It. was moved by Chairman Gregory, seconded by Commissioner Urrutia, to approve the minutes of the August 11 , 1992 meeting as submitted. Motion carried 2-0-1 , Commissioner Van Vliet. abstaining. III. It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 3-0. A. Final Drawings: 1. CASE NO. : 3090 SA APPLICANT (AND ADDRESS): IMPERIAL SIGN CO. for MEPHISTO, 46-12-0 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-241 Highway Ill , Suite 3E ZONE: C:-1 S.P. Jeff Winklepleck noted that the applicant was requesting a 2' x 8' can sign. Letter size would be 12 inches with a 14-1/2" logo. Commissioner Van Vliet felt that the signage on the awning was not acceptable. Commissioner Urrutia felt that the sign should be placed on the existing stucco wall , however was concerned with the can sign at this location. The applicant, Jim Engle, indicated that there was no other way to install the sign on the wall wj th�1 ut using a can. Commissioner Urrutia felt the applicant 'VMW *4910 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 25, 1992 should create a new design for the can sign. Mr. Drell suggested that the can should be something that would mimic the finish of the existing metal awning. Commissioner Urrutia noted that the can is now more of on issue than the actual lottering. Commission continued the request based on the above comments. 2. CASE NO. 3091 5A APPLICANT (AND ADDRESS) PALMS TO PINES CANVAS for J.8' ~S THIRSTY BULL, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJ E CT/APPROVAL SOUGHT: Approval of nignage for awning LOCATION: 73-460 Highway lil ZONE: C-1 S.P. Jeff Winkleplock reported that the applicant was requesting an 18" logo with ''J,B,° in 12 inch letters and "Thirsty Bull " in 8 inch letters. He added that they were requesting black letters. Commissioner Urrutia felt that the aignage should fit inside the band with letter size not to exceed the size of the adjacent "hardwore" lettering. Commission approved the sYgnage with the following conditions: \ ) Sfgnage to be no larger than existing "hardware" signage; 2) Minimum 3 inch border around signage; 3) Lotter color changed to burgundy to match existing oignage For the center'. 3. CASE NO. : 3092 SA APPLICANT (AND ADDRESS): CALVERT L. HUTCHENSON for MEDICARE CLAIM PROCESSING CENTER ADVANTAGE, 74-991 Joni Drive, Unit No, 9, Palm Desert, CA 92260; MS. JUDY BROWN for MAJOR INDUSTRIAL CONDOMINIUM OWNERS ASSOCIATION, 74-991 Joni Drive, Unit No. 7, Palm Desert, CA 921260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of existing can sign 74-991 Joni Drive Iftwe' ~aw MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 25. 1992 Jeff Winklcp\mck reported that the condominium owners association had created by-laws on their building aignage and Mr. Hutcheneon'e sign did not comply and therefore was asking for direction from the commission. He indicated that the association would not approve the red stripe on the sign. Mr. Drell noted that the association owns the walls where the sign is to be placed. Commissioner Urrutia did not have a problem with the sign; however~ felt that if a sign program in established that everyone is to abide by, then it should he enforced, Mr. Hutchenson stated he had received permission from the manager of the building when he originally installed the sign; however, the government changed and now has a sign program that his sign does not comply with using the rod stripe. Commissioner Urrutiu stated that if the commission had seen the sign originally before thorn was a sign program, ho wou|d not object to it. However. if there is a sign program that is acceptable, the commission would have to adhere to the program, Chairman Gregory and Commissioner Van Vliet concurred. Mr. Drell noted that the applicant had never applied for a permit to install the sign and therefore installed an illegal sign. Commission directed the applicant to remove the sign entirely or temporarily remove the red stripe until, the legal issue has been worked out with the Major Industrial Condominium 0*nore Association. 4. 383 C APPLICANT (AND ADDRESS): JOSEPH 8RANDT, 14 Mt' Holyoke. Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of fascia color and lighting details 73-030 El Pueeo ZONE: C- 1 The applicant, Joseph 8randt, presented a color board requesting o terra cotta color for the fascia trim, Chairman Gregory felt the c,o|mr was too strong. Commissioner Van Vliet agreed, adding that the oolor should be more natura) . Comm|ynYon instructed staff to approve the final terra ootta fascia color directing the applicant to provide a more natural color that would blend with the roof 3 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 25, 1992 tile color. Mr. Brandt presented lamp fixture samples requesting approval to place four lamps on the roof. Chairman Gregory noted his concerns with hot spots when using round fixtures. Commissioner Van Vliet discussed how the lights would be exposed. Commissioner Urrutia suggested the use of a luminous landscaping light. Chairman Gregory agreed with the use of this type of landscaping lighting. Commission approved the lighting subject to the use of a low voltage landscape fixture as proposed by Commissioner Urrutia. IV. CASES: Preliminary Plans: 1. CASE NO. : TT 26123 APPLICANT (AND ADDRESS) : SUNRISE DESERT PARTNERS for INDIAN RIDGE COUNTRY CLUB, 42-600 Cook Street, Palm Desert:, CA 92260; HORTON SHEPARDSON ASSOCIATES, 42-575 Melanie Place, Suite S. Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of homeowners association building, landscaping maintenance building, golf course maintenance building, median landscaping and entry signage LOCATION: Country Club Drive between 42nd Avenue, El Dorado and Oasis Country Club ZONE: PR-5 Mr. Mike Horton presented the street median landscaping plan noting that they were reviewed by Eric Johnson who found them to be acceptable. Chairman Gregory discussed the irrigation system planned for the country club and suggested that the applicant look into a very significant filter system. Action: It was moved by Commissioner Van V l i et, seconded by Commissioner Urrutia, to approve the street median landscaping, homeowners association building, landscaping maintenance building, and golf course maintenance building as submitted. Motion carried 3-0. Mr . Horton noted the concerns from the Art-In-Public-Places Committee regarding the proposed signage. He indicated the concerns were the type of landscaping at the base of the signage 4 *ft./ war MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 25, 1992 and if the sand stone material used would conflict with the art placement. The consultant on the signage for the country club, Mr. Don Ripinski , noted that the proposal was for halo lit letters that would be internally illuminated. The tallest point of the sign is 5 feet with the length being 12 feet. Letters would be set back in the stone approximately 3/4 to I inch. Chairman Gregory felt the signage was very nice and liked the use of the nose of the median for public art work. Commissioner Van VIiet asked about pedestrian access to the art work. Mr. Horton noted that pedestrians would not have access to the art work. Commissioner Urrutia noted h i s concerns on the 'lack of access from a pedestrian point: of view. Commissioner Urrutia felt the proposed signage was acceptable. however, would like to see a more complimentary t w)e of treatment by blending in the landscaping with the art work. He noted that the A. I .P.P. Committee would look again at the landscaping as it --elates t.c the art. work, Act i 7n:_ It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the entry 5ignage as submitted. Motion carried 3-0. 2. CASE NO. : 382 C APPLICANT (AND ADDRESS) : TANDIKA CORPORATION, 74-854 Velie Way_ #16, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of original landscape plan LOCATION: Northeast corner of Avondale Country Club adjacent to Frank Sinatra Drive ZONE: PR-3 Stave Smith discussed commission's decision of July 28, 1992 with regard to additional placement of landscaping. Mr. Smith presented letter from Tandika Corporation with signatures from Avondale Homeowners Association and Avondale Golf Club requesting reconsideration of the previous decision. The applicant, Mr. Charles McBride, noted that the two homeowners association were not in favor of adding the requested landscaping to screen the Facility from the golf courses and therefore were asking for reconsideration of the existing plan. Chairman Gregory felt that this was acceptable. Commissioner Van Vlint agreed. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet. to waive the conditions as per )etter, received August 117" 1992. Motion carried 2-0-1 . Chairman Gregory abstaining. 3. PP 92-6 APPLICANT (AND ADDRESS): COOK PARTNERS LIMITED PARTNERSHIP. 110 West Loa Tunas Drive, Suite 8^ Son Gabriel , CA 91776 NATURE OF PROJ E CT/APPROVAL SOUGHT:' Preliminary approval of revised architectural and landscape plans Northwest corner of Country Club and Conk ZONE: PD-2 and PR- }U The applicant, Mr. Bill Carver, discussed his feelings and goals for the center asking commission for their comments and support or) the "Beregon" look for the center. He also discussed the prnposcd city golf course in conjunction with the Marriott Desert 5pringo, Mr, Ken Mequet discussed the "8eregon" look and how the site plan had been changed to Follow this plan in con,' with commission's concerns with regards to the use of angles. Mr. M*quet discussed the changes made to the elevations on Ralphn and Payless. Chairman Gregory liked the changes made to the smaller detail-, and Fountain area. Commissinner Van Vliet agreed on the creative approach proposed for the center. Commissioner Urrutia felt the plans had improved since the last presentation. He added that he liked the idea of the them* incorporating the environment using water and landscaping, yet staying very simple. He felt the plan was refreshing, Commissioner Urrutia discussed his concern with the street between the theatre and the rest of the center noting that it needed to be softened up some with additional londecoping. Commission was very supportive of the revisions made to the plans and directod ±he app\ icant to submit plant materio| pa |et and detailed elevations, with proposed colors, before they could grant preliminary approval . CASE NO. : 3090 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for MEPHISTO, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-241 Highway 111 , Suite 3E ZONE: C-1 S.P. The applicant, Jim Engle, returned to the commission noting that the wall area was 3'9" high and 4'6" wide. He indicated that he would have to condense the copy and felt that the signage would be picked so low that it would be vandalized. Mr. Engle proposed a 2' x 8' neon sign on the existing awning. Commissioner Van Vliet indicated that he would not approve the proposed neon sign on the .:awn i ng structure. At t.ion: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the signage, as amended, with the following conditions: 1 ) Free standing letters to be mounted on the existing metal awning, placing the raceway behind the awning structure; 2) Lettering to be exposed white neon at a maximum intensity of 4500; 3) "Mephisto" letters at 8 inches with "Footwear" at 4 inch letters.
