Gene Autry Trail, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Awning with signage LOCATICN: 73-061 El Paseo ZONE: C-1 Approval granted with 18" maximum letter height in that commission recognized that the existing sign immmediately in back of the proposed awning has 18" letters, and the 18" letter height will only apply to "Club 74"; not the word restaurant. Commission considered "Club 74" to be the business logo. 4. CASE NO.: 1926 SA APPLICANT (AND ADDRESS): HEATH AND Oa*4PANY for STAPLES, 3225 Lacy Street, Los Angeles, CA 90031 NATURE OF PROJECT/APPROVAL SOUC3IT: Referral from city council on alternative colors for business identification sign LO ATICN: 72-815 Highway 111 ZONE: P.C. (3) S.P. Phil Drell presented revised signage showing white plex with an oxblood burgundy overlay. Actual letter sizes are 24" for "Staples" and 8" letters for the remaining signage (The Office Superstore). Sign is to be illuminated. Commissioner Holden objected to the starkness and brightness of the sign. Steve Smith noted that commission could direct the applicant to place the signage on a rheostat. The applicant felt that because the signage on both sides of their building have white letters, that the proposed colors would blend with the existing building signage. Commissioner Urrutia was also concerned with the brightness of the sign. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the revised drawings for business signage subject to illumination being limited to 430 milliamps as per ordinance. Motion carried 5-0. 2. CASE NO.: TT 24287 APPLICANT (AND ADDRESS): T.R.A. ARCHITECTS, 1900 E. Tahquitz Canyon, Palm Springs, CA 92263 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final landscape plans 3 NI 14UTES ARCHIITECIURAL REVIEW M44ISSION JUNE 25, 1991 LOCATION: Deep Canyon Road, north of Fred Waring Drive ZONE: PR-5 Phil Drell reported on changes made on landscape plan by Eric Johnson noting the change to an all drip irrigation system. Chairman Gregory noted that the ground cover base was not indicated and directed applicant to show Palm Springs Gold as the ground cover. Commissioner Connor felt that the plan needed to be cleaned up before commission could make any accurate decisions. The plans, as presented, were not acceptable (i.e. the plan calls for plants at 4 feet on center in a 60 foot planter, yet shows 20 plants. . .which is correct?). Action: It was moved by Commissioner Connor, seconded by Chairman Gregory, to continue the landscape plans directing the applicant to clarify the revised drawings as there were too many inconsistencies throughout the plan. Motion carried 5-0. 3. CASE NO.: 1975 SA APPLICANT (AMID ADDRESS): PALMS TO PINES CANVAS for THE VAULT, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPMM SOUGRT: Approval of two eyebrow canopy awnings LOCATIC N: 73-080 E1 Paseo ZONE: C-1 S.P. Commissioner Urrutia asked for an explanation on how the awnings would fit over the pop-out glass. The applicant, Ernie Brooks, indicated that the awnings would be coming out 5 feet from the back of the wall. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the canopy awnings based on the changes made by Commissioner Urrutia. Applicant to submit revised final drawings to staff for final approval. Motion carried 5-0. B. Preliminary Plans: 1. CASE NO.: TT 24603 APPLICANT (AND ADDRESS): UP DEVELOPMENT CORP., 1925 Palomar Oaks Way, Suite 203, Carlsbad, CA 92008 4 1-0w Name M[IN TPES ARCHITECTURAL REVIEW OCNMISSION JUNE 25, 1991 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of landscape plans for single family housing tract LOCATION: South side of Hovley Lane, 330 feet east of Monterey 7.ONE• PR-5 Applicant noted that the wall would be a painted slump stone; however, the color had not been determined as yet. Action: It was moved by Commissioner Connor, seconded by C Tudssioner Urrutia, to grant approval on the landscaping plans based on Eric Johnson's recommendations and inclusion of all planting on a drip watering system. Color of slump stone wall and signage to be submitted to commission for final approval. Motion carried 5-0. C. Miscellaneous Cases: 1. CASE NO.: TR 11454 APPLICANT (AND ADDRESS): MR. KENT J. CAMPBELL c/o MONTEREY COUNTRY CLUB ASSOCIATION, INC., Post Office Box 7, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Additional fencing on block wall LOCATION: Monterey Country Club wall along Magnesia Falls ZONE• PR-5 Mr. Diaz reported that while staff was in the process of reviewing the addition to the wall council received copies of the proposal from the applicant. Council then called the case up at the June 13th council meeting noting their concerns with the appearance of the fence. Mr. Diaz reported that the only thing holding up the process on approving the fence was the hold harmless agreement to be signed by the applicant. Mr. Campbell noted that he was given approval by the hameewners association to sign this hold harmless agreement. Mr. Campbell indicated that the reason the association was asking for the fence extension was because of the high theft rate in the country club. He also presented pictures of the actual wall where the fencing was to be installed. 5 '`w w M !gUIES ARCHITECTURAL REVIEW 0CT4ISSION JUNE 25, 1991 Commissioner Urrutia asked about the height of the wall and the proposed extension. Mr. Campbell replied that it was a 6 foot wall, with the proposed extension being 30". Commissioner Holden asked if the applicant would have any concerns with placing additional landscaping to screen the fencing. Mr. Campbell replied that it would not be a problem. Chairman Gregory discussed about the possibility of shortening the extension. Commissioner Urrutia asked Mr. Campbell if the association had looked into other alternatives (i.e. surveillance systems). Mr. Campbell replied that monitoring systems were discussed; however, a complete new underground cable system would have to be installed, which would not solve the immediate problem. Commissioner Holden directed the applicant to screen the fence in some way as the indicated pyracantha would not screen the extension for a couple of years. He asked to have planting immediately that would screen the extension. Cc m.issioner Connor suggested 24" box trees placed in the barren areas for proper screening. Commissioner Connor discussed the maintenance problems created by heavy planting. Mr. Campbell assured the commission that the association was responsible for the maintenance of this area. Chairman Gregory suggested oleander standards for immediate screening or 24" box trees to match the existing trees. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the additional fencing at a maximum height of 24" and color to match existing wall. Fencing to be completely screened at time of installation without the use of silk oaks. Motion carried 5-0. Staff noted that this decision was final unless appealed within the 15 day appeal period.
