APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the minutes of the September 24, 1991 meeting as submitted. Motion carried 4-0-1, Commissioner Connor abstaining. III. It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings: 1. CASE NO.: 2031 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for SUZANNE M, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of illuminated awning with signage LOCATION: 73-100 E1 Paseo, Suite 4 ZONE: C-1 S.P. The awning was approved, by minute motion, with the condition that the awning only extend to the same length and height of the adjoining awning. (3) S.P. Commission continued the request for signage approval at the applicants request. B. Preliminary Plans: 1. CASE NO.: APPLICANT (AND ADDRESS): MOSER ASSOCIATES for DAVIS RESIDENCE, 75355 Santa Fe Trail , Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 17 foot height on single family home LOCATION: 47295 Rose Sage Court ZONE: R-1 , 12,000 Commission approved the height as submitted subject to the following conditions: 1) Applicant to receive the adjacent neighbors approval in writing. 2) Addition of two canopy trees, one each at the front of the property. 3) Placement of some form of paving that would allow for landscaping in front of the recreational vehicle garage, i .e. grass crete pavers. 2. CASES: A. Final Orawings: 1. CASE NO.: 2031 SA APPLICANT (AND ADDRESS): SIGNS BY MEL for MUSICIANS OUTLET, 945 Boardwalk, Suite B, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of internally illuminated cabinet sign LOCATION: 44-850 San Pablo Steve Smith reported that the applicant was requesting that the south wall sign on the fascia be changed to an illuminated sign. Commissioner Urrutia asked about the status of the small corner business "Gourmet Foods". Mr. Smith indicated that the approval would be conditioned that existing signage at this location be removed. Commissioner Urrutia was concerned with the size of the sign on the south wall , as it filled the entire fascia. Action: It was moved by Commissioner Warner, seconded by Commissioner Urrutia, to approve the signage subject to painting both cans to match the existing wall color. Motion carried 4-0-1 , Commissioner Holden abstaining. 2. CASE NO.: 368 C APPLICANT (AND ADDRESS): STUDIO FIVE ARCHITECTS & DESIGN for LUCKY STORES, 31511-A Camino Capistrano, San Juan Capistrano, CA 92675 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscaping plan for outdoor storage area LOCATION: E1 Paseo and Lupine Avenue ZONE: C-1 S.P. Steve Smith noted that the proposed revised landscaping plan was along Lupine Avenue at the driveway to the Lucky store. Commission approved the architectural plans only on August 13th 3 MINUTES ARCHITECTURAL REVIEW COMMISSION OCT08ER 8, 1991 requesting that the landscaping plan be restudied and submitted for approval . Commissioner Connor did not see the need for the lawn area and felt the landscaping needed to be more substantial . He felt the grass area should be replaced with a drought tolerant plan. Commissioner Urrutia did not see a problem with the background shrubs, however was concerned with the area between the shrubs and the street. He felt that by eliminating the existing lawn area the applicant could be more creative with the landscaping. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the landscaping plan to allow the applicant to restudy the plan with regards to the comments made by commission on eliminating the existing lawn area. Motion carried 5-0. 3. CASE NO.: PP 89-3 APPLICANT (AND ADDRESS): RONALD GREGORY ASSOCIATES, INC. for EL PASEO FINANCIAL CENTER/L.G. 'S STEAKHOUSE, 74-020 Alessandro, Suite E, Palm Desert, CA 92260 MATURE OF PROJECT/APPROVAL SOUGHT: Approval of final landscape plans for L.G.'s Steakhouse LOCATION: El Paseo Financial Center/Southeast corner of El Paseo and Highway III ZONE: C-1 S.P. Staff reported that Eric Johnson was concerned with the massive amount of material being proposed. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the final landscape plan as submitted. Motion carried 5-0. 4. CASE NO.: CUP 87-9 APPLICANT (AND ADDRESS): PAPA DAN'S PIZZA AND PASTA, 73-131 Country Club Drive, Building C-9, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for remodel of front patio area 4 s6ow 'VA00' MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 8, 1991 LOCATION: 73-131 Country Club Drive, Building C-9 ZONE: P.C. Steve Smith reported that he and Steve Buchanan went to the proposed site and measured the existing parking spaces noting that the spaces on the north side of the restaurant were 22' long at an angle. He noted that large cars would overhang into the sidewalk as much as 3 feet. Mr. Smith felt that it could be conceivable to place the bumpers in the parking spaces, however the cars would then extend out into this busy traffic area. He added that there would be enough room on the east side of the business for the requested additional seating as the parking spaces were 22' long straight on. Mr. Smith suggested that the wall be placed on the east side of the restaurant, 30" back from the curb with added landscaping, leaving the two existing trees and eliminating the tables in front of the restaurant. Commissioner Warner felt that without the use of bumpers, the cars would overhang onto the landscaping and eventually destroy it. The applicant, Dan Facela, described the proposed lattice work explaining that one of the existing trees would need to be removed In order to place this lattice. The lattice would be added in order to install a mist system. He also felt that the existing tree was blocking his signage. Commissioner Warner felt that this tree did not impact the view of the restaurant signage. Commissioner Warner felt that both existing trees should remain by cutting the lattice around the one tree. Action: It was moved by Commissioner Warner, seconded by Commissioner Van Vliet, to grant preliminary approval of the plans for remodel based on the following conditions: 1) Wall along sidewalk on north side of business be eliminated. 2) Bumper curbs on the east side of business placed at the 18' level . 3) Keep the two existing trees, or replace one of them at another location. 4) Wall on east side of business moved back a total of 30" from the curb. 5) Provide detailed landscaping plan. Motion carried 5-0. 5 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 8, 1991 B. Preliminary Plans: 1. CASE NO.: PP 91-9 APPLICANT (AND ADDRESS): AVIS RENT-A-CAR, 3400 Tahquitz Canyon Way, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a rental car facility (office, open storage and car wash) LOCATION: 74-881 Hovley Lane ZONE: S. I . Steve Smith noted the extensive landscaping comments from Eric Johnson on the proposed plan. Commissioner Urrutia discussed with the applicant, Dick Crane, how he would like to see the south elevation changed to reflect the north elevation. He also noted that he would like to see perimeter trees placed around the lot. Mr. Crane explained how the adjacent building was against the east side wall and therefore the landscaping requested by Commissioner Urrutia would not be seen. Commissioner Van Vliet asked about the mechanical equipment. Mr. Crane replied that all the air conditioning mechanical equipment would be placed behind the wall , which is not open to the public. Commissioner Urrutia noted the mechanical platform on the roof would not work as proposed. He stated that the parapet was not high enough to cover it. Mr. Crane saw no problem with deleting this pad or raising the parapet. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to grant preliminary approval of the plans for the rental car facility with the following conditions: 1) South elevation changed to reflect the north elevation as discussed with Mr. Crane. 2) Upper part of the parapets on both the north and south elevations curved to match the lower part. 3) Restudy trash enclosure to comply with city standards. 4) Building color changed to an off-white or ivory. 5) Restudy landscaping plan as noted by Eric Johnson. 6) Add planter in front of building as discussed. 7) Extend end parking space to a minimum of 11 feet in width. CASE NO.: APPLICANT (AND ADDRESS): JUNE HANE-MULLENEUX for BON APPETIT, Post Office Box 1797, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of green tivlli lights on edge of existing roof tile LOCATION: 73-640 E1 Paseo ZONE: C-1 Steve Smith presented the plans and photographs showing the placement of the proposed green tivlli lights. Ms. Hane-Mulleneux explained how the lights would be placed directly under the roof line. Commission discussed the color of the proposed lights. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Warner, to approve the lights in white subject to the lights not flashing. Motion carried 5-0. The following items were added to the agenda by a unanimous vote: 1. CASE NO. : 2033 SA APPLICANT (AND ADDRESS): MICKEY'S, 73-655 E1 Paseo, Unit G, Palm Desert, CA 92260 NATURE Of PROJECT APPROVAL SOUGHT: Approval of business Identification signage LOCATION: 73-655 El Paseo, Unit ZONE: Mr. Smith reported that the request was for 12" gold face foam letters matching the adjoining business. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Warner, to approve the requested signage as submitted. Motion carried 5-0. Commissioner Holden left meeting at 2:00 p.m. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 8, 1991 2. CASE NO.: VAR 91-3 APPLICANT (AND ADDRESS): FOXX DEVELOPMENT CORP. for ESCADA, 74- 818 Velie Way, Suite 12, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised final working drawings for storefront remodel LOCATION: 73-811 El Paseo ZONE: C-1 The applicant, Jim Foxx, presented the revised final working drawings. Commissioner Urrutia felt that the approval should be based on the city receiving a hold harmless agreement which would be executed with the encroachment permit. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the revised plans subject to the city receiving a hold harmless agreement executed with the encroachment permit and the following conditions: 1) Rear awning not approved with this approval . 2) Applicant to provide color board and detailed landscaping plan. Motion carried 4-0-1, Commissioner Holden abstaining. 3. CASE NO.: 1990 SA-1 APPLICANT (AND ADDRESS): IMPERIAL SIGN COMPANY for THE GATHERING PLACE, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-405 Highway III Steve Smith presented the revised signage plans reading "The Gathering Place Bible Bookstore". Commissioner Holden felt that the darker blue would be the better color. Commissioner Urrutia asked if the sign would be illuminated. Mr. Smith replied that it would be illuminated in the existing can sign. Commissioner Urrutia felt that the blue color would be very loud. 8 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER B, 1991 Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the revised signage with the following conditions: 1) Maximum letter height at 12". 2) Background changed to ivory in color. 3) Approved red with the proposed darker blue color. Motion carried 4-0. V. ORAL COMMUNICATIONS: Commissioner Urrutia asked about the new Brothers building now under construction and questioned why the project was not reviewed by the commission. He was told by Councilmember Crites that all city projects were to be reviewed by commission. He felt that in order to consistent he assumed that the landscaping plan would be brought before commission. Mr. Smith noted that the project was not being processed through the planning department, but rather by the economic development department. Commissioner Urrutia felt that all the new buildings being added to the civic center should also be brought before commission, i .e. restrooms, etc. Commissioner Urrutia asked what the process was which allowed College of the Desert to create the recently established oiled parking lots.
