Jeff Winklepleck presented phoi:os of the complex indicating that
�the interior of �the project looked acceptable, however the
landscaping on the exterior needed to be upgraded. Commission
felt �that additional landscaping on �the exterior was needed with
placement of trees to screen the exposed air conditioning units
and additional planting in �the planter area. Cortxnission continued
the request directing the a�plicant ta provide a more enhanced
landscaping plan.

Jeff Winklepleck presented the plans noting that the roof plan did
not show roof mounted equipment. He discussed staff's concerns
with t.rie 30 foot li _yht stands. The applicant, Dick Crane,
indicated tha�t the adjacent post office liyh�t s�tands were 20 feet
high and agreed to reduce �:he �oles to 20 feet maximum. Chairman
Gregory d i rected Mr. Crane to work ou�t the deta i 1 s of the i i Uh�t
pole height changes with staff.
Commission felt that the wall mounted sign should be decreased and
lowered.
Action:
It was moved by Commissioner Holden, seconded by Cornrnissioner Van
Vl i et, to approve the f i nal plans and siean program wi�th �the
followiny conditions:
1) Monument siyn approved as submi�tted.
2) Wall mounted siyn to be placed below the eave and reduced to
48" in length.
3) Wall mounted letters to be non-itluminated.
4) Ligh�t poles reduced to maximum of 20 feet in height.
Motion carried 4-0-1 , Commissioner Connor abstaining.

Jeff Winkle�leck presented the proposed signage noting that the
applicant was reyuesting a 6' x 6' blue and red ceramic tile siean.
Commissioner Holden felt that the signage would not work as the
words would be covered by the shrubs.
Commissianer Warner asked if there was something that could be
done in the inset around �the signage to shrink the actual signae�e.
Mr. Abii noted that i.his would mean ini:roducing another element in
�the sign and would take away from the signage. Commissioner
Holden and Chairman Gregory agreed that the signage was too large
for the buiiding. Corr�nission felt that if the sign was reduced to
d' x 4' it. would be bei.�er scaled to the building.
Action:
It was moved by Commissioner Holden, seconded by Commissioner
Connor, to approve the business siynaye subject to reduciny the
signage to 4' x 4' with the remaining 1 ' x 1 ' around the signage
�to match the buildiny. Motion carried 5-0.
3. CASE NO. : 3014 SA

Commissioner Warner felt i.hat the pink neon would not blend weli
with �the blue tile background and mauve awninys and asked that the
pink be changed to a color to match the awnings. Commissioner Van
Vliet fel�t that the letter size shoutd be decreased.
Action:
It was moved by Corrxnissioner Warner, seconded by Commissioner Van
Vliet, to approve the neon siynac�e subjec�t to i�t being equipped
with a rheosi.at and i.he letter size beiny decreased to 12" capital
and 8" lower case letters. Motion carried 5-0.

The a�plicant, Gordon Stein, presented final landsca�e and
architec�tural plans on the proposed apartmen�t complex. Mr. Lanros
discussed commission's concern with the small back patios that
would be unusable space. He noted that the residents would have
their own garages and would not need to use this patio area for
storage. He felt �that it would become an area for trash if i�t
were accessible by the tenant. Commissioner Holden disagreed
stating that he felt the problem was just the opposite. He felt
that i f tF�e tenant was unab 1 e to get to the back �at i o space, i t.
would be easier for this to become a storage/trash area.
Mr . Stein discussed the changes made in the elevations.
Commission fel�t that the upper windows should be shut�tered.
Commissioner Connor discussed his concerns with the minimal
landscapiny. He noted that when looking at the project from the
si.reet all you would see is the biank building. He added that the
three foot plan�ter space was inadequate. Commissioner Connor
noted that it was a very hard building with no detail being
provided in the plantinU.
Action:
It was moved by Corrxnissioner Van Vliet, seconded by Commissioner
Warner. to grant preliminary approval on �the archi�tectural and
landscape plans directing the a�plicant to address the following:
1 ) Upper windows to be shuttered.
2) Trash enclosure to meet city's requirement.
3) Shade trees in parkiny area increased to 24" box.
4) Overall pianting to be upgraded.
5) Extend lawn area to pool deck with screen wall brouyht back

The applicant, Jim Engle, reported that the awning had been
removed from the fron�t of the building and �the owner was now
asking to replace it with a cabinet, wall mounted, sign.
Commission discussed their concerns wi�th the removai of �the
awning. Chairman Gregory felt that progress was noi: being made on
�this sign request. He reminded �the applicant that this buildiny
was located on Highway I11 , tf�e main corridor thraugh the city.
Chairman Gregory noted tha�t �the commission had approved the awniny
with the remodel of the building and now the awner has chosen to
remove �the awning after he was asked to revise the signage using
the ex i si,i ng awn i ng.
Action:
It was moved by Chairman Gregory, seconded by Commissioner Holden,
to deny �the revised signaUe noting their concerns with �the removal
of the awning. Mo�ion carried 5-0.

architectural plans

The applicant, Herb Horowitz, addressed the corr�nissions previous
conditions noting that the wali along the car stereo ins�tallation
depar�ment t�ad been extended 18' to 19' to further screen this
area. Ne noted �the additional architectural features along with
the cap i:o the entry element. Mr. Horowitz indica�.ed that this
would be a smaller Circuit City buildiny and could no�t be revised
to allow for a continuous walkway.
Commissioner Warner discussed his co�cerns with the en�tire red
square entryway as it did not fit well with the centers
architecture. He did not feel the revised plan was acceptable.
He felt that the red color could be used in i:he tower as an accent
co 1 or, but d i d not wan�t to see the mass i ve red t i 1 e tower as i t
took away from tt�e architecture of the entire center.
Commissioner Holden was no�t as concerned with the red tile o� the
en�.ryway, as much as the massiveness of the tower. He felt that
additional detail was needed on the �tower to break up the massive-
ness of t.F�e building. Commissioner Van Vliet agreed, noting his

concerns with �.he architectural element of the large red tower.
He felt that commission was s�titi looking for something very
unique.
Commissioner Connor felL- he could not approve any f�lans without
reviewiny the actual site plan.
Action:
It was moved by Commissioner Van Vliet, seconded by Commissioner
Warner, to continue the preliminary plans directing the appticant
i�o address the 1=ollowing:
1 ) Resi.udy i:ower element to create something very unique.
2) Provide actual site �lan with resubmittal .
Motion carried 4-0-1 , Chairman Gregory abstaining.
