NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
architectural plans for second story terrace
LOCATION: 72-185 Painters Path

Steve Smith presented final plans for second story terrace.
Commissioner Urrutia questioned the 1 inch spacing in the deck
floor and the hazards it would cause. Steve Buchanan noted these
concerns to the applicant; however, the applicant felt that this
was the only type of floor deck that would work for this area.
Commission approved the plans for the second story terrace as
submitted.

Jeff Winklepleck presented the revised plans noting that the
elevations were the same as the approved preliminary plans and
requested that the landscaping plan be continued until staff
receives an irrigation plan. He noted that no action was to be
taken on signage at this time. Commissioner Urrutia noted that
the developer had gone before the Art-In-Public-Places Committee
and was interested in incorporating art in this project. Mr.
Winklepleck indicated that he would discuss this with the
Community Arts Manager. Commission approved final architectural
plans only, continuing the landscape plans, directing the
applicant to provide an irrigation plan.

Steve Smith presented final plans for office building noting that
the elevations were the same as those granted preliminary
approval . Eric Johnson found landscape and irrigation plan to be
acceptable; however, did recommend placement of root guards in
parking lot planters. Commission approved final plans directing
the applicant to install root guards for trees in parking lot
planters.

B. Preliminary Plans:
1. CASE NO.: CUP 92-9
APPLICANT (AND ADDRESS): CHRISTENSEN HOMES, INC. for TRES PALMAS

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of bed
and breakfast home
LOCATION: 73-135 Tumbleweed Lane
ZONE: R-3/4
Commissioner Van Vliet questioned the pad height. Mr. Drell
indicated that the total height of the building was 15 feet and is
set back significantly more than required. Commission granted
preliminary approval on the architectural plans only, subject to
proof of approval from the property owners association.
Landscaping plan continued for review by landscaping
commissioners.
C. Cases added to agenda:
1. CASE NO.: TT 26123
APPLICANT (AND ADDRESS): SUNRISE DESERT PARTNERS for INDIAN
RIDGE COUNTRY CLUB, 42-600 Cook Street, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised perimeter
wall plan
LOCATION: Country Club Drive between 42nd Avenue, El Dorado
Drive and Oasis Club Drive
ZONE: PR-5
The applicant, Alan Levine, noted that the landscape plan had
already been approved by commission; however, he wanted to make
commission aware of necessary changes in the perimeter walls along
Oasis Club Drive and Country Club Drive. Commissioner Urrutia
discussed his concerns with the 8' high section of the wall and
suggested increasing the height of the lower wall to appear that
it was the same height as the higher wall .

Commission approved revised wall plan with the following
conditions:
1 ) Increase height of lower wall to appear that it is the same
size as the higher wall .
2) Add some type of asparagus fern from back side of wall that
would drape over the front wall .
3) Eric Johnson to review and comment on the landscaping plan
for this area.
IV. CASES:
A. Final Drawings:
1. CASE NO.: PP 89-5
APPLICANT (AND ADDRESS) : ULTRA NEON for SOUTHWEST PLAZA, 5474

NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of revised
sign program
LOCATION: 73-345 Highway III
ZONE: C-1 S.P.
Dr. Shaw addressed the commission requesting their recommendation
for approval to the planning commission on placement of signage
above the 20' height limit. Commissioner Urrutia discussed how
the four items listed on the Notice of Action were suggested
changes, and noted that these were not done on the revised plan.
Dr. Shaw explained how the revised plan showed the name of the
building and the address above the 20' height limit. He felt that
because the building was set back 20' from the street, the
building signage should be approved above the 20' height limit.
Commissioner Holden felt that he could recommend approval of the
name of the building placed above the 20' height limit with a
directory sign for the remainder of the tenants placed below.
Action:
It was moved by Commissioner Holden, seconded by Commissioner
Urrutia, to deny the revised submittal as the signage was above
the height limit and felt the crowded signage situation did not
fit with the architecture of -the building. Motion died.

Action:
It was moved by Commissioner Holden, seconded by Commissioner
Urrutia, to approve signage for "Desert Orthopedic Center", "Vein
& Laser Center" and "Neurology Center of the Desert" with the
followings conditions:
1 ) Southwest Medical Plaza to remain at 12" letters.
2) Additional tenant signage as noted above at 9" letters.
Future tenant signage to comply with allowable square footage
and will require commission's approval for placement.
Motion carried 3-0.
2. CASE NO.: CUP 91-14
APPLICANT (AND ADDRESS): WENDELL VEITH for ROM DE GUZMAN, Post
Office Box 1950, Palm Springs, CA 92263
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised final
plans for 3055 square foot office building
LOCATION: 73-636 Alessandro
ZONE: R-3
The applicant, Wendell Veith, discussed changes made as directed
by commission. Commissioner Urrutia asked about pulling the
parking area back away from the stairwell . Mr. Veith indicated
that he could pull it back another 3 to 4 feet. Mr. Veith
discussed the changes in the trash enclosure area. Commissioner
Urrutia suggested angling the trash bin and providing an opening
that would allow the tenants access to the trash bin without
having to open the large gates. Commission discussed the
possibilities of deleting a parking space to allow for additional
space in the trash bin area as well as changing the location of
the handicapped space.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to approve the revised final plans with the following
conditions:
1) Relocate handicapped parking stall as discussed with
applicant.
2) Deletion of one parking stall to allow for additional space
in the trash enclosure area.
These changes to be shown on working drawings. Motion

3. CASE NO. : 3067 SA
APPLICANT (AND ADDRESS) : ASSOCIATED CONSTRUCTION for J & E
AUTOMOTIVE, Post Office Box 214, Palm Desert, CA 92261
NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install metal
awning structure over existing outdoor work station
LOCATION: 74-196 Highway III
ZONE: C-1
Steve Smith presented plans and sample material for proposed shade
structure. He indicated that the applicant was a very successful
mechanic and noted the considerable amount of cars always parked
in front of the garage. Commissioner Holden suggested the
addition of a masonry wall and landscaping that would screen the
structure. Commissioner Urrutia preferred some type of screen
that is permanent and aesthetically pleasing with the softening of
trees in front of it.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to approve -the metal awning structure subject to the
addition of a block wall to top of structure and landscaping
strip. Commission suggested gray split block wall and directed
applicant to discuss landscaping discussions with Eric Johnson to
include a 6" plan-ter curb. Motion carried 3-0.
B. Preliminary Plans
1. CASE NO. : PP 92-5
APPLICANT (AND ADDRESS) : MANSUR-WILMOT PARTNERS for DESERT
CROSSING, 5430 Regents Courts, Westlake Village, CA 91361
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
architectural and landscaping plans for a 479,400 square foot
retail complex
LOCATION: Southeast corner of Fred Waring Drive and Highway 111
ZONE: PC-3

plans noting that the major tenants have approved the site plan as
submitted. They indicated that the theme of •the architecture will
be different, trying to go with something of a mediterranean feel
with bright accent tile. Mr. Drell noted that there were no pads
off the entry from Highway III as this area would be landscaped.
He added that the proposed people mover would have a track running
along the promenade. This people mover would run from the Town
Center. to this center, and possibly running through the
restaurants and the DSL project.
Commissioner Urrutia felt the walks were too long from the bus
stop to the tenant shops and suggested some type of shade
structure be provided here. He added that a trellis for shade
would also add something to the parking lot area.
Commissioner Urrutia suggested undulating the retail pads between
buildings 3, 4, 5 and 6. The applicant discussed the four
different entry features using canopies and trellis work.
Commissioner Holden discussed a continuous walkway between -the
tenant shops to give it some depth. He added that in the summer
heat, people will not want to walk from tenant building to tenant
building without some type of continuous shade structure.
Commissioner Urrutia felt that the area leading to building E
needed to be restudied to create a more open space.
Commissioner Urrutia discussed his concerns with the site plan
noting that the view off Painters Path would be the back side of
the Target store. He felt that heavy landscaping in this area was
needed. Mr. Drell suggested that the applicant work with
Coachella Valley Water District to do something with landscaping
along the wash.
The applicant noted that they were looking at the corner of Fred
Waring and Highway III for art placement. Commissioner Urrutia
indicated that the Art-In-Public-Places committee will want to see
something that fits in more with the architecture that people
would be able to enjoy. He suggested the applicant look at what
DSL is doing for their art placement.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner
Holden, to grant conceptual approval on the architectural and
landscaping plan directing the applicant to address the following
concerns:
I ) Restudy walk ways between bus stop and tenant shops.
Commission felt the walks were too long and suggested the
addition of some type of shade structure.

2) Restudy area leading to building "E" to create more open
space.
3) Addition of shade structure between tenant buildings.
4) Suggest that the applicant contact C.V.W.D. to discuss adding
some type of landscaping along the wash as this area will be
seen by the Sandpiper residents.
5) Explore possibilities of adding more undulation in the
buildings.
6) Applicant to talk with Community Arts Manager with regards to
art placement.
Motion carried 3-0.
2. CASE NO.: PP 92-4
APPLICANT (AND ADDRESS) : EDWARD STERLCZYK for GONZALO MENDOZA
COMMERCIAL BUILDING, 82-231 East Hello Court, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
architectural and landscaping plans for 9,000 square foot
industrial building
LOCATION: Sheryl Avenue between Caroline Court and Melanie Place
ZONE: S. I .
The applicant, Mr. Sterlczyk, presented site plan, landscaping
plan and colored elevations noting that Eric Johnson had reviewed
the landscaping and found it acceptable. The proposed project
consists of six units with roll up doors and 18 parking spaces.
Commissioner Holden felt that the landscaping plan was very light
(three 6' palms along the 20' high building) . Commissioner
Urrutia suggested that the trees be grouped in threes rather than
scattered as shown and preferred canopy trees in place of the palm
trees. He felt that the canopy trees would use the buildings as a
back drop where the palm trees, as scattered, would get lost.
Commissioner Holden discussed screening of the parking area.
Commissioner Urrutia discussed the location of the handicap
parking space and addition of island next to this stall . He also
stated that he would like to see split face block continued
throughout and suggested adding some type of panel around the
sliding doors on the east elevation to break up the length of -the
building. He felt that the same material used on the north
elevation panels should be used for this trim.
Commissioner Urrutia questioned any proposed signage for the
building. Mr. Strelczyk felt that the addresses on the doors

would be sufficient. Mr. Buchanan noted that the address numbers
have to be 7" and visible from the street.
Commissioner Urrutia asked about the placement of air conditioning
equipment . Mr. Strelczyk noted that there would be air
conditioning wall units in each building with swamp cooler
equipment on the roof. Commissioner Urrutia indicated that the
parapet wall would have to be high enough to screen the roof
mounted equipment.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to grant preliminary approval on the architectural plans
only, directing the applicant to address the following:
1) Provide some type of screening of -the parking area.
2) Split fact block to be continued throughout.
3) Provide some type of panel around sliding doors on east
elevation to break up the length of the building, possibly
using the same material as the trim on the north elevation.
4) Parapet wall high enough to screen roof mounted equipment.
Commission continued landscaping plan to next meeting noting that
they felt the plan was very light and suggested that the trees be
grouped in threes rather than scattered as shown. Commission
would prefer canopy trees in place of the proposed palm trees.
Motion carried 3-0.

Avenue and at the entrance to the college on Monterey Avenue. The
signs would be 3' x 5' plywood panel placed during the hours the
street fair is operating.

It was moved by Commissioner Van Vliet, seconded by Commissioner
Urrutia, to approve placement of the three signs during the hours
the street fair is operating. Motion carried 3-0.
