground, and install actual seats that people could sit on comfortably. Commissioner Connor felt that the planters should be left the way they are and to simply plant them. He also felt that raised planters would be better than flush planters. Mr. Drell noted that the applicant was also asking that the walls to the planters be lowered to a maximum of 18". Commissioner Connor agreed to this change. Action: Commission continued the request for deletion of the proposed stairway until clarification is made with the Art-In-Public-Places Committee. Commission agreed with recommendation to lower the planter walls to 18" and placing a cap on top of the planters to make them a more functional seat. 2. CASE NO.. 1987 SA APPLICANT (AND ADDRESS): TRISTAR ELECTRICAL DISPLAY for ARBY`S, 7742 Densmore Avenue, Van Nuys, CA 91406 NATURE OF PROJECP/APPROVAL SOUGHT: Approval of business identification signage on existing parapet and on front wall 4 Sr.+ *4601, DES ARCIIITECIURAL REVIEW CXM4ISSION JULY 9, 1991 LOCATION: 72-795 Highway 111, Suite G ZONE: PC-3 (S.P. ) Jeff winklepleck noted that the applicant will be requesting an exception to the sign code for the roof sign as indicated on the plan. Commissioner Connor felt that the two wall signs were redundant in the proposed location. Steve Smith indicated that the sign code had changed in the last 18 months that identifies or defines signs on parapets as being roof signs, and over time the goal is that they will disappear. The applicant, Howard Levin, noted that he was aware of the conmission's feelings on the roof mounted sign, but felt there was no visibility from the parking lot without the sign on the roof. Chairman Gregory informed the applicant that comLission did not have the authority to approve the roof sign, but personally did not have any problem with it. Mr. Levin indicated that the hat symbol was the Arby's trademark. Chairman Gregory had no problem with one of the hat signs, but not two of them. Commissioner Connor was concerned with the upper (roof) sign, noting that the intent of the code was to eventually eliminate these roof signs and cleaning up the architecture. He did; however, realize the identity problem at this location. Commissioner Van Vliet did not have a problem with the upper sign, as long as it is not any taller than the adjacent Penguin's sign. He also felt that there should only be one hat sign, and it should be reduced in size. Action: It was moved by Chairman Gregory, seconded by Cc missioner Van Met, to make a recommendation to the appropriate authority that Arby's be allowed to have the fascia mounted signage as proposed, the right most wall mounted sign be installed as proposed, and the red color be changed to a rust or burgundy color. Color to be presented to staff for final approval. Motion carried 2-1, Commissioner Connor voting No. B. Preliminary Plans: 1. CASE NO.: CUP 91-11 APPLICANT (AND ADDRESS): MAPLE LEAF PLUMBING, HEATING & AIR CONDITIONING, INC., Post Office Box 3653, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architecture only for remodel 5 err ARCHITECTURAL REVIEW CONNIISSION JULY 9, 1991 LOCATION: 44-865 Santa Ynez ZONE: R-3 Commissioner Van Vliet questioned the upper roof structure, asking if anything could be done to try to blend in with the adjacent architecture. He added that the parapet should continue around the building. Chairman Gregory noted that commission usually requires a planter along the parking area. Action: It was moved by Commissioner Van Vliet, seconded by Ccommissioner Connor, to continue the plans directing the applicant to address the following: 1) Upper roof structure to be more compatible with adjacent architecture. 2) Parapet to be continued around remainder of building. 3) Sidewalk on west side to be replaced with a planter and curb. Motion carried 3-0. 2. CASE NO.: TT 25161 APPLICANT (AND ADDRESS): WESTINGHOUSE DESERT CCMMUNITIES, INC., 73-101 Highway 111, Suite 2, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural and landscape plans for clubhouse at Bighorn Golf Club LOCATION: Lot 48, Tract 25161 The applicants, Mr. George Auld and Mr. Mark Felp, presented land use summary showing the site of the Westinghouse clubhouse. Mr. Felp also presented color sample board on material to be used. Chairman Gregory felt that it was a very attractive building, and thought it would look very attractive from Highway 74. He asked if all the tennis courts are to be illuminated. Mr. Auld indicated that at this point, the lights are planned. Commissioner Van Vliet's only comment was that the fireplace flues blend in with the roof structure. Commissioner Connor liked the color tones presented; however, asked if the applicant anticipated any glare off the roof during the first year from Highway 74. Mr. Auld noted that they will probably chemically treat the roof immediately to achieve a uniform medium brown color. 6 ARCHITECTURAL REVIEW OQMIISSION JULY 9, 1991 Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to grant preliminary approval of the architectural plans only for the club house. Landscaping plans to be submitted for approval. Notion carried 3-0. 3. CASE NO.: PP 91-7 APPLICANT (AMID ADDRESS): ECONO LUBE 'N' TUNE, INC., 4911 Birch Street, Newport Beach, CA 92660 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural, landscape plans and signage for an auto service facility LOCATION: La Posada Center, Northeast corner of Fred Waring Drive and Highway 111 ZONE: P.C. (3) Jeff Winklepleck noted that the proposed building would be located on the remaining pad near Toys R Us on Fred Waring Drive. Staff noted their concerns with the visual effect of the automotive bays on Fred Waring Drive. They also felt that the requested signage was too excessive. They noted that the free standing sign to the left of the driveway would not be allowed as there is an existing monument sign on the site for their signage. Chairman Gregory felt that the Fred Waring elevations were too weak. Commissioner Connor stated his concerns with the garages opening along Fred Waring Drive, and felt it would be better to turn the bays into the parking lot area. The applicant, Mr. Fred Vecta, noted that they were depending on the bays being visual for quick service. Chairman Gregory felt that some heavy planting of trees was needed to screen the bays. Mr. Smith noted that the minimum setback from the street at this location was 32 feet, and the plans presented show a 20 foot setback. Commissioner Van Vliet asked about the side yard setback, and Mr. Smith did not feel there was a problem with the setback along the wash. Chairman Gregory asked Mr. Vecta if the building could be pulled back 12 feet. Mr. Vecta indicated that he would have to restudy this. Chairman Gregory noted that if the building could work with a 32 foot setback, the applicant would have to keep in mind the signage allowed at this location. 7 NIIN[�F� ARCHITECTURAL REVIEW CCK4ISSION JULY 9, 1991 Action: It was moved by Chairman Gregory, seconded by Commissioner Connor, to continue the plans directing the applicant to address the following concerns: 1) Amount of proposed signage would not be allowed, noting that a monument sign already exists on Highway 111 side of property for this building pad. Staff noted previous concerns from the adjacent residents on signage for proposed project on the northwest corner of Fred Waring and Highway ill. 2) Fred Waring Drive elevations are too weak. Landscaping would need to be beefed up along this side. 3) Camtission concerned with garages opening along Fred Waring Drive. They suggested either turning the bays into the parking lot or heavy planting of trees to screen the bays. 4) Minimum setback from the street is 32 feet. Proposed plan shows setback of only 20 feet.
