Jeff Winklepleck presented plans for the proposed facelift noting that the existing pole sign would have to be removed. Commissioner Urrutia felt that the thinner fascia was more acceptable as far as the m�in building was concerned, however noted that commission would need to see elevations for the back of the bu i 1 d i nea to see how i�t wou 1 d t i e i n. Removal of any non-conforming signs existing on the site. 2) Provide eleva�tions to show how �the back of the building ties in with the remainder of the building. 3) Show how storage area would be cleaned up with some type of screeniny. 4) Submit detailed landscaping plan showing which plants would be replaced and which will remain. Landscaping plan to include area of �roposed monument sign. Motion carried �-0. B. Preliminary Plans: 1. St.eve Smith presented the revised plans noting his concern with the height of the building as it was submit�ted at 28 fee�t from the curb face. Mr. Drell noted that the allowable height is 25 feet above the average curb height. Mr. Fetridge addressed the commission's numerous concerns from the previous meeting. Commissioner Holden noted that �the heiUht problem was compounded w i t.h tt�e dra i nage prob 1 em. He f e i t i;hat a f i na 1 grad i ng p 1 an should now be required to assure that the drainage is handled properly. Motion carried 5-0. 2. CASE NO.: TT 2394U APPLICANT (AND ADDRESS) : SUNLITE DEVELOPMENT, 1NC. for SUNTERRACE. 77-622 Country Club Drive, Suite "V", Palm Oesert. CA 92260 NATURE OF PROJECT/APPROVAL SOUt�iT: Preliminary approval of sinUle family elevations LOCATION: Northwest corner of Hovley Lane and Eldorado Drive ZONE: PR-5 Phil Drell reported that the plan was approved in the county R-1 , 8,000 zone in 1989, The county approval allows for d foot sideyards and a 40 foot height limit. When the annexation occurred, �the conditions approved through the county were honored. He noted that i:he plan calls for maximum heic�hts of 19 feet and 20 feet with 5 foot sideyards. Mr. Drell indicated that these conditions woutd f�ave to be researched and that the plans were before the commission on an aesthetic point of view only. Commissioner Urru�ia discussed his concerns with the 20 foot he i gh�t at the yabl e end of �the roof. He fe 1 t the p 1 an wou 1 ci be more acceptable if the roof sloped away. Cornmissioner Urrutia was no�t concerned with �the front elevations, however directed the applicant Lo incorpora�e more detail on the side elevations. Corr�nissioner Holden added that with only 5 foot sideyards with the overt�angs, there would only be 5 feet between the houses. Mr. Ken Johnson, an adjacent homeowner, asked �to address the commission. He noted his concerns with future phases �ossibly beiny 2-story homes under the county's 40 foot height limit. Commission assured him that it is unlikely that 2-story homes on the perime�ter of any proiect wauld be approved in the fu�ture. 6 . � � MINUTES ARCHITECTURAL REVIEW C01'IMISSION JANUARY 28, 1992 Action: I�. was moved by Commissioner Urrutia, seconded by Commissioner, Van Vliet, to grant preliminary approval to �the single family elevations subject to revising Unit "A" by changing the gable roofs on the side yards �to a modified hip roof. Motion carried d-0-1 , Chairman Greyory abstaining. 3. CASE NO.: PP 91-13 APPLICANT (AND ADDRESS) : DUGGAN AND SUSAN LANROS c/o GORDON STEIN, 44-858 San Juan Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approvat of six unit apar�tment complex LOCATION: East of San Pabio between Santa Rasa Way and Catalina WaY ZONIE: Phil Joy presented K>reliminary architectural and landscaping plans. Commissioner Urrutia outlined his concerns with �the lack of access to 1:he rear yards. He felt the space was being wasted and sugcaested add i nU s 1 i d i ny y 1 ass doors i n p 1 ace of the w i ndows to tr�e back. Commissioner Urrutia also discussed his concerns with the rear elevations. He felt tha�t the front details should be incor�orated around the entire building. Commissioner Urrutia discussed �the inadequa�te space for the city's reyuired trash enclosure. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to yrant preliminary approval on �the architectural plans only subject to the following conditions: 1 ) Incorporate rear yards into usable space wi�th access from the apartment on the ground level . 2) Incorporate balance of eleva�tions on the buildiny (the design of ttie front and the sides of the building carried throughout �to the rear elevations) . 3) Verify that the trash enclosure wilt facilitate the city's reyuired recycle bin. 4) Restudy t.he end garaye space to comply with the back-up requirements. Motion carried 5-0. C. Miscellaneous Cases: 1 . CASE NO. : PP 90-13 APPLICANT (AND ADDRESS): DSL SERVICE C0. for CIRCUIT CITY, 3501 Jamboree Road, Suite 5000, North Tower, Newport Beach, CA 92658- 6030 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary review of preliminary building plans LOCATION: Fred Waring Drive and Highway lll ZONE: P.C. (3) 5.P. Si:eve Smii.h reported that Commissianers Urrutia and Holden had seen the plans the week prior to �the meeting. Their comments were taken back to the architect and the submitted elevations incorporated �the chanyes. The appiicant, Mr. Mike Bank, showed the refinement of the canopy and how he addressed i:he comnission's concerns with the elevations along Parkview Avenue. Commissioner Warner felt that the buryundy tower did not fit in with the architecture of the center. Corr�nissioner Urrutia ayreed notiny L-h�at. commission did not want to see a typical Circuit City siynature tower. He felt �the tower area was a location that needed qu i te a b i L of i mag i nat i on and st i 1 1 prov i de the i dent i i.y of the buildiny. Commissioner Urrutia discussed the need for relief in the fascia. Commissioner Urrutia felt that the center was to be constructed in a way that people could walk �throuyh the center without having to walk outside the tower to enter tt�e building. Mr. Bank felt that the plans could be chanyed in a way �to accommodate this at the tower eni.ry. Cor�nission fel�t that the proposed tower did not fit in with the architecture of the center and wants to see somethine� very different (uniyue, eclectic, one of a kind) . 2) Materials and colors of tower to be restudied. Commission suygested a blend of �the various tones of �the proposed burgundy to give the tower some different detail . 3) Extend screeniny element at car stereo installation area. Motion carried 4-0-1 , Chairman Gregory abstaining. V.
