CASES• Co�xnission unanimously agreed to hear the following presentation as their first item on the agenda: A. Miscellar�eous: 1. APPLICANP (Ai�ID ADDRFSS): IBI GROUP, 260 Newport Center Drive, Suite 100, Newport Beach, CA 92260 NATURE OF PROJECP/APPROVAL SOUGHT: Presentation by this architectural firm on new library building LOCATIO�t: Civic Center Park Mr. Paul Zajfen of The IBI Group presented the three different alternatives on the actual location for the libra-ry building. He indicated that the best location we�uld give a front door frosn the parking area, a front door fran the civic center park, and a front door fran the street. � � NRNtTPFs AR(�IITf7CI[7RAL REUIEW OC[M�SSI�i N�RQi 26, 1991 Mr. Zajfen noted that one of the architect's major concern was the use of the court yards and masonry material, showing how the building revolves around a couple of different court yards. Mr. Zajfen discussed the added paving pattern that would be used throughout the parking area. The building is organized in such a way to provide a variety of readirig roorns throughout. There will also be a special story reading raxn for children. The proposed materials wr�uld be of natural sandstone. Caimissioner Holden r�oted that comnission would need to see details on the special paving in the parking, as well as haw the trees wc�uld be used in this area. Camtissioner Urrutia asked about the roofing material to be used and its maantenance. Mr. Zajfen replied that light weight concrete panels would be used. Commissioner Holden discussed the heat problems that need to be considered in the desert. Comnissioner Urrutia reminded the applicant about the number of heavy sand storms in this area. Mr. Zajfen indicated that the idea of a cooling tower was discussed, but found that it would riot be economical to do a cooling tower in a building of this size. Mr. Zajfen noted that one of the feelings they are hoping to get from this building is that it has been here for a long time. Chairman Gregory noted his concerns with the location of the trees in the parking area. Mr. Zajfen infornled him that the parking stails were the size of 1-1/2 spaces. Action• It was moved by Comnissioner Holden, seconded by Catmissioner VanVliet, to grant conceptual appraval of the architectural and landscape plans as shaNm. Calmission directed applicant to return with a more detailed landscape plan when presenting for preliminary approval. Comnission requested to see details on the special paving to be used. The applicant, Jerry Murdock, noted the char�ges made to the origi.nal presentation sho�winq the individual channel letters r�w being ivory in color. He noted that the letters statirig the movi.e names wt�uld be back lit. The sign itself would be internally illuminated. Chairman GYegoxy asked what the letters would be attached to. The applicant, Mark Ross, indicated that it va�uld be a ma.sonzy backgrouncl, Commissioner Holden felt that the sign could be placed on an existing wall. Staff presented the previously approved landscaping plans showing the sign being placed in the planter area. Action• It was moved by Ca►missioner Urrutia, seconded by Cannissioner Holden, to approve the stucco monument sign, subject to the revisions made on the wall where sign is to be mounted. Sign to be resubmitted to staff for final approval. Nbtion carried 4-0. 3. (4) S.P. Jeff Winklepleck indicated that the applicant was asking to place strings of lights in the two trees outside their restaurant at the corner of Highway 111 and Painters Path. The lights would cover the trees frcen top to bottan. Chairrnan Gregory did not have a problem with these lights if they did not blink. Mr. Winklepleck noted that there would be a total of 300 lights. Mr. Drell suggested that the lights be placed on a rheostat so they can be dir�aned if necessazy. Action: It was moved by Cami-issioner Holden, seconded by Chairman Gregory, to r� to city council approval of the lights with the condition that they be used with a rheostat and do riot blink. Phil Drell noted that the applicant, Linda Ozgood, was leasing three spaces in the Metzavas building. This gave her three bays for signage and currently has the business name "Kinko's Copies" in the center bay, leaving the two outside bays �npty. Steve Smith indicated that the new city ordinance allaus two (2) descriptive items with the business name. Chairman Gregory felt the problem with the proposed graphics was that the applicant essentially was requesting menu signs. Commissioner Urrutia felt the two empty can signs should be removed. Mr. Drell rioted that the cans are built into the building structure. Chairman Gregory asked that the applicant present saciething that vaould look good as a whole. Commissioner Urrutia was not comfortable with the existing situation. Comnissioner Holden felt that a design ele.�nent might be acceptable, but would need to be sanething with more design to it. Ms. Ozgood noted that she would be happy to eliminate the blank cans, haaever felt the awner would not approve this. Action: It was moved by Comnissioner VanVliet, seconded by Calmissioner Urrutia, to con�inue the sign request directing the applicant to review the follawing suggested options: 1) A design element which could be acceptable, but would need to be something with a more artistic design. 2) El�m�nati��g the blank Can sigr�s. 3) Taking out all three can signs and replace with channel letters. Phil Drell noted that the plans had previously received preliminary approval, hawever a new architect is riow involved and hence the new plans would need caianissions approval. Mr. Drell ;nr�;cated that the style and colors of the buildi.ng are similar to the previous plan. Caranissioner Urrutia felt that getting the trash receptacle in and out of the trash enclosure area would be very difficult. The applicant noted that Waste Management had approved the side entxance trash enclosure. Mr. Drell noted that the parking space in front of the trash facility w�ould have to be eliminated. Chaizman GYegory felt that the trash bins could be pulled out scane where the parking space is and allaw additional landscaping in this area. 5 . �,,; � . � ARQiiTflCiUR�L REVI�T �SSI�i Ng1RCH 26, 1991 Chairman Gregory informed the applicant that one of the major things the city is looking for is a more water efficient landscaping design. He added that the amount of sod shr.x�m on the plans would have to be mininuzed. Carmissioner Urrutia felt that the landscapi.ng design sh�uld tie together with the city medians. Action• It was moved l�y Camtissioner Urrutia, seconded by Cannissioner VanVliet, to grant prelimi.nary approval on the architectural plans only subject to the trash yard location being revised to be pulled out into the shaan parking space and the landscaper strip be extended. Cannission continued the landscaping plan, directing the applicant to address the follawing: 1) Concept of the median design to be integrated into the landscaping design. 2) Clarification on the front planters as to whether they are all to be raised or remain as garden walls. 3) Additional landscaping to revised trash enclosure area. Nbtion carried 3-0-1, Calmissioner Holden abstaining. 2. The applicant, N�. Maurice Johns, noted that the plants subject to the freeze problems were deleted fr�n the plans. Mr. Andy Bo�wden, landscape plan designer, noted that Mr. Johns requested that the landscaping create a different look than what is seen throughout the camnuzity using olive trees as a focal element. Chainnan Gregory asked if the landscaping plan had been presented to the Coachella Valley Water District. Mr. Bawden replied that it had, and they had rio concerns. Mr. Drell r�ted that the city's landscape architect had specific concerns with the plants outlined in the plan as to their durability in the high wind area where this project would be located. Applicant was asked to speak with the staff architects on these concerns. 6 . � � , � ARQ3ITf]CIURAL REVIEW �T�SSI�i N�RC�i 26, 1991 Chairman Gregory noted that turf has praven to be the best material used in the blow sand area; hawever, his biggest concern was that the applicant could get the lush look he wanted by el;m;natirx� lawn areas using more shnxbs. He wanted to see an effort made an the applicant's part to be stirigy � water usage. He added that an effort has been made in the valley to enlarge the rough areas an the golf courses, conserving water as much as possible. Commissioner Holden felt the landscaping plan was very vague. Chainnan Gregory was concerned that the applicant felt the plans presented were ready for preliminary appraval, but cannission indicated that the plans did not sYiow enough detail to give actual preliminary approval. Commissioner Holden noted that the buildings were indicated on the plans as 'character elevations', and ca►�nission could not give approval on concept plans. He noted that commission would need to see all four sides of the elevations. Chaizmari Gregc»ry directed the applicant to address the follawing before commission could grant actual preliminary approval: 1) List all plant sizes 2) Provide more accurate and s�pecific drawings on the design 3) Shaw haw plan will conserve water 4) Shaa a typical cul-de-sac planter island Mr. Johns discussed the material samples to be used on the entry elevations and clubhouse design. Mr. Johns noted that on the custom hanes, it was his intent to pravide the front landscaping and let the hanecx�mer design the back yards as they wish. Chairman Gregory thanked Mr. Johns and Mr. Baaden for their presentation. Action• It was moved by CaYmissioner Holden, seaonded by Catmissioner VanVliet, to grant prel�m�naW approval on the architectural samples sul�nitted. Cacmission granted conceptual appraval on the landscapirig and architectural plans as resutxni.tted, and directed the applicant to address the issues discussed above. T'he existing trees in the parking area are naw dead and w�ould need to be replaced. The applicant vx�uld also need to bring the parking lot plan up to code requirements on shade trees. Staff r�ted that the proposed signage was aver what is allowed for the building. Mr. Winklepleck noted that 76 square feet was allowed. He added that the applicant was also requesting an awning on the r�orth and south elevations. CaYmissioner Urrutia rioted that he would have a problem granting prel�m�na,�v approval witlmut a colored rendering on the elevations. He added that the front elevations shaw protection for the glass; hawever, on the sides there was just a small extension. He felt that this elemerit should be carried out throughout the side elevations. Comnissioner Urrutia felt that overhangs and colwtu�.s should be added out to the property line. He also felt that more continuity was needed on the Highway 111 side of the buildu-ig. Commissioner Holden was concerned with the pasted on columns holding up the awning. He felt that the colLunr�s needed scme depth to them rather than just being planted on. Action• It was moved by CaYmissioner Urrutia, seconded by Caim.issioner VanVliet, to continue the plans directing the applicant to address the follaaing: 1) Signage cut down to a maxilrnun of 76 square feet or less. Camtissian felt the signage looked better on the awnirzg. 2) Left and right elevations need to be restudied to include more overhangs. Co1w1m support concept should be similar to the front and back elevations. 3) Restudy landscaping plan, adding trees to the front of the building. 4) Pravide colored elevations. Action: It was moved by Cannissioner Urrutia, seconded by Comnissioner Holden, to approve the revised awning with corrections as rioted by Co�tissioner Urrutia.
