ARCHITECTURAL REVIEW COMMISSION
JULY 14, 1992
I. CALL TO ORDER:
The meeting was called to order at 12: 10 p.m.

II. APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner Holden,
to approve the minutes of the June 9 and June 23, 1992 meetings as
submitted. Motion carried 3-0-1 , Commissioner Connor abstaining.
III. It was moved by Commissioner Connor, seconded by Commissioner Van
Vliet, to approve the following cases by minute motion. Motion carried
4-0.

Phil Drell noted that the elevations and landscape plan were
identical to the approved preliminary plans from 1990. Commission

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of marquee awning
with signage
LOCATION: 73-199 El Paseo, Unit J
ZONE: C-1 S.P.
Steve Smith reported that an existing marquee awning was serving
this building already at Jerry Liss, which is approximately five
store fronts away from Jewelmark. Mr. Smith noted that in

speaking with the applicant the day before, he was going to go
back to the client to try to get them to revise their plan.
Commissioner Urrutia noted that the design of the windows have
always been a real problem. He did not feel that what the
applicant was proposing would be appropriate at this location.
Commissioner Urrutia felt the awning needed to be pulled back
some. Commissioner Holden thought the proposal created a
billboard look along El Paseo, and he did not think this was
appropriate.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to continue the request with the direction that the
applicant address the following as the awning did not comply with
the city requirements:
1) Maximum letter height of 8 inches.
2) Awning needs to be pulled back.
3) Restudy shape to consider covering both windows.
Motion carried 4-0.
2. CASE NO. : 3075 SA
APPLICANT (AND ADDRESS): IMPERIAL SIGN CO. for HOLIDAY INN, 46-
120 Calhoun Street, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument sign
LOCATION: 74-675 Highway Ill
ZONE: PC-4
The applicant, Jim Engle, noted that the Holiday Inn was taking
over the existing Howard Johnson's hotel adjacent to the Pasta
House. Mr. Engle presented plans and pictures showing where the
two signs would be placed. Commissioner Holden noted that the
existing wall sign was 3' high and the applicant was requesting to
replace it with a 13' Holiday Inn sign. Mr. Smith noted that the
sign did not comply with the ordinance. Mr. Engle advised that
the applicant was willing to reduce the size of the sign but was
asking for approval of the colors submitted (orange, yellow and
beige) . The proposed signs would be illuminated.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner
Connor, to continue the request directing the applicant to address
the following:
1 ) Provide site plan showing where the two signs would be
placed.
2) Show sign on building for feel of proportion.
3) Provide actual colors on plans.
Motion carried 4-0.

APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for STEVE BRENNEN

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of two awnings with
signage
LOCATION: 73-080 El Paseo, Suites 3 & 4
ZONE: C-1 S.P.
Commissioner Urrutia asked about the surrounding area. The
applicant, David Fletcher, contacted his secretary to bring in
pictures of the building. The store front is three stores down
from the California Pizza Kitchen. The awning would cover the
existing windows with the marquee section over the door.
Commissioner Urrutia felt there were too many other businesses
around this store that would be blocked by this awning and did not
think the awning should extend out to the street. Mr. Fletcher
noted that people walking down E1 Paseo do not see anything past
California Pizza Kitchen, and therefore, felt this awning was
necessary to get their attention at this end of the building.
Commissioner Urrutia felt the awning went beyond the intent of a
marquee awning, noting that this was not the main identity to the
building. Commissioner Holden discussed the suggestion of the
awning extending out to the first set of columns and then
cantilevered off that instead of coming all the way out to the
street. This would line up more with the rest of the awnings on
the building. Commissioner Urrutia agreed with the concept. He
noted that the commission was trying to create some equality
between the storefronts, not the conflict that this awning could
create.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to continue the request to allow the applicant to restudy
the plan as commission felt that it would be blocking the adjacent
businesses. Commission directed the applicant to redesign the
awning not to extend past the property line and indicated that
they felt this marquee type awning was not warranted in this
location. Motion carried 4-0.

4. CASE NO.: PP 90-13
APPLICANT (AND ADDRESS) : DSL SERVICE CO. , 3501 Jamboree Road,
Suite 5000, North Tower, Newport Beach, CA 92658-6030
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of trellis
connection between Circuit City and Ross
LOCATION: Fred Waring Drive and Highway III
ZONE: P.C. (3) S.P.
The applicant, Wendell Hindley, noted the changes made on the
proposed trellis per the commission's request. Commissioner
Holden noted that when the trellis was added, the commission asked
for some type of continuous covered walkways. This was the
purpose of the trellis. The Circuit City representative, Mike
Banks, discussed the customer pick-up area and the problems the
continuous covered walkway would cause. He added that the
requested continuous covered walkway would change the location of
the entrance to Circuit City to the end of the building as opposed
to the original plan showing the entrance in the center of the
building.
The applicants presented a number of alternatives for the
requested trellis element. Commissioner Urrutia felt that the
customer pick-up function area would not be effected by the
continuous trellis.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner
Connor, to approve Scheme No. 3 dated 7/14/92 noting that the
trellis should not infringe on the lizard art work in the court
yard area and should not negatively impact on the Circuit City
customer pick-up area. Motion carried 4-0.
