APPROVAL OF MINUTES: It was moved by Cortmissioner Holden, seconded by Commissioner Urrutia, to approve the minutes of the April 14, 1992 meeting as submitted. Motian carried 6-0. III. ORAL OOMMIUNICATIONS: Commission discussed their concerns with the stand-by generator installed for the new city hall expansion. Commission agreed unenimousiv to recornmend to city council that the equipment be adequately screened in a way to block it from view at the entrance to tt�e c i v i c center. IV. It Was moved by Commissioner Van Viiet, seconded by Camiissio�er Urrutia, to �rove the folla+ing cases by minute motion. lbtion carried 5-0. A. Final Draaings: 1. Changes consisted of tieing the buildings together and the addition of shutters. Commission granted final approval to pians as submitted. B. Preliminary Plans: 1. CASE NO.: TT 26123 APPLICANT (AND ADORESS)s SUNRISE DESER7 PARTNERS for INDIAN RIDGE, 42-600 Cook Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of landscape plan for the model complex LOCATION: Country Ciub Drive between 42nd Avenue, El Dorado Drive and Oasis Club Drive ZiONE: PR-5 Steve Smith presented colored rendering on the proposed landscape plan for the model complex nating that the plant material was drought tolerant overall . Chairman Gregory noted that commission would need to see an indication of the plant sizes. The applicant. Michael Horton, indicated that the following would be the actual plant sizes. . .canopy trees in 30" to 48" box. patio trees in 30" to 36" box. date palms at 12' to 25' , queen palms at 6' to 12' and shrub type would be 15x of 15 gallon. 60x of 5 gallon and the remaining of 1 g�llon for ground cover. Cortmission granted preliminary approval to the tandscape plan as submitted. 2. CASE NO.: CUP 92-5 APPIICANT (ANO ADDRESS): BURTON L. KAPLAN for PALM DESERT STORAGE, 7 Wake Forest Court, Rancho Miraye, CA 92270 NATURE OF PROJECT/APPROVAL SOIIGIiT: Preliminary approval of storacae units and entrance LOCATION: 74-850 Merle Drive Z01�: S. I . 2 � � � M I I�)TES ARCHITECTURAL REVIEM OOMMISSION APRIL 28. 1992 Jeff Winklepleck presented the proposed f�lans noting that the applicant was askiny for an additional 48, 500 syuare foot met�l storage units. These units would not be seen from any street and the maximum heiyht would be 18' . The applicant, Mr. Kaplan. asked commission for direction on what could be done with the existing, malfunctioniny. waterfall at the entrance to the facility. He would like to landscape the waterfall area. Chairman Gregory felt that the area could be very attractive if nicely landscaped. Mr. Winklepleck noted that the existing chain link fence wouid be taken down. Cortmission oranted preliminary approval to the plan with the following co�ditions: 1 ? Five gailon pyracanthas placed every 10 feet along the block wall on Merie Drive side with a tan gravel ti .e. palm sprinys gald) to be used as ground cover. 2) Staff to approve final landscaping plan to include colorful landscapiny of existing waterfall structure. 3. CASE NO.: PP/CUP 89-18 APPI_ICANT (AND ADORESS): WILLIAMS DEVELOPMENT c/o Marty Butler for CATALINA WAY SENIOR APARTMENTS, 42-600 Cook Street, Suite 135. Paim Desert, CA 92264 NATURE OF PRO.IECT/APPROVAI SOl1G1iTs Preliminary architectural and landscape plan approval LOCATION: 73-600 Catalina Way ZONE: R-2 5.0. Phil Drell presented the prn�osed elevations noting that this case was the previous Cable 8 Rylee proJect. He informed commission that the city had terminated the agreement with Cable and Rylee and that the project was now being proposed by Williams Develo�xnent. Commissioner Holden felt that the plan was being crunched inside the perimeter wall not allowing for .sufficient landscaping. Commissioner Urrutia questioned the lack of direct access to the rear patios. Commissioner Holden discussed his concerns with the lack of protection over the entryways and patios . Chairman Gregory felt that the site plan was u�acceptable, lacking imagination. Commissioner Holden noted that all of the units were exactly the same and that the plan needed some variety. Commissioner Urrutia discussed changes that could be made to add interest to the project. CASE NO.: PP 90-13 APPIICANT (AND AD�ESS): DSL SERVICE C0. for ROS5 STORES, 3501 Jamboree Road, Suite 5000, North Tower, Newport Beach, CA 92658- 6030 NATURE OF PRO.IECT/APPROVAI SOUGfiT: Approval of revision to front elevation of Ross building LOCATION: Fred Waring Drive and Highway 111 �ONE: P.C. (3) S.P. Steve Smith presented the revised elevations for the Ross building showing how the applicant is requesting to lower the window on the left side of the entrY, chanying it to bronze glass and using it for a dispiay window. Commission questioned the use of bronze ylass for a display window and suggested the appiicant create some identity for this area, possibly expanding this area out. Action: It was moved by Cormiissioner Urrutia, seconded by Corm�issioner Van Vliet. to continue the request statiny that the proposed revision to the storefront windows were not acceptable. Commission felt that an acceptable dispiay window area could be created with the use of additional relief producing a bay window affect. Motion carried 5-0. V1 . ORAL COMMIN�IICATIONS: Steve Smith informed the commission that the public works staff had asked the cornpany selected to design and buiid the C.V.R.BP.D. buiidiny at the civic center to give a presentation on their proposal . Commissioner Urrutia was on the committee to review the submittals. 4 , • °�•w,,, �„�,r� M I I�TES ARCHITECTt�AL REVIEN COMMISSION APRIL 28. 1992 Scott Morga� with the C.V.R.BP.D. reported that there were 16 submittals and outlined the selection process. He indicated that the committee unanimousiy selected the firm of J. Simon Co./Moniyhan 8 Associates as the design/build team to construct the facility. He noted that the committee consisted of representatives from C.V.R.8P.0. . Architectural Review Comnission, Parks and Recreation Cortmission, Art-In-Public-Places committee, the public works department, the building department and the fire department. The facility would be a city owned building being leased to the C.V.R.&P.D. He noted that the Parks and Recreation Commission voted unanimously to recommend approval of the proposal . Mr. Morc?an felt that the buiiding would be a huge compliment to the civic center. Mr. Craig Pearson, Architect for Monighan & Associates walked throuc�h the set of proposed plans which included their landscape pian. Commission feit the plans were acceptable. Rudy Acosta reported that administration suggested that a satellite facility be added for maintenance of the facility. This area wauld be used to store some of the large maintenance equipment for the park. He noted that this change would be to the east elevation and staff would come back to cortmission with these changes once they were submitted. Commissioner Urrutia thought that the colors of the facility were fun and added liveliness to the building. Action: It was moved by Cortxnissioner Holden, seconded by Commissioner Van Vliet, to arant conceptual approval of the proposed plan subiect to the changes on the east elevation going back to cortxnission for review.
