APPROVAL OF MINUTES: It was moved by Commissioner Holden, seconded by Commissioner Gregory, to approve the minutes of the November 23, 1992 meeting as amended. Motion carried 4-0-1, Commissioner O'Donnell Abstaining. III . It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings : 1 . CASE NO. : 4052 SA APPLICANT (AND ADDRESS) : SEAN ABAII for EL PASEO COLLECTION, 73-190 El Paseo, Suite 3, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign location for buildings A and B LOCATION: Corner of El Paseo, Highway 74- and Ocotillo ZONE: C-1 S.P. The applicant, Sean Abaii, presented photographs of both buildings showing the proposed signage. Chairman Gregory questioned the location of the building addresses . Mr. Abaii noted that they would be placed below the actual signage. Commission approved the signage for buildings A and B as submitted. 2 . CASE NO. : 376 C APPLICANT (AND ADDRESS) : A & S ENGINEERING for TEXACO, 207 W. Alameda Avenue, Suite 202 , Burbank, CA 91502 MINUTES `' Mo* ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1992 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel plans for existing service station Commission felt that the existing service station looked better than the proposed remodel plans as it looked like the alterations were just tacked onto the building. Commission directed the applicant to provide a revised plan which would look more like it belongs in the desert. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to deny the remodel plans as they felt the existing station looked better than the proposed remodel plans . Commission felt the remodel plans lacked design and directed the applicant to examine the remodeled Texaco station in Palm Springs, noting that it was more of what the commission was looking for in a remodel design. Motion carried 5-0 . 3 . CASE NO. : CUP 92-11 APPLICANT (AND ADDRESS) : SONTAG & NOVASCONE, INC. for LOUISE ' S PANTRY, 124 So. Palm Canyon Drive, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for patio enclosure LOCATION: 111 Town Center Way, Suite A ZONE: P.C. ( 3) S .P. Commission continued the request as the applicant was not present with final plans . 4 . CASE NO. : 4060 SA APPLICANT (AND ADDRESS) : IMAGE MEDIA GROUP for FIRST INTERSTATE BANK, 1912 Augusta Court, Ontario, CA 91761 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-811 Highway 111 ZONE: P.C. ( 3) S.P. Commission continued the request as the applicant was not present with additional information requested by staff . 2 MINUTES "40,11 "0 ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1992 B. Miscellaneous Cases : 1 . CASE NO. : 329 MF APPLICANT (AND ADDRESS) : KELVIE KING, 74-126 Chicory Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of Certificate of Conformance LOCATION: 45-898/45-902 Lantana ZONE: R-1 Staff reported that this was an existing duplex that pre- dates the incorporation of the city noting that it was city policy to allow the property owner to go before the commission requesting a Certificate of Conformance if the property was maintained at the current city' s landscaping standards . This would allow the property owner to keep the duplex, as it exists, in the current R-1 zone. Commissioner Gregory felt the duplex did not conform to present city landscaping standards . The property owner, Mr. King, replied that he was before the commission requesting approval of the Certificate of Conformance in order to get the financing needed to upgrade the property. Commissioner Gregory suggested that the property owner seek professional services to assist him in preparing an acceptable landscape plan. Commission continued the request directing the applicant to provide an adequate landscape plan as they felt it did not conform to present city standards . 2 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for CARVER COMPANIES, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Review and comments on proposed monument and center identification signs LOCATION: Northwest corner of Country Club Drive and Cook Street ZONE: PD-2 and PR-10 Commission continued the case at the applicant ' s request. Staff noted that Commissioner Urrutia felt the proposed signage lacked imagination. 3 MINUTES `"00, ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1992 IV. CASES: A. Final Drawings : 1 . CASE NO. : CUP 92-10 APPLICANT (AND ADDRESS) : CHARLES L. MARTIN for REDONDO DONS, 40-840 Thunderbird Road, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument sign LOCATION: 72-291 Highway 111 ZONE: C-1 Steve Smith presented colored rendering of proposed signage as well as the site plan. He indicated that a council member had already approached staff with their concerns on the proposed signage. Mr. Charles Martin presented the proposed landscape plan indicating that the applicant was again requesting approval of the original building colors instead of the cool colors requested by commission. Commissioner Holden noted that the plan shows the patio addition at 32 feet from the sidewalk and he did not feel this was correct. He added that the four foot berm created a look that made the patio look closer to the street. Mr. Smith noted that the city limits the menu items to two with a maximum of three colors . Commissioner Gregory noted that the proposed sign would have to be toned down. Commissioner Gregory questioned the location of the signage as it relates to the city' s setback requirements . Mr. Smith reported that the proposed location was not in the right-of-way and noted that typically the city asks for the signage to be five feet back from the property line. Commissioner Gregory felt that the corner should be left open as much as possible. Mr. Martin noted that the applicant needed to get the location of the signage approved as soon as possible and proposed that it be moved north approximately eight feet. He suggested that he paint various color samples along the fascia within the next week so that commission can view the proposed colors of the building for approval at the next meeting. Commissioner Holden noted that an accurate landscape plan was needed showing actual plant material and their locations . Commissioner Connor discussed the maintenance problems with the lawn area coming right up to the patio glass . 4 MINUTES *Moe *44P f ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1992 Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to continue the request to the December 22nd meeting, directing the applicant to address the following: 1 ) Provide accurate and detailed site plan with actual landscaping design. Commission requested a more lush landscape plan and outlined the maintenance problems on the proposed plan; 2 ) Monument sign colors to be more subdue. Motion carried 4-0 . 2 . CASE NO. : 4025 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for FUGATE ENTERPRISE/PIZZA HUT, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT APPROVAL SOUGHT: Approval of monument sign LOCATION: 72-310 Highway 111 ZONE: P.C. ( 3) S.P. The applicant, Jim Engle, presented pictures of the signage as well as the building noting that the proposed location of the monument sign had been approved by the public works department. Commissioners Gregory and Van Vliet felt the additional monument sign location was acceptable as it would sit so far back from the street. Mr. Engle reported that the overall height of the sign was 7 ' 3" and Mr. Smith noted the city' s height limit on signs was 6 feet. Commissioner Holden would rather see a three title monument sign for the center and also felt a better location for the sign would be at the driveway. He felt that one monument sign at the entry to the center was all that was necessary. Action: It was moved by Commissioner Gregory, seconded by Commissioner Van Vliet, to recommend approval of sign option No. 2, deleting the hat logo, subject to the monument sign not exceeding 6 feet in height. Commission also recommended approval of variance. Motion carried 4- 0 . 5 MINUTES 114W 1' ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1992 V. The following case was added to the agenda by a unanimous vote: 1 . CASE NO. : 4045 SA APPLICANT (AND ADDRESS) : LUMINOUS NEON LIGHTING for BAGEL BAKERY AND DELI, Post Office Box 2066 , Bell Gardens, CA 90201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-155 Highway 11 ZONE: C-1 S.P. The applicant presented pictures of the building showing the location of the proposed signage. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the signage as submitted. Motion carried 4-0 . VI . MISCELLANEOUS : Commission expressed their disappointment in the city council over-riding the commission' s decision on the illegally installed awnings for Bud Johnson Interiors located on E1 Paseo Avenue.
