Steve Smith noted that the concerns with staff were with the flat
wall. Com�nissianer Urrutia noted his concern with the rei�odel
tak:iuzg away any relief the building had. He added that the �tw�o
windows shaw as if they are just tacked on. Cannissioner Urrutia
felt that more design was needed for the front of the building.
Action•
It was moved by Commissioner Urrutia, seconded by Ca�iissioner.
Holden, to continue the request directing the applicant to address
the follawirx�:
1) The proposed elevations take away any relief fran the
building that is there riow. Elevations to be restudied to
create sane design to the front of the builduzg.
2) Windaws need to be restudied.
Motion carried 3-0.

Chairman Gregory stated that the cormtission would be reluctant to
apprave a red sign. The applicant agreed to use a more rust color
background with ivory letters.
Action:
It was moved biy Comnissioner Holden, sec;onded by Calmissioner
Urrutia, to apprave the signage subject to the colors being
chariged to ivory letters with a rust background. Color samples to
be sulxnitted to staff for final appraval. Nbtion carried 3-0.

Jeff Winklepleck noted that the existing signage was to be removed
when the proposed awn;*� was installed. The applicant r�oted that
all signage (Nelda's and Cactus Flaaer) will be painted on the
awning in an off-white color. Catmission questioned why the
awn.ing was not wrapped to the corner of the builclirig where the
restaurant was located. The applicant explained that the aaner of
the building was txying to keep the restaurant separate fran the
remainder of the buildirig.
Commissioner Urrutia felt that this element was more of an
architectural feature than an awning. He again stated his
concerns an how the awning te��nated at the ends. He felt that
the proposed awriing would create a major charige to the elevations.
Canni.ssioner Holden felt that the awriisig did not fit with the
architecture of the buildirig.
Co�m.ission discussed the allowable mi.rvm�un height for the proposed
awning statirig that the solid me�nber of the awning had to be at
least 8 feet fran the sidewalk.

Action•
It was moved by Chairman Gregory to apprave the use of the
structure with pop-outs as shaHm. Awnirig to be brought around and
attached to adjoinir�•r fascia. Center section of awning to be
omitted. Nbtion died due to lack of a second.
Ca�n.issioner Urrutia asked that the structure be restudied with
regards to the way it te��nates. He would like to see a more
permanent type of structure, adding that the structure would make
a major impact to the building. C�airntan GY�egory asked to see a
more detailed plan on haw the awnirig returns and haw it looks fro�n
the bottan of the structure.
Action•
It was moved by Cam�issioner Urrutia, seconded by Co�missioner
Holden, to continue the request with the understanding that this
awning be handled as an architectural element and revised plans to
shaw more detail on all sides of the structure. Motian carried 3-
0.

Urrutia, to continue the request. CamLission vaould like to see
something more upscale. Revised plans to shaw the allowed six (6)

Steve Smith presented the previously appraved elevations along
with revised plans. He noted that some of the changes involve the
entry statements, the tile tower element being removed, the
continuous v�rood trellis and the modified tawer el�nents at the
corner. N1r. Smith stated that the comnission was not expected to
apprave the signage at this point.

Comnission asked why the applicant felt the trellis work should be
flat as opposed to CormLissianer Urrutia's suggestion an the use of
sloped trellis va�rk. The applicant, Kevin Stong, felt the trellis
should be Yx�rizontal to give a very proriounced shadaw pattern.
Ca�m.issioner Holden indicated that the reason the comnission was
looking for the sloped trellis was more to cut down the
massiveness of the building. Caimission felt if the trellis swept
up, it would cut dawrz the 28 foot high wall. Camiissianer Urrutia
added that if the trellis vaould be sloped, there would also be
more access for growth of the planting on the trellis.
C,amiissioner Urrutia felt that the rema�nder of the elevations
were fine.
Action:
It vaas moved by CaYmissioner Urrutia, seconded by Comnissioner
Holden, to grant prel�m�nary approval of the modified elevations
subject to the sloping of the trellis being revised and appraved
by staff to conform with remainder of the center. Nbtion carried
2-0-1, Chairman Gregory abstaining.

building.

noting that when a preliminazy lanc3scape plan is sul�mitted it
would reflect haw the south and west elevations provide trees to

Jeff Winklepleck presented plans rioting that the applicant was
requesting to expand the existi.ng church, addirig 10,000 square
feet. He added that one of his concerns was with the modular
units, as they were tryirig to make these structures look more
pezmanent. Catmissioner Holden felt that the modular units would
be satisfactory, as long as the landscaping was handled correctly.
Caimissioner Urrutia requested that the trellis be called out on
the plans. Caimissioner Holden discussed the glass entxy way, and
haw it will be heated up each m�rning constantly making this entry
vexy warm. He felt that the applicant simuld consider a different
roof structure th�n all glass. The applicant was aware of the
heat problem, and felt that the use of heat tempered glass w�ould
solve the problem.
(�aizman Gregory felt that an effort was riot being made tawards
water efficient planting with the use of all the grass. The
applicant was concerned with the maintenance of the ground cover
versus the extensive lawn. Chaizman Gregory r�ted that additional
trees w�ould be needed in the par'1iin9 area to meet the city's
requir�nent. Phil Drell suggested the use of an extended island
at 4 feet, with plac�nt of trees and ground cover.
Action:
It was moved by Commissioner Urrutia, seconded by Chairman
Gregory, to grant prel�m;nary approval of the plans with the
follaaing Conditions:
1) Provide detailed plan expla;n;*� extensiveness of trellis
work
2) Pravide roof and elevation plans shawing trellis

change was on the use of the date palms, and other than that, the
plan was still dull. He felt that the revised land.scapi.ng
accentuates the straight wall and did not help with the lack of
articulation in the wall. Chairnu�n GY�egory reiterated the need
for the services of a landscape designer on this plan.
Camtissioner Holden reminded the applicant that at their first
presentation to commission, Chairman Gregory informed the
applicant that he needed to hire a landscape architect to have the
plans done correctly. Cacmissioner Urrutia discussed Yxxa this was
all noted in the previous minutes.
Action:
It was moved by Calmissioner Holden, seconded by Chairman Gr'egory,
to deny the revised preliminary landscape plans as presented.
Nbtion carried 3-0.
Catmissian infornied applicant of the right to take the plans to
city council appealing the denial. This would have to be done
within fifteen days of the appeal.
