CALL TO ORDER: The meeting was called to order at 12: 15 p.m. Commission Members Current Meeting Year to Date Present Absent Present Absent. APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the minutes of the July 14, 1992 meeting as submitted. Motion carried 3-0-1 , Chairman Gregory abstaining. III. It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 4-0. A. Final Drawings: 1. CASE NO. : PP 90-13 APPLICANT (AND ADDRESS) : DSL SERVICE CO. , 3501 Jamboree Road, Suite 5000, North Tower, Newport Beach, CA 92658-6030 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of Savings and Loan building LOCATION: Fred Waring Drive and Highway Ill ZONE: P.C. (3) S.P. Steve Smith presented final working drawings addressing the minor changes in the columns and detailing. CASE NO.: 382 C APPLICANT (AND ADDRESS): TANDIKA CORPORATION, 74-854 Velie Way #6, Palm Desert, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of golf course maintenance building, shade structure, wash rack, fuel island, parking, storage bins and trash area LOCATION: Northeast corner of Avondale Country Club adjacent to Frank Sinatra Drive ZONE: PR-3 Steve Smith presented proposed plans noting that immediately adjacent to the west is the C.V.W.D. well site. He indicated that the applicant had contacted the C.V.W.D. and noted that they felt the proposed plans were acceptable. Commissioner Urrutia asked about the grade difference. The architect for the applicant, Mr. Charles McBride, indicated that the C.V.W.D. has a grade approximately 30 feet above the site. Commissioner Holden felt that screening should be provided from the adjacent Desert Falls. Commissioner Urrutia added that some screening treatment should also be added between Avondale Golf Course and the south side of the maintenance yard. Commission granted preliminary approval to the submitted plans, directing the applicant to address the following: 1 ) Screen the maintenance facility from view of Desert Falls; 2) Provide some type of screening between Avondale golf course and south side of maintenance yard; 3) Provide additional landscaping as discussed with applicant. Motion carried by 3-1 , Chairman Gregory abstaining. 3. CASE NO.: 3077 SA APPLICANT (AND ADDRESS) : YOUNG ELECTRIC SIGN CO. for TANPOPO, 1413 E. Philadelphia Street, Ontario, CA 91761 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identifications sign LOCATION: 72-221 Highway III , Suite A-9-13 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 28, 1992 ZONE: P.C. - 4 Jeff Winklepleck reported that the request was for approval of replacing the existing signage with an open channel lit sign. Staff feels red neon is questionable. Commissioner Urrutia felt the scale of the sign overall seemed very large and overpowering. The applicant, Mr. John Heemstra, noted that he was trying to achieve the same type of sign as they did for the Olive Garden in the same center. Chairman Gregory questioned the bottom line "Sushi-Teppan-Tempura" and felt that "Japanese Restaurant" would be more appropriate because the items listed are usually found in most Japanese restaurants. Commission continued the request, directing the applicant to address the following: 1 ) Bottom line to read "Japanese Cuisine"; 2) New sign to be same size as existing signage; 3) Provide color samples with revised submittal . 4. CASE NO. : 3080 SA APPLICANT (AND ADDRESS): WALTAH CLARKS RESORT WEAR, 73-130 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-130 El Paseo ZONE: C-1 S.P. Jeff Winklepleck reported that the applicant was requesting approval to replace the existing "Karacena" awning, keeping the same size, but changing the color to mauve. Letter size would be 12" capital and 6" lower case. Commission approved the replacement awning as submitted. IV. CASES: A. Final Drawings: 1. CASE NO.: 3065 SA APPLICANT (AND ADDRESS .- SIGNS BY BULL for GRETA'S BAR AND GRILL, 83-480 Avenue 45, Unit 15, Indio, CA 92201 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 28, 1992 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised free standing monument sign LOCATION: 74-894 Lennon Place ZONE: S. I . S.P. Commissioner Holden noted that the commission had asked the applicant to provide detailed drawings showing how and where the sign would be installed. This has not been supplied. Action: It was moved by Chairman Gregory, seconded by Commissioner Holden, to deny the request of the free standing sign in that the sign would not be appropriate in the streetscape at this location (i .e. submitted pictures showed a pleasant landscape area and the sign would negatively impact on the ambience) . Motion carried 3-1 , Commissioner Van Vliet opposing. V. The following cases were added to the agenda by a unanimous vote: 1. CASE NO. : 3082 SA APPLICANT (AND ADDRESS) : DEEP CANYON TENNIS CLUB OWNERS ASSOCIATION, 73-120 Frank Feltrop Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Eliminating wrought iron in perimeter wall and filling the openings with slump stone wall to match existing wall LOCATION: 73-120 Frank Feltrop Drive ZONE: P.R.-7 (S.P. ) Jeff Winklepleck reported that the request was for approval of replacing the wrought iron portions of the wall with slump stone wall to match the existing wall . The applicant noted that the wrought iron is approximately 18 years old and the maintenance is becoming a constant problem. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the request to replace wrought iron pieces throughout the wall subject to placement of additional landscaping clusters in these areas to break up the length of the wall . Motion carried 4-0. 4 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 28, 1992 2. CASE NO. : 3074 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for STEVE BRENNEN GALLERY OF FINE ART, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awnings with signage LOCATION: 73-080 El Paseo, Suites 3 & 4 ZONE: C-1 S.P. The applicant, David Fletcher, reported that the owner of the business felt the proposed awning to the street was appropriate and requested reconsideration by the commission. Mr. Fletcher noted that he presented the proposed awning to the two adjacent store occupants and they expressed no concerns with the awning. Commissioner Urrutia noted that store owners could change, and the next store owner, might feel that this awning would block the view of their storefront. Commissioner Urrutia felt there were some nice architectural characters to the building now, and could not understand the advantage this awning would create. Commissioner Holden discussed the suggestions made by commission at the previous meeting where the awning would not have to come all the way out to the street. Commissioner Urrutia discussed his concerns with the columns at the street and the hazards they could create. He added that he felt there were a number of elegant shops on this building and the proposed awning was not necessary. Mr. Fletcher noted that although the City Council did not approve the Loran Loran awning, they felt that a marquee type awning would be acceptable in the center of this building. Since this awning is at the center of the building, Mr. Fletcher felt it was approvable. Commission felt that the awning could be cantilevered out from the support posts. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to deny the request in that it was felt that the proposed awning, with an overall length of 18 feet, was too long and would negatively impact on the architectural character of the building.
