I. CALL TO ORDER:
The meeting was called to order at 12: 15 p.m.

11 . APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner Connor,
'to approve the minutes of the May 26, 1992 meeting as submitted.
Motion carried 5-0.
III . It was moved by Commissioner Connor, seconded by Commissioner Urrutia,
to approve the following cases by minute motion. Motion carried 5-0.

Steve Smith noted that the applicant had added a request for
approval of the proposed comfort stations. Eric Johnson had
reviewed the landscape plans and found them to be acceptable.
Commission approved the perimeter landscaping, comfort stations,
entry and maintenance building as submitted.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of free standing
monument sign

Jeff Winklepleck noted the correction on his staff report
indicating that the actual signage was 17-1/2 square feet. His
primary concern was the sign location indicating that it was on
the 45' right-of-way corner. Commissioner Urrutia noted that one
of his concerns was the sloping side of the sign and that it would
be approximately 7 feet high on the curb side.
Commission continued the request directing the applicant to
address the following:
1) Provide site plan and elevations to include grade of slope.
2) Revise plan -to meet the 3 foot height limit.
3) Address corner visibility ordinance.
B. Preliminary Plans:

Jeff Winklepleck distributed conceptual elevations for the school
which were delivered earlier that morning. Phil Drell noted that
the plans would be going before the planning commission in July to
request land use approval from the residential units to the north.
Commission granted conceptual approval on the landscape plan and
school elevations. Motion carried 4-0-1 , Chairman Gregory
abstaining.

Dr. Shaw asked to address the commission presenting colored
pictures of the existing signage on -the building. He was now
requesting that all the physicians upstairs have signage on the
front of -the building to be identified easily. Dr. Shaw noted
that there were five tenants upstairs and was therefore requesting
signage for each tenant. A portion of the proposed signage would
exceed the 20' height limit. Dr. Shaw felt that it was physically
impossible to place the signage elsewhere on the building and
thought that because the building set back approximately 20 feet
from the street. he should be allowed to place the signage at the
requested 22' height. Commissioner Holden noted that this
commission was a design review board, and if Dr. Shaw was
requesting signage over the 20' height limit, he would have to go
before the planning commission for approval of the height.
Commissioner Holden felt that it would be easier for patients to
find doctors if they were simply directed to Southwest Plaza
rather than trying to find the doctor's name on the building
somewhere. Dr. Salton addressed the commission stating that the
purpose for requesting his signage on the upper left side of the
building was to establish a neurology center and felt it was
important to place his signage in this area to create the effect
he wanted.
Commissioner Holden noted that the commission would prefer a
directory sign for the various physicians rather than signage
placed at different areas of the building. Commissioner Urrutia
found it difficult to look at the photo presented with the various
existing signs lit, and imagine that there would be three
additional lit signs. He added that the commission was trying 'to
establish the difference between a professional center and a
retail building and felt that what Dr. Shaw was proposing was for
some type of retail building.
Chairman Gregory felt that it would create clutter with the
proposed additional signage, noting that he felt it would be
acceptable to place the proposed signage on the opposite panel ,
and at the same height, of the Southwest Plaza sign with no other
signage placed on the building.
Commissioner Urrutia indicated to Dr. Shaw that when the
commission had discussed combining the proposed signage under the
"Southwest Plaza" signage, they wanted the tenant signage to be
smaller than -the "Southwest Plaza" letters. Dr. Shaw asked for

approval of the "Southwest Plaza" sign moved to the band at 22
feet. Commission was willing to consider reviewing this plan.
Action:
It was moved by Chairman Gregory, seconded by Commissioner
Urrutia, to continue the request to allow the applicant to revise
the plan with the following suggested changes:
1) Signage for "Vein & Laser Center" and "Desert Orthopedic
Center" placed under "Southwest Plaza" signage.
2) Signage for "Neurology Center of the Desert" placed on the
right panel .
3) Signage not to exceed 20' maximum height limit.
4) Tenant signage to be smaller than "Southwest Plaza" letters.
Motion carried 4-1 , Commissioner Connor voting No.
2. CASE NO.: CUP 91-14
APPLICANT (AND ADDRESS): WENDELL VEITH for ROM DE GUZMAN, Post

NATURE OF PROJECT/APPROVAL SOUGHT: Final plan approval for 3,055
square foot professional office building
LOCATION: 73-636 Alessandro
ZONE: R-3
The applicant, Wendell Veith, presented revised elevations noting
that -the original building was on the property line on the right
side and he had now discovered that there was a 5' easement on
that side of the property and therefore had to redesign the
building. He showed where he lengthened the left side of the
building trying to keep -the same square footage, eliminating the
glass block, placing the stairway inside, deleting windows on the
east elevation and adding plant-ons to achieve -the same look as
the original plan.
Commissioner Urrutia asked about the exit requirements. Steve
Buchanan noted that buildings under 1 ,000 square feet are only
required one exit. Commissioner Van Vliet asked why the project
was not before the commission for preliminary approval . Steve
Smith noted that the plans were given preliminary approval
approximately a year ago, but because of the easement, changes
have been made trying to keep the flavor of the original plan.

Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to continue the request directing the applicant to address
the following:
1 ) Review proximity between the parking and the stairwell ,
possibly widening the distance by moving the parking lot
towards the street more.
2) Provide additional landscaping between the trash area and the
parking lot.
3) Moving the east columns out to the end of the second floor so
that it relates more to the initial proposal .
4) Meet city's requirements on recycle/trash enclosure area.
Motion carried 4-0-1 , Commissioner Holden Abstaining.
3. CASE NO.: 3062 SA
APPLICANT (AND ADDRESS) : PALM SPRINGS SHADE for BEVERLY
CARPENTER'S FINISHING TOUCHES, 1245 So. Gene Autry Trail , Palm
Springs, CA 92264
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with
signaae
LOCATION: 73-151 "D" El Paseo
ZONE: C-1 S.P.
Jeff Winklepleck noted staff's concern on where the awning would
meet the building. The applicant noted that the awning would lead
to the entry door. Commissioner Urrutia noted that traditionally
they did not approve this type of awning. Their concern was
safety with the posts being out on the sidewalk.
Action:
It was moved by Commissioner Holden, seconded by Chairman Gregory,
to approve the awning with the following conditions:
1 ) Obtain encroachment permit from public works department.
2) Staff to receive letter from the building owner or property
manager stating their approval of the awning and
acknowledging that they are aware this would be the only
awning allowed for this building.
Motion carried 5-0.
