I. CALL TO ORDER:
The meeting was called to order at 12:20 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner Holden,
to approve the minutes of the September 10, 1991 meeting as amended.
Motion carried 4-0-1 , Commissioner Warner abstaining.
III. It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to approve the following cases by minute motion. Motion carried
5-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Final working drawings for
storefront remodel
LOCATION: 73-811 El Paseo
ZONE: C-1
The applicant, Jim Foxx, presented the proposed floor plan and
elevations noting that the front display windows will extend out
approximately 8 feet in front of the blank portions of the walls.
Chairman Gregory noted that he liked the way the building steps
and felt it looked less disturbing. Chairman Gregory asked about

ramping at the entrance to allow for handicap access. Mr. Foxx
discussed how the handicap entrance worked into the inside of the
entrance. Commissioner Urrutia directed the applicant to check
with the building and safety department to verify that this type
of handicap ramp would be acceptable. He added that the size of
the landing would also have to be confirmed. Chairman Gregory
reminded the applicant that the commission wanted to see the
penthouse structure phased out. Commissioner Van Vliet felt that
there were too many details missing to give the plans preliminary
approval at this point.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet to grant preliminary approval on the architectural plans
only with the following conditions:
1 ) Awning structure not approved until the detailed design has
been resolved with commission.
2) Provide color board. Commission suggested the possibility of
shading colors to emphasize the entrance.
3) The main entry element (tower) to be extended back onto the
roof another 5 or b feet.
4) Entry canopy has a skylight on the tower portion. Commission
would like to see that element become a visible design of the
building.
5) Provide detailed landscaping plan.
Motion carried 4-0-1 , Commissioner Holden abstaining.
2. CASE NO. : PP 90-24
APPLICANT (AND ADDRESS) : CURTIS RICHARD SHUPE for ROBIN PLAZA,
35-325 Date Palm Drive, Suite 213, Cathedral City, Ca 92234
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working
drawings
LOCATION: Southeast corner of El Paseo and Sage
ZONE: C-1
The applicant, Mr. Shupe, presented the final working drawings
showing the tower element changes as previously directed by
commission. Commissioner Urrutia discussed the handicapped spaces
with Mr. Shupe noting that he should verify the requirements with
the building and safety department.. Commissioner Urrutia added
that the end parking space has to be a minimum of 11 feet wide.

Action:
It was moved by Commissioner Holden, seconded by Commissioner
Urrutia, to approve the architectural final working drawings with
the following conditions:
1) Glass to be a minimum of 10 feet from the property line.
Applicant directed to confirm this requirement with the
building and safety department.
2) Roof mounted equipment to be screened.
3) Applicant to provide material and color board on the
hardscape.
4) Ten foot parking space at end of parking area to be changed
to a minimum of 11 feet.
5) Carport structure design to be submitted for approval .
Commission granted conceptual approval to the landscaping design
directing the applicant to address the following:
1 ) Use of caiifornia fan palms along E1 Paseo would create
problems. Suggest a different type selection for this area.
2) Sun type shrubs are indicated for planting below the covered
parking areas. They should be replaced with shrubs more
appropriate for shade.
3) The symbols on the landscape legend do not relate to the
proper names. Commission requires that a tightened up plan
be submitted for preliminary landscaping approval .
Motion carried 5-0.
3. CASE NO. : 2024 SA

Jeff Winklepleck presented the proposal for the 27' drop type
awning noting that staff was concerned with the 12" letters as
code allows for a maximum of B" letters. He added that code did
not encourage the drop type awnings. Commissioner Warner did not.

like the drop type awning, stating that he would prefer the awning
design used on the adjacent storefronts.
Action:
It was moved by Commissioner Holden, seconded by Commissioner Van
Vliet, to approve the proposed business identification awning with
the following conditions:
1 ) Letter size to a maximum of 8".
2) Non- illuminated awning approved. Applicant to provide
complete electrical plans for final approval if they wish to
install a back-lit awning.
Motion carried 4-1 , Commissioner Warner voting No.
4. CASE NO. : CUP 87-9
APPLICANT (AND ADDRESS) : PAPA DAN'S PIZZA AND PASTA, 73- 131

NATURE OF PROJECT/APPROVAL SOUGHT: Remodel of front patio
LOCATION: 73-131 Country Club Drive, Building C-9
ZONE: PC
Steve Smith reported that the applicant was proposing to create an
enclosed area in which he would locate a maximum seating of 42.
He indicated that staff was concerned with the deletion of a
handicap space, noting that the building and safety department
would have to be shown where this parking space is being replaced
on the site. The applicant, Dan Facela, provided the property
owners signature for approval of the remodel . Commissioner Holden
asked if staff was concerned with the fact that the center would
be loosing a parking space. Mr. Smith replied that he was more
concerned with the number of handicapped spaces provided for the
center. Commissioner Urrutia felt that the issue of deleting a
parking space was a major concern and would have to be worked out
with the building and safety department before he would be willing
to approve the remodel .
Commissioner Urrutia was also concerned with the wail as it was
located within two feet of the curb. He noted that unless the
applicant added some type of parking bumpers vehicles would hit
the wall . He did not feel that the parking spaces were deep
enough as shown on the proposed plan. Commissioner Holden noted

that the parking spaces would need to be a minimum of 20 feet
deep. This would allow for two feet between the parking bumper
and the curb.
Chairman Gregory discussed his concerns with the landscaping in
front of the wall . Mr. Smith asked if the remaining sidewalk
would be large enough for wheelchair use. Mr. Buchanan from the
building and safety department replied that it would have to be a
minimum of 48" wide.
Action:
It was moved by Commissioner Van Vliet, seconded by Commissioner
Warner, to continue the request directing the applicant to restudy
the commission's concerns as follows:
1 ) Resolve concern with staff on the elimination of the
handicapped parking space.
2) Parking spaces along the wall to be a minimum of 20 feet to
allow for a bumper curb that will be at least two feet from
the curb.
3) Provide for landscaping in front of the wall .
4) Sidewalk to be a minimum of 48" to accommodate wheelchair
use.
Motion carried 5-0.
B. Preliminary Plans:
1. CASE NO.: PP 90-13
APPLICANT (AND ADDRESS): DSL SERVICE CO. , 3501 Jamboree Road,
Suite 5000, North Tower, Newport Beach, CA 92658-6030
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised architectural plans for Downey Savings building
LOCATION: Fred Waring Drive and Highway 111 , Pad No. 8
ZONE: P.C. (3) S.P.
The architect for the applicant, Ms. Sue Quan, presented revised
elevations showing the recessed planter areas as well as the high
window detailing. She noted that the towers had been lowered and
additional open roof detailing had been provided. Commissioner
Urrutia asked about the exterior materials for the building. Ms.
Quan replied that it was proposed as all stucco. Commissioner
Urrutia felt that building lacked the richness that could be

provided with different types of materials such as stone or tiles.
Commissioner Holden felt that if this building was to be unique
and special , the plant-on columns would not work. He agreed that
they should be replaced with either stone or pre-cast fascias and
columns.
Commissioner Urrutia stated that he still was not sold on the type
of architecture chosen for the site. Commissioner Holden felt
that the architecture and scale was improving; however, his
concern was with the proposed materials. He felt that the
richness needed could be achieved with additional stone and the
work.
Commissioner Urrutia referred to the Columbia Savings buildings as
an example of what he was looking for stating that all of their
buildings were unique. He noted that the commission was looking
for something unique yet compatible with the center.
Action:
It was moved by Commissioner Holden, seconded by Commissioner Van
Vliet, to grant conceptual approval of the revised preliminary
architectural plans subject to the use of quality materials to
keep up with the quality design and directed the applicant to
address the following concerns:
I ) In order to create the unique building city council has
required, commission felt that plant-ons should be avoided.
Stone or pre-cast fascias and columns were suggested.
2) Commission directed the applicant to use a variety of
materials rather than all stucco to bring out the richness
and authenticity the building is lacking. Commission
suggested that some of the different colored stucco be
changed to a more enriched tile or upgraded material .
3) Applicant to be true to the detailing of the architecture
being used. Window trim material to be changed from metal to
wood in shaded areas.
4) Restudy south elevation to provide more detail .
Motion carried 4-0-1 , Chairman Gregory abstaining.

Action:
It was moved by Commissioner Holden, seconded by Commissioner Van
Vliet, to grant approval of the 17 foot single family house based
on the letter of approval received from the Linda Vista Estates
Architectural Committee. Motion carried 5-0.

Action:
It was moved by Commissioner Holden, seconded by Commissioner
Urrutia, to approve the 17'6°" single family house plans pending
receipt of letter of approval from the Linda Vista Estates
Architectral Committee. Motion carried 5-0.
