APPROVAL OF MINUTES: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the minutes of the August 27, 1991 meeting as submitted. Motion carried 3-0-2, Commissioners Urrutia and Van Vliet abstaining. 111 . It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings: 1. CASE NO. : 2012 SA APPLICANT (AND ADDRESS) : TSING TAO CHINESE CUISINE, 73-085 Catalina Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of channel lettf*.�r signage for business identification sign LOCATION: Northeast corner of Portola and Highway III MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1991 ZONE: C-1 Mr. Drell noted that the applicant was asking for approval of the original sign program using channel letters on the wall without a raceway. Originally approved colors to be used for the signage program. He noted that a couple of tenants in the back do not have a balcony to hang the approved redwood signs; and therefore, will have to come before commission with proposals for a different type of signage. 2. B. Miscellaneous Cases: 1. CASE NO.: 324MF, 325MF, 326MF and 327MF APPLICANT (AND ADDRESS): IRWIN J. ESKANOS, Post Office Box 841 , Oakland, CA 94604 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of existing architecture and landscaping to quality for a certificate of conformance LOCATION: 73-153 & 73-155, 73-163 & 73-165, 73-173 & 73-175 and 73-183 & 73-185 Catalina Way L 'r.r MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1991 ZONE: R-2 Commission granted approval of the Certificate of Conformance based on the following conditions: 1 ) Additional trees to be placed in each of the common grass areas. Minimum of 24" box trees required. 2) Mail boxes to be painted. 3) Address numbers to be complete on each building. 4) Garages to be available, in perpetuity for parking of tenant vehicles. Certificate of Conformance to be issued upon compiet.ion of these conditions. IV. CASES: A. Preliminary Plans: 1. CASE NO. : PP 91-7 APPLICANT (AND ADDRESS): ECONO LURE 'N TUNE, 4911 Birch Street, Newport Beach, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised architectural , landscape and sign plans for an auto service facility LOCATION: La Posada Center, Northeast corner of Fred Waring Drive and Highway 111 ZONE: P.C. (3) Jeff Winklepleck presented revised elevations showing the additional trellis structure requested by commission. Mr. Winklepleck reported that the Eric Johnson had reviewed the landscape plans and he noted that the spacing was much better. Mr. Johnson recommended baccharis centennial in place of the proposed mesquite. Chairman Gregory asked why Mr. Johnson was concerned with the mesquites. Mr. Winklepleck replied that he was concerned with the size of the trees right next to the building. Chairman Gregory noted that revised landscape plans needed to be noted on the working drawings. He added that the decomposed granite be changed to palm springs gold (fine) . 3 tirr✓ MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1991 Action: It was moved by Commissioner Van Viiet, seconded by Commissioner Urrutia, to grant preliminary approval on the revised plans with the following conditions: 1 ) Trellis to wrap around to the front entrance on the south elevation. 2) Beef up raised planter on northeast side of building and wrap it around on the east. corner. 3) The three mesquite trees adjacent to Fred Waring Drive are to remain mesquite. All trees to be minimum of 24" box. 4) X.ylosma to be 15 gallon. 5) Euryops to be changed to baccharis centennial . Motion carried 4-1 , Commissioner Connor voting No noting that he did not feel that this use is appropriate for Fred Waring Drive. 2. CASE NO. : VAR 91-3 APPLICANT (AND ADDRESS): FOXX DEVELOPMENT CORP. , 74-818 Velie Way, Suite 12, Palm Desert., CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Storefront remodel LOCATION: 73-811 El Paseo ZONE: C-1 Phil Drell presented plans showing a complete redesign to the pink marbled building on El Paseo adjacent to the old City Bank. building. The building has been purchased and will be occupied by a single tenant. Mr. Drell reported that the applicant was proposing to pop-out the existing front elevation bringing it down to the level of the sidewalk. Commissioner Urrutia asked the distance between the proposed building and the end of the curb. Mr. Drell replied that the building would be extended out three feet from the sidewalk. He added that the apparent usable sidewalk would increase from 8 feet to 12 feet. Mr. Jim Foxx indicated that he would saw cut the interior of the building to create the handicap access. Commissioner Connor asked what would be done with the existing second story element. Mr. Foxx replied that the architect was working on the use of a free standing stem wall and false parapet to obscure most of the second story structure. Commissioner Urrutia felt that the second story element needed to be secondary to the rest of the building. It should not distract from the entry. Commissioner Holden felt that Scheme 2 would be acceptable with the deletion of the cap on the tower. Mr. Foxx replied that it could be deleted. Commissioner Urrutia asked about the proposed canopy. Mr. Foxx noted that it would be extended out to the curb and would not necessarily be a fabric canopy. He added that these details would be provided on the working drawings. Commissioner Urrutia did not object to the canopy extending to the street as the building is being occupied by only one tenant. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to grant conceptual approval on Scheme 2 directing the applicant to address the following: 1 ) Plans to show proper indentations as discussed with applicant. 2) Restudy tower element to tie into the proposed elements. 3) Show second story elements and exact proposed parapet wall . 4) Preliminary drawings to show all four elevations. 5) Provide roof plan and actual landscape plans. 6) Canopy columns to be substantial enough so that they will relate to the building architecture. CASE NO.: VAR 91-4 APPLICANT (AND ADDRESS) : ROBERT MAYO, 73-990 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of storefront remodel LOCATION: 73-990 El Paseo ZONE: C-1 Phil Drell presented the proposed plans showing the enclosure of existing outdoor patio. The applicant is proposing to extend the copper roof awning down to a glass/block wall . Commissioner Urrutia asked if the applicant would have to apply for a variance. Action_:, It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the plans for the remodel with the condition that some additional architectural enhancements (other than the plain walls) be added on the sides. Commission suggested wrapping the glass block on one side or adding an additional glass block window on the front. Motion carried 5-0. V. ADDED CASES TO THE AGENDA: 1. CASE NO.: PP 90-13 APPLICANT (AND ADDRESS): DSL SERVICE CO. , 3501 Jamboree Road, Suite 5000, North Tower, Newport Beach, CA 92658-6030 NATURE OF PROJECT/APPROVAL SOUGHT: Review of revised elevations for Downey Savings building LOCATION: Fred Waring Drive and Highway III ZONE: P.0 3 (S.P.) Steve Smith presented a fax received by staff showing the proposed revised elevations on the Downey Savings Building. Commissioner Urrutia felt that it was not the special building he envisioned for this site. He thought that the applicant was trying to make the building look too much like the remainder of the center. He noted that the commission was looking for something more innovative. Commissioner Holden felt that the building looked like a satellite building in a typical center. Commissioner Urrutia would like to see something different from the rest of the center. Action: �It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to continue the plans stating that the building did not meet the original requirements to submit a design that was very unique and different from the remainder of the center, yet compatible with the architecture. BUCCINO, 74-133 El Paseo, Suite 9, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised architectural plans LOCATION: Approximately 450 feet east of the southeast corner of San Pablo and Fred Waring Drive ZONE: R-3 Commissioner Urrutia presented the revised preliminary architectural plans showing the height change to 25 feet. He added that the only other revision was a change to a glass block on the upper south elevation that would overlook the adjacent R-3 zone. Action: _ It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to grant preliminary approval on the revised architectural plans as submitted.
